ROLL CALL: On a roll call at 6:00 PM, members present were, namely: Chairman Descoteaux, Commissioner Donahue, Commissioner Howe, and Commissioner Krieger. MINUTES: 0. Acceptance of meeting minutes for July 29, 2021. Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission Meeting of Thursday, July 29, 2021; seconded by Commissioner Donahue. 4 yeas, APPROVED. 1. Application by Lowell Philharmonic Orchestra, Bonnie McIsaac President, for an "Special Events Permit for Amplified Outdoor Public Entertainment," for an ‘Annual Outdoor Pops Concert,’ to be held Sunday, August 22nd, 2021 at 2:00 PM at Shedd Park. At Commissioner Descoteaux’s request, Ms. McIsaac described her event, which was last held in 2019, with the expected attendance of one to two hundred audiophiles. Ms. Isaac expressed concerns over Covid and described how they are going to reduce the associated risks by using a more powerful sound system to amplify the music, and by keeping participants spread out in the open. Only performers will be in the pavilion area this year. Move approval by Commissioner Donohue; seconded by Commissioner Howe. 4 yeas, APPROVED. 2. Application by BRM Production Management for the Greater Lowell Community Foundation, Bianca Mauro, Producer, for a "Special Events Permit for Amplified Outdoor Public Entertainment," for the ‘2021 Lowell Kinetic Sculpture Race,’ to be held Saturday, September 18th, 2021 with events at three locations: 7 AM to 6 PM on Market Street at Palmer Street, 8 AM to 2 PM in Lot A off Hall Street, and 9 AM to 4 PM at Sampas Pavilion. In light of Covid, the organization reduced the number of competitors and is promoting responsible behaviors like masks and social distancing. Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas, APPROVED. 3. Public hearing on the application by SAPT LLC [d/b/a] Lowell Liquors, Sachin Patel, Manager, all alcoholic beverages package store licensee, for a ‘change of ownership interest,’ for premises at 638 Rogers Street. Mr. Patel, the manager described briefly that the organization lost a stakeholder and that their ownership percent was being distributed to other owners. Move approval by Commissioner Donahue; seconded by Commissioner Howe. 4 yeas, APPROVED. 4. Application by Outback Steakhouse, David Cobb, Manager, for a "Special One Day License to sell/dispense Malt Beverages and Wines only," for a ‘Suicide Awareness Event,’ to be held on Sunday August 15th, 2021 from 12 Noon to 5:00 PM at the Outback Steakhouse, 28 Reiss Avenue. Application was cancelled by David Cobb due to Covid concerns. No Motions Made. 5. Application by Bridget Aroke, for a "Special One Day License to sell/dispense Malt Beverages and Wines only," for a ‘ThanksGiving Birthday Celebration,’ to be held on Saturday September 4th, 2021 from 6:00 PM to 12 midnight at Hellenic American Academy, 41 Broadway Street. Ms. Aroke described her event for the Commissioners as a celebration for her 88 year old dad after a year of Covid isolation. She stated that she anticipated 300 attendees. Bridget Aroke confirmed that she understood that the license was for beer and wine only, and she confirmed that she is TIPS certified, that she would be supervising, but would not be doing all the serving herself. Move approval by Commissioner Krieger; seconded by Commissioner Donahue. 4 yeas, APPROVED. 6. Application by IAMPEREZ, Amanda Etinge, Owner, for two "Special One Day Licenses to sell/dispense Malt Beverages and Wines only." First, for a ‘Celebration of Life,’ to be held on Saturday August 28th, 2021 from 7:00 PM to 12 midnight at Hellenic American Academy, 41 Broadway Street. Ms. Etinge requested that her second event be changed to a graduation party because the family had decided to move the originally scheduled wedding to a different date – but they still wanted to use the reserved hall while the entire family is in town. Ms. Etinge described her events to the Commissioners: two family events to celebrate after a year of Covid. The first event was a Celebration of Life for their grandfather, which had been postponed a year because of Covid. The second event is to celebrate a cousin graduating from Brown University. Each event will have about 200 attendees who will be in town for the entire week between the two events. Amanda Etinge is TIPS certified, and her cousin from Brown is finishing his TIPS certification – and they will be serving at both events. Move approval by Commissioner Howe; seconded by Commissioner Donahue. 4 yeas, APPROVED.
