Minutes for the Lowell License Commission meeting for Thursday, November 21, 2019 at 6:00 p.m., held in the City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852. Present: Commissioners Clifford Krieger, presiding, Terry McCarthy, Martha Howe and Joseph Donahue, and Captain James Hodgdon of the Lowell Police Department. Absent: John Descoteaux, Commissioner The Commission, on the motion by Commissioner Howe, second by Commissioner McCarthy, voted to approve meeting minutes for November 7, 2019. The Commission reviewed the application for special one-day license to sell/dispense malt beverages and wines only, or either one from Peter J. Donovan for a Photo Exhibition, Thursday, December 5, 2019, 5:00 p.m. to 9:00 p.m. at the Lowell Tele media Center, 246 Market St. Peter J. Donovan was present. Commissioner Krieger asked Mr. Donovan if he had spoken to the Executive Secretary about the regulations for the license. Mr. Donavan stated that he had not to which Commissioner Krieger made the recommendation to follow-up with the Secretary, as well as have the Lowell Police Department on speed-dial. Commissioner McCarthy asked about the number of guests Mr. Donovan can expect. Mr. Donovan stated he anticipates about twenty-five (25) people. The Commission, on the motion by Commissioner Howe, second by Commissioner Donahue, voted to approve the special one-day license for Peter J. Donovan for December 5, 2019. The Commission reviewed the application filed by 99 Restaurants of Boston, LLC, Goodloe M. Partee, Secretary, all alcoholic beverages restaurant licensee for premises at 850 Chelmsford Street, for change of officers/directors, and a change of ownership interest, a stock transfer. The Commission, on the motion by Commissioner Donahue, second by Commissioner Howe, voted to ratify the publication of legal notice for November 22, 2019, and for the public hearing on the above application to be held on Thursday, December 5, 2019 at 6:00 p.m. License Commission minutes November 21, 2019 page 1 of 2 Executive Secretary outlined his report as of November 18, 2019, that nine (9) alcohol beverages licensees, the Corporation, have been dissolved by the Massachusetts Secretary of State Corporations Division. The Secretary stated the importance of a licensee maintaining good standing with the Corporations Division. Commissioner Howe recommended that notice be sent to a licensee to appear at the next scheduled if the corporation has not been re-instated. The Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to have notice sent to the manager and officers to appear before the Commission on December 5, 2019 at 6:00 p.m. in the City Council Chamber, if the corporation has been dissolved.
