Mr. Lally confirmed that this year's Winterfest will be like allthe previous Winterfests. The Commissioners asked several questions to see if Ms. Acha was prepared for the responsibility of holding the permit. The Commissioners found Ms. Acha under-prepared, but recognized that her event planner, Amanda Etinge, who is TlPs certified and would be managing the alcohol with her two TlPs certified bartenders - was always prepared, and that Ms. Etinge has managed several events with large crowds. Commissioner Descoteaux requested that Captain Peaslee consider a LPD check on the event when it is in progress. Captain Peaslee confirmed that the Lowell Police Department had not had any issues or calls to the address. Mr. Clayton spoke about his event in celebration of Black History Month. He explained that the event starts at City Hall with a flag-raising, and ends with his celebration, which would have a maximum of 160 attendees, and two TlPs certified bartenders. Commissioner Descoteaux confirmed that the paperwork was in order. Move approval by Commissioner Howe; seconded by Commissioner Donahue. 4 yeas, APPROVED. 12 Public hearing for an application by Linna LLC [d/b/a] Hong Kong Restaurant, Linna Chhuon, proposed license manager, for transfer of an "All Alcoholic Beverages" restaurant license for premises at 308 Westford Street. Attorney Catherine Flood represented Linna LLC during the hearing. Attorney Flood explained that the license was being transferred within the family - from brother to sister - and that the sister had been working for the business for a long time. She confirmed that nothing else about the business would change (other than the changes specifically noted in the transfer application). At the hearing, no one spoke in favor or against the application for transfer of license. Valessa Marques and Nadia Lima spoke for their business and explained that they needed to make some corrections and changes to the business in order for the ABCC to approve it. At the ABCC's insistence, they changed roles in the entity, and made sure names matched throughout the application and supporting documents. And Secretary Pyers just told me that and Amanda is, alright, so please come prepared if you're going to come in front of this board asking for a license with 300 people, because if you don't have anything that's TlPs certified, I would ask Mr. Captain Peaslee to have a police detail there.
