1 Minutes for the Lowell License Commission meeting for Thursday, January 28, 2021 at 6:00 p.m., held in 2 compliance with Governor Baker’s Emergency Order Modifying the State’s Open Meeting Law issued 3 March 12, 2020 by ZOOM: 4 https://lowell-k12-ma-us.zoom.us/j/6758760853 5 Meeting ID: 675 876 0853 6 Present: John Descoteaux, Commissioner, Chairman, Commissioners Clifford Krieger, Martha Howe, and 7 Joseph Donahue, and Rich Hucksam, Assistant City Solicitor, and Captain Mark LeBlanc of the Lowell 8 Police Department. 9 Absent: Commissioner Terry McCarthy 10 Chairman Descoteaux convened the meeting at 6:00 p.m. 11 The Commission voted to accept the meeting minutes for January 14, 202 on the motion of Commissioner 12 Donahue, second by Commissioner Howe. 13 The Commission received request on January 28, 2021 to amend the application by DCD Nucar 14 Loma LLC, [d/b/a] Nucar Lannan Chevrolet of Lowell, Christopher D. Dagesse, Manager, to a 15 corporation, for Second Hand Motor Vehicles license, Class I, used car Agent, for premises at 831 16 Rogers St., for calendar year 2021. Chris Dagesse was present. Lannan Chevrolet of Lowell Inc. 17 is the Class I licensee presently at 831 Rogers St., # 197-A. It was requested to continue the hearing 18 to February 11, 2021 at 6:00 p.m. via ZOOM video conference by Christopher Dagesse, pending 19 certification of the corporation in Massachusetts. The Commission approved the request on the 20 motion by Commissioner Krieger, second by Commissioner Donahue. 21 The Commission opened the hearing on the matter of Abdi Ardehali, d/b/a Karman Auto Sales, 22 Second Hand Motor Vehicles, Class II, used car Dealer licensee, # 592-B, at 1418 Middlesex St. 23 Abdi Ardehali and Attorney Peter Nicosia, legal counsel for Mr. Ardehali, were present. Attorney 24 Nicosia presented three (3) Adobe pdf files, as follows: Karman Auto Sales Bonds 2016-2021; License Commission minutes January 28, 2021 page 1 of 2  1 Coulter License Complaint Withdrawal letter; and, Santos Appeal. The Commission reviewed and 2 ordered to be placed on file said files. Attorney Nicosia stated the Coulter claim was resolved, but 3 the Santos claim has an appeal pending. Attorney Nicosia spoke of the Attorney General records, 4 stating that all complaints are closed. Commissioner Howe stated her appreciation of evidence that 5 [Mr. Ardehali] has the bond. After a discussion, the Commission, on the motion by Chairman 6 Descoteaux, second by Commissioner Donahue, voted to place the Karman Auto Sales matter on 7 file. 8 The Commission reviewed the application by Olympic Restaurant, LLC, Ratana Heng, LLC 9 Manager, for an all alcoholic beverages restaurant license for premises at 452-454 Chelmsford St. 10 The Commission, on the motion by Commissioner Donahue, second by Commissioner Howe, 11 voted to ratify the publication of the legal notice for January 29, 2021 in the Lowell SUN 12 newspaper, and to hold the public hearing on February 11, 2021 at 6:00 p.m. via ZOOM video 13 conference. 14 The Commission, on the motion by Commissioner Krieger, second by Commissioner Howe, voted to 15 adjourn the meeting at 6:15 p.m. 16 Respectfully submitted by Ryan Wynn, Executive Secretary, present at meeting. 17 ******* License Commission minutes January 28, 2021 page 2 of 2
