ROLL CALL:
On a roll call at 18:02, members present were, namely: Chairman Descoteaux, Commissioner Howe,
Commissioner Donahue, Commissioner Krieger, and Commissioner Chhan.
MINUTES:
0. Acceptance of meeting minutes for January 27, 2021.
Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission
Meeting of Thursday, January 27, 2022; seconded by Commissioner Donahue. 5 yeas, APPROVED.
1. Application by Roberto Dei, Special Events Coordinator, for a "Special Events Permit for Amplified Outdoor
Public Entertainment," for ‘WinterFest 2022,’ to be held on Friday, February 18th, from 6:00 to 10:00 PM
and Saturday, February 19th, 2022 from 12 Noon to 10:00 PM, on Lowell Memorial Auditorium property
and Brown Street.
Roberto Dei described the proposed WinterFest 2022 event and it’s new location.
Move approval by Commissioner Donahue; seconded by Commissioner Chhan. 5 yeas, APPROVED.
2. Application by Julian Lenzi Hospitality Group [d/b/a] Lowell Memorial Auditorium, Robert Julian Manager,
for two "Special One Day Licenses to sell/dispense Malt Beverages and Wines only," for ‘WinterFest 2022,’
to be held Friday, February 18th, from 4:00 PM to 11:00 PM and Saturday, February 19th, from 10:00 AM to
11:00 PM on Lowell Memorial Auditorium property and Brown Street.
Robert Julian described the proposed placement of the alcohol service areas and the bands for the
WinterFest 2022 event. The Commissioners recognized Mr. Julian for his years of experience bringing
similar events to Lowell Memorial Auditorium, and expressed their confidence.
Move approval by Commissioner Krieger; seconded by Commissioner Donahue. 5 yeas, APPROVED.
3. Application for Second Hand Motor Vehicles – Used Car Dealer, Class II, for EZ Cars LLC, Juliana DaSilva
Dalmaso, LLC Manager, for premises at 859 Gorham Street, an open lot approximately 5700 square
feet with office space.
Juliana and Luis Dalmaso were present. At Commissioner Descoteaux’s request, they described their
proposed Class 2 dealership and explained that it would be their second dealership in Lowell. They
described the differences between the two locations and how they plan on coordinating their stock.

Commissioner Donahue asked about the number of cars the new lot could hold, to which Luis Dalmaso
replied 22 for sale and 2 spots for customers. Commissioner Howe asked the Dalmasos to describe their
work history. Mr. Dalmaso described the couple’s fifteen years of experience in Lowell: their initial
positions in sales for other Dealerships in 2010, their eventual joint purchase of their own dealership in
2016, their move to a larger location a couple of years later, and their current proposal. He also described
the limits of the current licensed location “Dalmaso Motors,” 50 Perry Street – with room for only 13 cars,
and the necessity for more lot space.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 5 yeas, APPROVED.
4. Application by Community Teamwork Inc., Carl Howell, Chief Program Officer, and Sean Mahoney‐Pierce,
Lodging House Manager, for a "Lodging House License" for premises at 275‐277 Summer Street.
Commissioner Howe recused herself. Attorney William Martin, Carl Howell, and Sean Mahoney‐Pierce were
present. Attorney Martin introduced the team, reviewed the application, and reviewed CTI’s general goals
for the lodging house, mainly to serve as supportive housing for the homeless. Commissioner Donahue
asked about the planned renovations of the building, which Mr. Howell reviewed. Commissioner Krieger
asked about collaborations with other local organizations, and Commissioner Chhan asked about funding
sources for the project, as well as the tenant selection process. Mr. Howell explained how this program
would be run similarly to CTI’s other (#3600) voucher programs across the state, and that DHCD was
involved in the tenant selection process and is an important funding source.
Move approval by Commissioner Krieger; seconded by Commissioner Chhan. 4 yeas, 1 abstention
(Howe). APPROVED.
5. Application by Bless Energy Fam Corp., [d/b/a] Platinos Bar & Grill, Jhonny Palacios, President, for a
“Common Victualler” license for premises at 1717 Middlesex Street,
Units 6 & 7.
Mr. Palacios joined the meeting on Zoom. Commissioner Descoteaux asked Mr. Palacios to review his plans
for the premises, and he described his plans for a restaurant that is a fusion of American and Latino culture,
with live music and other forms of entertainment. He also noted that he would eventually be applying for
an Alcoholic Beverages On‐Premises license.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 5 yeas, APPROVED.
ADJOURNMENT:
Commissioner Chhan made a motion to adjourn at 18:30; seconded by Commissioner Donahue. 5 yeas,
APPROVED.
