MINUTES: 0. Acceptance of meeting minutes for January 13, 2021. Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission Meeting of Thursday, January 13, 2022; seconded by Commissioner Howe. 5 yeas, APPROVED. 1. Application amendments for review and approval for Lakeview Liquors Inc., Jayeshkumar Patel, Manager, for transfer of an "All Alcoholic Beverages" package store license for premises at 815 Lakeview Avenue. Attorney Brian Akashian for the applicant. Mr. Akashian reviewed the Lakeview Liquors application and its prior approval, explaining that this meeting was to review the updated paperwork and obtain LLA approval for these updates. Move approval by Commissioner Chhan; seconded by Commissioner Donahue. 5 yeas, APPROVED. 2. Public hearing on the application by Lucky Vine Liquors LLC, Mardi Orn, License Manager, for a "Wine and Malt Beverages" package store license for premises at 219 Chelmsford Street, Unit 207. Attorney Amanda Flores for the applicant. After a brief introduction, Ms. Flores reviewed the proposed License Manager’s qualifications, the site for the package store, and the owners’ business experience. Ms. Flores also pointed out that the owner had invested in creating off‐street parking for the business, and that both the owner and proposed manager were certified for alcoholic beverage sales. Commission Chair Descoteaux asked about the proximity of other package stores. Ms. Flores described how Lucky Vine’s business model emphasizing Craft Beers would benefit the area and fill a niche market. Commissioner Donahue asked about the legal address, which the owner, Syvanny Sok, was able to explain. Move approval by Commissioner Krieger; seconded by Commissioner Chhan. 5 yeas, APPROVED. 3. Application by Amanda Etinge, for a "Special One Day License to sell/dispense Wines and Malt Beverages only," for an ‘African Showcase.’ Event to be held on Saturday February 5th, 2022 from 7:00 to 11:00 PM at the Hellenic Center, 41 Broadway Street. Ms. Etinge described her event and projected number of attendees (100‐150). Ms. Etinge stated that she had 3 servers, all TIPs certified, who would be working the evening. Move approval by Commissioner Howe; seconded by Commissioner Donahue. 5 yeas, APPROVED. 4. Application by Steve Syverson, for three "Special One Day License to sell/dispense Wines only." The first is for the ‘Mythic Nature’ artist reception, to be held on Saturday February 5th, 2022; the second is for ‘A Frenzy and a Dream, Interpreting Kerouac’s Writing,’ to be held Saturday, March 12, 2022; the third is for the ‘For the Birds’ reception, to be held on Saturday, May 14th, 2022. All events are from 3:00 to 5:00 PM at the ALL Arts Gallery, 307 Market Street. Steve Syverson was present to answer any questions; there were none. Move approval by Commissioner Chhan; seconded by Commissioner Krieger. 5 yeas, APPROVED. 5. Amendment to the Second Hand Motor Vehicles – Used Car Dealer, Class II License, for George and Ray Auto Repair Inc., Raymond Chammas, President. Change of premises from 47 Aiken Avenue to 93 Chelmsford Street, a 17,000 square foot open lot with total space for twenty‐nine vehicles with 600 square feet of office space. Both Raymond Georgio Chammas were present. They described their experience since they opened at the 47 Aiken Avenue location, and how it didn’t meet their needs. They went on to describe their proposed new location, which was formerly David Auto Sales – and how they expected it to meet their needs. Commissioner Krieger asked if the cars in the new lot were theirs or the previous tenants, to which they replied that most of the cars were theirs; the few cars left from David Auto were on the way out. Commissioner Howe confirmed with the Commission’s Executive Secretary that the previous tenant had 29 cars on site – the same number George and Ray Auto was applying for. Commissioner Krieger discussed the flow of traffic with the Chammas brothers. Move approval by Commissioner Krieger; seconded by Commissioner Donahue. 5 yeas, APPROVED.
