Lowell License Commission | Meeting Minutes for 2025.01.16
This meeting was held in City Council Chambers, second floor, City Hall, 375 Merrimack St. on
Thursday, January 16, 2025, at 6:00 PM, and by Zoom invitation.

ROLL CALL:
On a roll call at 18:00, members present were, namely: Commission Chair Howe, Commissioner Krieger,
Commissioner Donahue, Commissioner Mercier, and Commissioner Taing.
MINUTES:
0 Acceptance of the meeting minutes for January 2, 2025.
Commissioner Krieger made a motion to approve the minutes for the meeting of Thursday,
November 21, 2024; seconded by Commissioner Taing. 4 yeas, 1 present (C. Donahue), APPROVED.
1 Application by Steve Syverson, for a "Special One Day License to sell/dispense Wines only," for the
"Color, Color, Color" Reception at Arts League of Lowell, 307 Market Street, on Saturday, January 18,
2025, 3-5 PM.
Mr. Syverson spoke about his upcoming art show and the seventy artists represented in it.
Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 5 yeas, APPROVED.
2 Application by Munah Slopadoe, LLC Member of Infuse Afro Fusion LLC, for a Common Victualler
License for 11 Kearney Square.
Chef Munah Slopadoe and Josh Cambridge, co-owners of Infuse Afro Fusion LLC, spoke to the
Commission in Council Chambers. Chef Munah spoke about the planned menu.
Move approval by Commissioner Krieger; seconded by Commissioner Mercier. 5 yeas, APPROVED.
3 Public hearing regarding an application by Relaxe Salem LLC [d/b/a] Axe Shack, Kelly Rota, License
Manager, for a change location of the "All Alcoholic Beverages" Restaurant Licensee to 450
Chelmsford Street.
Application temporarily withdrawn by the applicant.
4 Public hearing for an application by Asados Dona Flor Inc., Marina Martinez, proposed license
manager, for a new "All Alcoholic Beverages" Restaurant license for premises at 197 High Street.
Marina Martinez appeared before the Commission and discussed her restaurant history, experience,
training, and TIPS Certification.
At the hearing, no one spoke in favor or in opposition to the application.
Move approval by Commissioner Krieger; seconded by Commissioner Taing. 5 yeas, APPROVED.

5 Request for a public hearing regarding an application by Kajal Corp [d/b/a] Highland Liquors, Mina
Patel, License Manager, for a change location of the "All Alcoholic Beverages" Package Store Licensee
to 509 Market Street. It is requested that legal notice be published in the local newspaper, and the
public hearing be held on February 13, 2025, at 6 PM.
Motion made by Commissioner Donahue to hold public hearings at the January 2, 2025, meeting of
the Lowell License Commission, seconded by Commissioner Mercier. 5 yeas, APPROVED.
ADJOURNMENT:
Commissioner Krieger made a motion to adjourn at 18:05, seconded by Commissioner Donahue. 5 yeas,
APPROVED.
