License Commission

Minutes for the Lowell License Commission meeting for Thursday, October 24, 2019 at 6:00 p.m., held in the City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852. Present: John Descoteaux, Commissioner, Chairman, Commissioners Terry McCarthy, Martha Howe and Joseph Donahue, and Captain James Hodgdon of the Lowell Police Department. Absent: Clifford Krieger, Commissioner The Commission, on the motion by Commissioner Donahue, second by Commissioner McCarthy, voted to approve meeting minutes for October 10, 2019. The Commission, reviewed applications for special one-day license to sell/dispense malt beverages and wines only, or either one: Ashley Roper, Catering Manager, Aramark, was present for the following events: Issued October 22, 2019 [for ratification] iHub member event at 110 Canal Street, 3rd floor, Wednesday, October 23, 2019, 3:00 p.m. to 7:00 p.m. The Commission ratified issuance of the license for the iHub event on the motion by Commissioner Howe, second by Commissioner McCarthy. Licenses were approved for the following events, on the motion by Commissioner McCarthy, second by Commissioner Howe, Ribbon Cutting Ceremony at the Saab ETIC Atrium, 40 University Ave., Monday, October 28, 2019, 3:00 p.m. to 5:00 p.m.; and an Open House for prospective Ph.D. students at the Allen House, 2 Solomont Way, Friday, December 6, 2019, 4:00 p.m. to 8:00 p.m. Morgan Wamsley of UTEC appeared before the Commission for the UTEC 20th Anniversary Gala, Wednesday, November 6, 2019, 6:00 p.m. to 9:00 p.m. at 35 Warren St. The application was continued from October 10, 2019. Ms. Wamsley stated that there will be a cash bar. The Commission, on the motion by Commissioner Donahue, second by Commissioner McCarthy, approved the license for Morgan Wamsley of UTEC. The Commission reviewed the application by Yun-Ju Choi, Executive Director, Coalition for a Better Acre, for the Cornhole Tournament, Saturday, October 26, 2019, from 12:00 p.m. to 5:00 p.m. at St. Jean Baptiste Church, 741 Merrimack St. Yun-Ju Choi was present. The Commission, on the motion by License Commission minutes October 24, 2019 page 1 of 3 Commissioner Howe, second by Commissioner Donahue, approved the license for Yun-Ju Choi of the CBA. The Commission reviewed the application by Alyssa M. Ginsberg for the event WorldPay at Cross Point, 900 Chelmsford St., Pub Room, Wednesday, October 30, 2019, 3:30 p.m. to 5:30 p.m. Ms. Ginsberg stated the food concessionaire at Cross Point is Craft Food Hall Project which will cater the event employees who work in the building. The Commission, on the motion by Commissioner Donahue, second by Commissioner McCarthy, approved the license for Alyssa M. Ginsberg. The Commission reviewed the applications for special one-day license to sell/dispense all alcoholic beverages by Marc Clermont of Miracle Providers Northeast, Inc., for events at The Onyx Room, 122 Western Ave., Charity Cabaret Show Under The Big Top, Friday, November 8, 2019, and Saturday, November 9, 2019, 7:00 p.m. to 12:00 mid., each date. Marc Clermont was present. The Commission, on the motion by Commissioner Donahue, second by Commissioner McCarthy, voted to approve licenses for Marc Clermont of Miracle Providers Northeast, Inc. The Commission was advised by the Executive Secretary that Attorney Travis Jacobs sent an email to the License Commission via the Secretary, and Law Department via Assistant City Solicitors, of a family dinner on the evening of October 24, 2019 that he would like to attend. Chairman Descoteaux acknowledged the request. The Commission voted to continue the hearing on the allegation of misconduct as charged by Raymond Kelly Richardson, Superintendent of Police, dated September 19, 2019, against the licensee LD Holdings, LLC, d/b/a Revolution, 74 Merrimack St., Jeffrey Torres, Manager of Record, all alcohol beverages restaurant licensee, to November 7, 2019 at 6:00 p.m. The Commission voted to continue the public hearing to consider the public need in accordance with Massachusetts General Laws Section 12, Chapter 138, to decrease the hours during which sales of alcoholic beverages may be made at the licensed premises of LD Holdings, LLC, d/b/a Revolution, 74 Merrimack St., to November 7, 2019 at 6:00 p.m. License Commission minutes October 24, 2019 page 2 of 3 The Commission, on the motion by Commissioner McCarthy, second by Commissioner Donahue, voted to adjourn the meeting at 6:10 p.m. Respectfully submitted by Ryan Wynn, Executive Secretary, present at meeting. ******* License Commission minutes October 24, 2019 page 3 of 3
