LOWELL LICENSE COMMISSION
REGULAR MEETING MINUTES
Date: April 22, 2021
Time: 6:00 p.m.
Location: This meeting is being held remotely in accordance with the Governor of
Massachusetts’ March 12, 2020 order suspending certain provisions of the Open
Meeting Law G.L. 30A, Section 20.
ROLL CALL:
On a roll call at 6:00 p.m., members present were, namely: Chairman Descoteaux, Commissioner
Donahue, Commissioner Howe and Commissioner Krieger. Commissioner McCarthy was absent.
MINUTES: Acceptance of the Meeting Minutes for April 8, 2021
Commissioner Krieger made a motion to accept and place on file the minutes from the Lowell License
Commission Meeting of Thursday, April 8, 2021; seconded by Commissioner Howe. 4 yeas, 1 absent
(Commissioner McCarthy) APPROVED
1. Application by Korean BBQ Chicken Lowell, Inc., [d/b/a] BBQ Chicken Lowell, Joo Hyong Lee, Manager,
for an all alcoholic beverages restaurant license for premises at 143 Merrimack Street. It is requested
that legal notice be published in local newspaper, and public hearing to be held on May 20, 2021 at 6:00
p.m. via ZOOM video conference.
Commissioner Krieger made a motion to approve Korean BBQ Chicken, [d/b/a] BBQ Chicken Lowell,
Joo Hyong Lee, Manager, for a legal notice to be published in the local newspaper, as well as hold a
public hearing on May 20, 2021 at 6:00 p.m. via ZOOM video conference; seconded by Commissioner
Donahue. 4 yeas, 1 absent (Commissioner McCarthy) APPROVED
2. Application for Second Hand Motor Vehicles – Used Car Dealer, Class II, from Dalmaso Motors, LLC,
Juliana DaSilva Dalmaso, Manager, for premises at 50 Perry Street, open lot approx. 5,436 sq. ft. and
office.
Mr. Dalmaso stated that thirteen (13) vehicles will be on the property and that three (3) or four (4) cars
a month will be repaired/sold.
Commissioner Krieger made a motion to approve the application for Second Hand Motor Vehicles –
Used Car Dealer, Class II, from Dalmaso Motors, LLC, Juliana DaSilva Dalmaso, Manager, for premises
at 50 Perry Street, open lot approx. 5,436 sq. ft. and office; seconded by Commissioner Donahue. 4
yeas, 1 absent (Commissioner McCarthy) APPROVED

3. Applications for public amusement licenses for carnival by Fiesta Shows, John Flynn, representative, at
Welcome/Festival Field, 381-501 Pawtucket Blvd., Thursday, May 27, Friday, May 28, Saturday, May 29,
Sunday, May 30, Monday, May 31, Thursday, June 3, Friday, June 4, Saturday, June 5 and Sunday, June
6. Hours 3:00 p.m. to 11:00 p.m.
Attorney Jenness stated that the Law Department needs a list of all rides before the license will be
issued.
Commissioner Donahue made a motion to approve the applications for public amusement licenses for
carnival by Fiesta Shows, John Flynn, representative, at Welcome/Festival Field, 381-501 Pawtucket
Blvd., Thursday, May 27, Friday, May 28, Saturday, May 29, Sunday, May 30, Monday, May 31,
Thursday, June 3, Friday, June 4, Saturday, June 5 and Sunday, June 6. Hours 3:00 p.m. to 11:00 p.m.;
seconded by Commissioner Howe. 4 yeas, 1 absent (Commissioner McCarthy) APPROVED
4. Public hearing on the application by A.V. St. Mary Inc. [d/b/a] Dream Market, Enas Nashed, Manager,
for a wines and malt beverages license for premises at 358 Mammoth Road, 1800 sq. ft. with one (1)
room and is located in a one (1) story building with one (1) entrance in the front and one (1) exit on the
side.
No one spoke in favor or in opposition at the public hearing.
Commissioner Krieger made a motion to approve the application by A.V. St. Mary Inc. [d/b/a] Dream
Market, Enas Nashed, Manager, for a wines and malt beverages license for premises at 358 Mammoth
Road, 1800 sq. ft. with one (1) room and is located in a one (1) story building with one (1) entrance in
the front and one (1) exit on the side; seconded by Commissioner Donahue. 4 yeas, 1 absent
(Commissioner McCarthy) APPROVED
5. Discussion and/or vote regarding 2021 license fees for bars and restaurants.
The License Commission members were provided with a document before the meeting that gave a
breakdown of the amount of money that was given to each bar/restaurant.
Chairman Descoteaux made a motion to delay voting on the 2021 license fees for bars and restaurants
so the License Commission has more time to review the document provided to them before the
meeting; seconded by Commissioner Donahue. 4 yeas, 1 absent (Commissioner McCarthy) APPROVED
Commissioner Donahue made a motion for discussion at the next License Commission Meeting to
expand the information that the License Commission receives when an application for a liquor license
is submitted (would like to see the process include a resume); seconded by Commissioner Howe. 4
yeas, 1 absent (Commissioner McCarthy) APPROVED
ADJOURNMENT – Commissioner Krieger made a motion to adjourn at 6:24 p.m.; seconded by
Commissioner Howe. 4 yeas, 1 absent (Commissioner McCarthy) APPROVED
