Lowell License Commission | Meeting Minutes for February 24, 2022 This meeting was (relocated) held in the Mayor’s Reception Room, second floor, City Hall, 375 Merrimack St. on Thursday, February 24, 2022, at 6:00 PM and remotely by Zoom Meeting ID: _879 8377 8212 Passcode: _055007. Video of this meeting is available: (2/24) https://youtu.be/CzPkx7DX2Yo ROLL CALL: On a roll call at 18:04, members present were, namely: Chairman Descoteaux, Commissioner Howe, Commissioner Donahue, Commissioner Krieger, and Commissioner Chhan. MINUTES: 0. Acceptance of meeting minutes for February 10, 2021. Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission Meeting of Thursday, February 10, 2022; seconded by Commissioner Donahue. 5 yeas, APPROVED. 1. Application by Salsa in Lowell, François Chevalier, Owner, for a "Special Events Permit for Amplified Outdoor Public Entertainment," for ‘Salsa in Lowell on the Deck,’ to be held on every other Sunday from March 20th to October 16th, 2022 at the DCR park located at 262 Merrimack Street. At Commission Chair Descoteaux’s request, Mr. Chevalier described his proposed “Salsa on the Deck” summer series of events. He noted that he held this same event last year, for fewer weeks and slightly different hours. Commissioner Krieger asked about the fee to DCR, the Department of Conservation and Recreation, and Mr. Chevalier confirmed that the only fee he had to pay in order to hold his event was to DCR. Commissioners Donahue and Krieger both commented that the application and information provided were excellently presented and thorough. Move approval by Commissioner Krieger; seconded by Commissioner Donahue. 5 yeas, APPROVED. 2. Application by Brush Art Gallery & Studios, James Dyment, Executive Director, for six "Special One Day Licenses to sell/dispense Gallery Wines only," for the following events at 256 Market Street: a. March 12, 2022 2‐4 PM: Boston Print Collaborative Reception. b. May 14, 2022 2‐4 PM: Deirdre Grunwald Retrospective Reception. c. June 11, 2022 2‐4 PM: Jack Kerouac: Satori in Paris Reception. d. August 13, 2022 2‐4 PM: Annual Art Quilt Reception. e. September 29, 2022 5‐7 PM: Annual Studio Artist Reception. f. December 10, 2022 2‐4 PM: Annual Member Exhibit Reception. The Commissioners recognized Mr. Dyment’s history of successful and safe events, and had no questions. Move approval by Commissioner Howe; seconded by Commissioner Chhan. 5 yeas, APPROVED. Application by Ayer Lofts Gallery, Thomas Fiorelli, Executive Director, for two "Special One Day Licenses to sell/dispense Gallery Wines only," for the following events at 172 Middle Street: a. March 5, 2022 3‐54 PM: Kerouac at 100 Gallery Reception. b. May 7, 2022 3‐5 PM: Peter Wise Retrospective Reception. At Commissioner Descoteaux’s request, Mr. Fiorelli introduced himself and discussed his two events. He has applied for and received “One Day Licenses to Serve Gallery Wine” periodically in the past. Mr. Fiorelli stated that he had an experienced bartender who would be working the evening. Move approval by Commissioner Chhan; seconded by Commissioner Howe. 5 yeas, APPROVED. 4. Commissioner Donahue was recognized by Chairperson Descoteaux to present some thoughts. Commissioner Donahue requested that, at the next meeting, the Commissioners should review the regulations and policies pertaining to “Promoter Licenses” and “Pub Crawl Licenses.” Commissioner Descoteaux recommended that the Secretary add one or both topics to the next meeting depending on how busy the next agenda is. Commissioner Donahue made a motion to discuss Promoter Licenses and /or Pub Crawl Licenses at the next meeting, seconded by Commissioner Descoteaux. 5 yeas, APPROVED. ADJOURNMENT: Commissioner Krieger made a motion to adjourn at 18:12; seconded by Commissioner Donahue. 5 yeas, APPROVED.
