Mercier), APPROVED. 1 Application by the City Manager's Office, for a "special Events Permit for Amplified Outdoor Public Entertainment," for live music and buskers, to be held on Thursday & Friday afternoons and evenings between August 24th and November 3rd,2023, between 3 and 10 PM at five locations in Lowell:JFK Plaza, Derby Park, Enterprise Bank Fountains, the intersection of Middle & Palmer, and the intersection of Merrimack and Dutton. Melissa Desroches, Executive Assistant to the City Manager, appeared before the Commission. Ms. Desroches spoke about the City Manager's vision of a series of entertainments to be provided to enliven the downtown area of the City. Move approval by Commissioner Krieger; seconded by Commissioner Taing. 4 yeas, 1 absent (C. Mercier), APPROVED. 2 Application by Amanda Etinge, for four "Special One Day Licenses to sell/dispense Wines and Malt Beverages only" at the Hellenic Center, 41 Broadway Street from 6 PM to 1:30 AM for the following: . Etinge provided a correction to the agenda for her August 26th event, which is a Saturday. Captain Peaslee confirmed that Lowell Police Department has never had an issue at any of Ms. Etinge's events. Mercier), APPROVED. 6 Application by Manny Silva, Portuguese American Civic League,for a "special One Day License to sell/dispense Malt Beverages & Wines" and for a "Special Events Permit for Amplified Outdoor public Entertainment," for the Portuguese American Road Runners' Benefit for Cerebral palsy & Epilepsy, to be held on Saturday, September9,2023, between 2 and 10 PM at 5L2 Centralstreet. Mr. Silva spoke about the fundraising event and the entertainment that would be provided. Commissioner Howe inquired about the crowd size and staff that would be on hand. Mr. Silva said he anticipated a couple of hundred attendees and that all of the Clubs bartenders are TlpS certified. Commissioner Descoteaux then asked Ms. Pagan if she had Liquor Liability lnsurance for the event, which is required for any event on City property. Ms. Pagan was unable to provide the insurance. Commissioner Krieger proposed that the application be approved on the condition that Ms, Pagan provides the required insurance. Move approvalon condition that required insurance is provided to the License Commission by 5PM, Friday, August 25,2023, by Commissioner Krieger; seconded by Commissioner Howe. 4 yeas, 1 absent (C. Mercier), APPROVED. 8 Public hearing for an application by Still Thirsty LLC [d/b/a] Thirsty First Tavern, Bernadette Goose, proposed license manager, for an "All Alcoholic Beverages" restaurant license and Common Victualler license for premises at 103 Market Street. Bernadette Goose and Christine Widtfeldt appeared before the Commission. Ms. Goose reviewed Thirsty First's previous iteration and the new opportunity that this new location presents for them Mr. Descoteaux reviewed some additional requirements that they needed to complete their application package, At the hearing, no one spoke in favor or against the application. Move approval by Commissioner Krieger; seconded by Commissioner Howe.4 yeas, l absent (C. Mercier), APPROVED. 9 Public hearing for an application by SLS Caf6 LLC ldlb/al Dragonfly Cafe, Sherri Sarrouf, proposed license manager, for an "All Alcoholic Beverages" restaurant license and Common Victualler license for premises at 165 Thorndike Street. Sherri Sarrouf and her son, Stephen Sarrouf, appeared before the Commission. Ms. Sarrouf confirmed for the Commission that she was the proposed liquor license manager and Stephen is the restaurant general manager. Commission Chair Descoteaux reviewed parts of the application and asked about the premises, patio, and employee training. Ms. Sarrouf confirmed that both Sarroufs would be TIPS Certified before alcohol service began. Commissioner Howe inquired after the food and drinks menu, and asked for examples of "healthy drinks.,, At the hearing, no one spoke in favor or against the application. Mercier), APPROVED. 10 Public hearing for an application by Lemon Tree Food Shops lnc., Mina Guirguis, proposed license manager, for a "Wine and Malt Beverages Package Store" license for premise s at 220 Appleton Street. Attorney Louis Cassis spoke for the applicants, Michael Garas and Mina Guirguis, who were both present at the hearing. Commission Chair Descoteaux recommended that, if approved, the package store should pursue an electronic license verification system. Commissioner Descoteaux also confirmed that they had not provided financial documents in their application. Secretary Pyers confirmed they had provided their affidavit and notification receipts. Commissioner Krieger asked the owners about the impact of the homeless on the business, given its location. Mr. Guirguis, the proposed license manager and current store manager, stated that they really haven't had a problem -they just keep a close eye on the business.
