Minutes for the Lowell License Commission meeting for Thursday, October 10, 2019 at 6:00 p.m., held in the City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852. Present: John Descoteaux, Commissioner, Chairman, Commissioners Clifford Krieger, Terry McCarthy, and Joseph Donahue, and Captain James Hodgdon of the Lowell Police Department. Absent: Martha Howe, Commissioner The Commission, on the motion by Commissioner Donahue, second by Commissioner McCarthy, voted to review agenda item for the Pub Crawl application. The Commission reviewed the application for Pub Crawl license by State Representative Tom Golden’s 5th Annual Charity Restaurant Stroll, Saturday, November 2, 2019 from 1:00 p.m. to 6:00 p.m., Downtown Lowell Restaurants. The following individuals were present: Tom Golden and Nancy McGovern, representatives. Mr. Golden stated the event is a benefit for the non-profit organization “Hidden Battles.” There will be ten (10) downtown restaurants participating; there will be approximately 300 participants with 10 captains to serve as guides for the event; there will be two police detail officers to assist participants as they walk to the local restaurants. Chairman Descoteaux asked Captain Hodgdon if the event plan is satisfactory. Captain Hodgdon stated yes. The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted to grant the Pub Crawl license for State Representative Tom Golden’s 5th Annual Charity Restaurant Stroll, Saturday, November 2, 2019 from 1:00 p.m. to 6:00 p.m., Downtown Lowell Restaurants. The Commission, on the motion by Commissioner Krieger, second by Commissioner Donahue approved the meeting minutes for September 26, 2019. The Commission reviewed the applications for special one-day license to sell/dispense malt beverages and wines only, or either one: Tabatha Garnett of Aramark appeared before the Commission on behalf of Ashley Roper, Catering Manager, Aramark, for event at 110 Canal Street, Boston Innovation Reception, Thursday, October 10, License Commission minutes October 10, 2019 page 1 of 4 2019, 5:00 p.m. to 9:00 p.m. The license, issued October 9, 2019, was ratified by the Commission on the motion by Commissioner McCarthy, second by Commissioner Donahue. Heather Austin of Coco Luna LLC appeared before the Commission, at Mill No. 5, 250 Jackson St., 4th & 5th floors, for the following events: Decades - Vintage & Retro Market, Saturday, October 19, 2019, 12:00 p.m. to 4:00 p.m. Trick or Treat Yo' Self Market, Saturday, October 26, 2019, 12:00 p.m. to 4:00 p.m. The Oddity Marketplace, Saturday, November 2, 2019, 12:00 p.m. to 4:00 p.m. The Makers Market, Saturday, November 9, 2019, 12:00 p.m. to 4:00 p.m. The Makers Market, Saturday, November 16, 2019, 12:00 p.m. to 4:00 p.m. Diagonally 2, Saturday, November 23, 2019, 12:00 p.m. to 7:00 p.m. Small Business Saturday, Saturday, November 30, 2019, 12:00 p.m. to 5:00 p.m. Totally Bazaar, Saturday, December 7, 2019, 12:00 p.m. to 5:00 p.m. Holiday Oddity Marketplace, Saturday, December 14, 2019, 12:00 p.m. to 5:00 p.m. It’s a Wonderful Market, Saturday, December 21, 2019, 12:00 p.m. to 5:00 p.m. Commissioner Donahue asked where the “beer station” will be located. Ms. Austin stated on the 5th floor. Chairman Descoteaux asked Captain Hodgdon if Lowell Police had any concerns about the beer concession for the scheduled events. Captain Hodgdon stated there is none. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Krieger, voted to approve licenses for Heather Austin of Coco Luna LLC. Ellen Casazza appeared before the Commission for her two applications for licenses at Curation 250, 250 Jackson St., "Fall into Darkness" Art Exhibit, Saturday, October 26, 2019, 6:30 p.m. to 8:30 p.m., and "Terrible Twos" Art Exhibit, Saturday, November 16, 2019, 6:30 p.m. to 8:30 p.m. Chairman Descoteaux asked Ms. Casazza about her events. Ms. Casazza stated her gallery is located on the 5th floor where a beer/wine concession will be located, outside the gallery, in the hallway. Ms. Casazza expects between 75 License Commission minutes October 10, 2019 page 2 of 4 and 100 people for each event. The Commission, on the motion by Commissioner Donahue, second by Commissioner Krieger, voted to approve each license for Ellen Casazza of Curaton 250. Morgan Wamsley of UTEC appeared before the Commission for the UTEC 20th Anniversary Gala, Wednesday, November 6, 2019, 6:00 p.m. to 9:00 p.m. at 35 Warren St. Ms. Wamsley stated it is her first application for a special one-day license for alcohol beverages; she stated that the purchase of a ticket would allow the guest to have several alcohol beverage drinks in addition to the dinner. Ms. Wamsley was advised by the Commission that guests are to buy alcohol beverage(s) at a “cash bar.” A glass of wine or beer may be part of the meal, not to exceed one alcohol beverage drink. After discussion, Ms. Wamsley requested she be permitted to talk with UTEC staff about the matter. Chairman Descoteaux recommended that the Commission table the application until the next meeting, scheduled for October 24, 2019, so voted. The Commission reviewed the application by CEC Entertainment, Inc., d/b/a Chuck E. Cheese’s, David A. Deck, Asst. Secretary, malt beverages and wine restaurant licensee at 199 Plain Street, unit 5, for appointment of new corporate directors. Ana Surillo was present as representative. Commissioner Donahue stated that information for one of the proposed Directors [Peter Brown] was missing a complete residential address, and title, percentage of interest. The Executive Secretary stated he will contact corporate representative for the additional information. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Donahue, approved the CEC Entertainment, Inc. application, pending inclusion of additional information. The Commission reviewed the application by LD Holdings LLC, d/b/a Bar 74 Lounge & Grill, all alcoholic beverages restaurant licensee at 74 Merrimack Street for change of manager to Jasmine Allen of Nashua, NH. The following individuals were present: Jasmine Allen, and Attorney Travis Jacobs, legal counsel for LD Holdings, LLC. Atty. Jacobs introduced Ms. Allen, distributed copies of her resume to the Commission. Chairman Descoteaux and Commissioner Krieger asked questions of Ms. Allen. Ms. Allen License Commission minutes October 10, 2019 page 3 of 4 stated her recent employment with a security company, and her managerial experience at a licensed establishment in New Hampshire. The Commission, on the motion by Commissioner Krieger, second by Commissioner Donahue, voted to approve Jasmine Allen as manager of record for LD Holdings LLC, d/b/a Bar 74 Lounge & Grill.
