ROLL CALL:
On a roll call at 18:00, members present were, namely: Commission Chair Descoteaux, Commissioner
Krieger, Commissioner Howe, Commissioner Chhan, and Commissioner Donahue.
MINUTES:
0 Acceptance of the meeting minutes for October 20, 2022.
Commissioner Krieger made a motion to approve and place minutes on file from the Lowell License
Commission Meeting of Thursday, October 20, 2022; seconded by Commissioner Howe. 4 yeas, 1 present
(C. Donahue), APPROVED.
1 Ratification of an application by Jeff Beauvil for a "Special One Day License to sell/dispense Malt
Beverages & Wines" for a Halloween Party on Monday October 31st, 2022 from 9 PM to 1 AM at
181 Central Street.
Motion made by Commissioner Chhan to ratify the past event; seconded by Commissioner Donahue. 5
yeas, APPROVED.
2 Application by Lihuo Taing, owner of Top Donut, for transfer of a "Common Victualler" license for
premises at 603 Bridge Street.
Lihuo Taing explained that she recently purchase the business and was in the process of getting
everything in order.
Move approval by Commissioner Krieger; seconded by Commissioner Chhan. 5 yeas, APPROVED.
3 Application by Alaina Bracket, owner of Purple Carrot Bread Co., for a "Special One Day License to
sell/dispense Malt Beverages & Wines" for an Italian Dinner Night on Thursday November 10, 2022
from 6 to 10 PM at Purple Carrot, 107 Merrimack Street.
Ms. Brackett spoke about her event, a fundraiser for a new oven. She expected to have 2 seatings
for a 3‐course meal with beer and wine; 20‐30 people per seating and a TIPs Certified bartender
from Mill No. 5.
Move approval by Commissioner Howe; seconded by Commissioner Donahue. 5 yeas, APPROVED.

4 Application by Valessa Marques for a "Special One Day License to sell/dispense Malt Beverages &
Wines" for a Holiday Party on Saturday November 19, 2022 from 6PM to 1AM at iHappy Event, 81
Bridge Street.
Ms. Marques was present. Captain Peaslee confirmed that I Happy Event has not had any alcohol or
business related issues involving LPD.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 5 yeas, APPROVED.
5 Public hearing to amend an application for an "All Alcoholic Beverages" restaurant license for Sneem
LLC [d/b/a] Gormley's Cafe, 343 Market Street. Filed amendments include revised corporate
structure and corrections to the original application.
Joann Gumby, proposed license manager and owner, explained that she wanted to revise her
corporate structure to simplify her overall application process with the ABCC.
At the hearing, no one spoke in favor or opposition to the application for a new license.
Move approval by Commissioner Chhan; seconded by Commissioner Krieger. 5 yeas, APPROVED.
6 Request for a hearing for an application by New Pailin Market, LLC, Monica Am, proposed license
manager, for a "Wines and Malt Beverages" package store license for premises at 6 Branch Street. It
is requested that legal notice be published in the local newspaper, and public hearing be held on
November 17, 2022 at 6 PM.
Motion made by Commissioner Donahue to hold a public hearing at the November 17, 2022
meeting of the Lowell License Commission, seconded by Commissioner Chhan. 5 yeas, APPROVED.
7 Request for a hearing for an application by Relaxe Salem LLC [d/b/a] Axe Shack, Kelly Rota, proposed
license manager, for an "All Alcoholic Beverages" restaurant license for premises at 121 Church
Street. It is requested that legal notice be published in the local newspaper, and public hearing be
held on November 17, 2022 at 6 PM.
Motion made by Commissioner Donahue to hold a public hearing at the November 17, 2022
meeting of the Lowell License Commission, seconded by Commissioner Chhan. 5 yeas, APPROVED.
ADJOURNMENT:
Commissioner Krieger made a motion to adjourn at 18:08, seconded by Commissioner Howe. 5 yeas,
APPROVED.
