Commissioner Howe made a motion to approve the minutes and place minutes on file for the Lowell License Commission Meeting of Thursday, December 15, 2022; seconded by Commissioner Donahue. 4 yeas, APPROVED. 1 Application by Reed Styers, owner of Centralville Foods LLC [d/b/a] Moe's Southwest Grill, for transfer of a "Common Victualler" license for premises at 1235 Bridge Street. Reed Styers of Williamsville New York reviewed his work history and explained that he bought two operating franchises of Moe's Southwest Grill. At Commissioner Krieger's request he described his operations. Move approval by Commissioner Chhan; seconded by Commissioner Howe. 4 yeas, APPROVED. 2 Application by Vinh Le for a "Special One Day License to sell/dispense Wines and Malt Beverages Only," for the First Annual Lunar New Year Festival, to be held on Sunday, January 22nd,2023 from 3 to 11 PM at L75 Merrimack Street. Vinh Le, owner of Loyal Lounge, 177 Merrimack St., in downtown Lowell, described his proposed temporary use of some additional space in the building he owns. At Commissioner Donahue's request, he gave a quick overview of the Lunar New Year event he is planning. He described his work with the City of Lowell and with other local businesses to create a safe and fun family environment. At Commissioner Kriege/s question, Mr. Le explained that the Lowell Police Department has been included in the plans and preparations, and at Commissioner Howe's QU€ry, he stated that he hoped there would be 200 attendees. The first is to be held on Sunday, January 22nd,2023 from Noon to 3:00 PM. The second is to be held on Saturday, February 18th, 2023 from Noon to 3:00PM. Both are for UML Basketball Game Day Gatherings at Costello Athletic Center, 275 Riverside st. Mr. Fitzgibbons reviewed his two events for the University's basketball gathering and explained that both events were closed door, in a lounge with a TlPs certified bartender and police in attendance. The events would each have about 50 attendees from the athletic department, and that the event would not be in the stadium. Move approval by Commissioner Howe; seconded by Commissioner Donahue. 4 yeas, APPROVED. 4 Application by Steve Syverson, for two "Special One Day License to sell/dispense Wines only." The first is forthe'Food and Drink'artist reception, to be held on Saturday, January 14th,202} The second is for the 'Hearts of Machines' artist reception, to be held on Saturday, March 18th, 2023. Both events are from 3 to 5 PM at the ALL Arts Gallery, 307 Market Street. Mr. Syverson confirmed for Commissioner Krieger that these receptions would be just like the gallery's other receptions: a TlPs certified bartender for a small number of art enthusiasts for a couple of hours. The first is for a Live Music Event on Saturday, January 27,2023 from 7 to 11:30 PM and the second is for a Live Music Event on Saturday, February L8,2023 from 5 to L1 PM. Both are at Mill No. 5, 250 Jackson Street. Joel Mongeon stated that Rock'N Roll would be the genre of music performed at these concerts. Commissioner Howe confirmed that Mr. Mongeon had held the license before. Captain Peaslee confirmed that there have been no police calls to the address for any of their events. Captain Peaslee noted that there has never been an issue or incident at any of the Brush Gallery events. At Commissioner Howe's query, Mr. Dyment stated he has been operating the Brush Art Gallery & Studios for about 8 years. He also noted that Lowell Police would be present at the event to keep the place safe. Moe's started in 2000 based out of Atlanta, and why I started with Moe's back in 2016 and acquired franchises. So the previous franchise had owned this for a while they actually franchise a bunch of Dunkin Donuts, offer to sell it to me and my group. And here we are today. Commissioner Krieger Any questions? Vinh Le Oh, I'm sorry. We're gonna do like our first hosting our first annual festival Lunar New Year. And usually is always like, you know, we always do like a private event somewhere in like, you know, like a hall or something. But this year with the City's permission, I was able to do it in downtown. And then hopefully that, you know, the mayor willjoin us and go into ditferent businesses to businesses, to wish them well have a good new year, you know, the rest of the way and hopefully we can continue doing it every year after that. But then the hall that l'm trying to use it is asked like a place where the kids can go in and join the traditional games, you know, like bingos, and playing those old traditional games with prizes for the kids to enjoy. So I just want to have the liquor license just to you know, just to have it there so that you know, some people you might want to have like a toast, drink beer or something like that, but I'm not expecting too many of it drinking. So I'm going to have a bartender, be TlPs certified, she's going to be there to serve the beers. And I want to have two security one in front one and back. And one security in front. He's going to check for the lD to make sure that everyone is over 21 and put a wristband on them.
