Communication from Raymond Kelly Richardson, Superintendent of Police, received February 27, 2020 to John Descoteaux, Chairman, License Commission re: request to review two recent violent incidents on consecutive weekends February 8th and 16th, 2020 inside and outside the premises of The Middle Street Village, Inc., d/b/a The Village Smokehouse, Alan Kaplan, Manager, all alcoholic beverages restaurant licensee at 92-98 Middle St. The Lowell Police Department requests the Commission consider the public need to decrease the hours sales of alcohol beverages may be made between 11:00 p.m. and 2:00 a.m. in accordance with MGL chapter 138, section 12. 10.
