ROLL CALL:
On a roll call at 18:02, members present were, namely: Chairman Descoteaux, Commissioner Donahue,
Commissioner Krieger, and Commissioner Chhan; Commissioner Howe was absent.
MINUTES:
0. Acceptance of meeting minutes for December 16, 2021.
Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission
Meeting of Thursday, December 2, 2021; seconded by Commissioner Donahue. 4 yeas, APPROVED.
1. Application by Delphine Acha, for a "Special One Day License to sell/dispense Wines and Malt Beverages
only," for a ‘Celebration of Life,’ event to be held on Saturday February 12th, 2022 from 6:00 to 1:00 AM at
the Hellenic Center, 41 Broadway Street.
Ms. Acha, an event planner, described the planned event per Commission Chair Descoteaux’s request:
anticipating 250 attendees; planning on 4 bartenders that she’s used before but that may not be TIPs
Certified; requesting 2 police officers to help manage the crowd.
Move approval by Commissioner Krieger; seconded by Commissioner Donahue. 4 yeas, APPROVED.
2. Application by Lucky Vine Liquors LLC, Mardi Orn, License Manager, for a "Wine and Malt Beverages"
package store license for premises at 219 Chelmsford Street, Unit 207. It is requested that legal notice be
published in local newspaper, and public hearing to be held on January 27, 2022 at 6:00 p.m.
Move approval by Commissioner Chhan; seconded by Commissioner Donahue. 5 yeas, APPROVED.
3. Application for Second Hand Motor Vehicles – Used Car Dealer, Class II, for 21 Autosales & Service Inc.,
Tina Phouthavoing, President, for premises at 45 Meadowcroft Street, Unit 2, a small lot with service
bays and office space.
At Commissioner Descoteaux’s request, Ms. Phouthavoing described the plans for the dealership, including
that they only planned to have two to three cars for sale at any given time, that there was space for four
cars inside the garage, and space for up to six cars in the outside area in front of the garage. Commissioner
Donahue requested additional clarification regarding the available lot space and number of vehicles they
planned on parking outside between the building and the road. Commissioner Donahue described his
experience earlier in the day when he drove by the site, and suggested that the requested 6 cars would be
too many for the space and the activity in the vicinity. After additional review and comments by Ms.

Phouthavoing and Commissioner Krieger, Commissioner Descoteaux made a motion to amend the
application and limit the outside parking area to 4 cars to start, with the option to revisit the space in the
future.
Roll Call Vote to approve Motion by Commissioner Descoteaux, seconded by Commissioner Donahue to
limit outside lot to 4 cars with an opportunity to come back and request additional spots in the future:
Commissioner Descoteaux – Yea, Commissioner Donahue – Yea, Commissioner Krieger – yea,
Commissioner Chhan – yea, Commissioner Howe – Absent; 4 yeas, APPROVED.
ADJOURNMENT:
Commissioner Chhan made a motion to adjourn at 18:12; seconded by Commissioner Krieger. 4 yeas,
APPROVED.
