Lowell License Commission | Meeting Minutes for 2025.03.06 This meeting was held in City Council Chambers, second floor, City Hall, 375 Merrimack St. on Thursday, March 6, 2025, at 6:00 PM, and by Zoom invitation. Commissioner Taing was absent. MINUTES: 0 Acceptance of the meeting minutes for February 13, 2025. Commissioner Krieger made a motion to approve the minutes for the meeting of Thursday, February 13, 2025; seconded by Commissioner Donahue. 1 absent (C. Taing), 4 yeas, APPROVED. 1 Applications for public amusement licenses for carnival by John Flynn of Fiesta Shows, at Cross Point, 900 Chelmsford St., Thursday, March 27, through Sunday, April 14, 2025. Hours for all dates are 1:00 PM to 11:00 PM. Mr. Flynn spoke about the venue relocation from Regatta Field to Cross Point, and the possible locations for future carnivals in Lowell. He reviewed the series of inspections and services that would keep the carnival safe and spoke a little to the history of Fiesta Shows Carnival in Lowell. Move approval by Commissioner Krieger; seconded by Commissioner Mercier. 1 absent (C. Taing), 4 yeas, APPROVED. 2 Application by Clemente Park Committee, Jhonnatha Cheam, Committee Chair, for a "Special Events Permit for Amplified Outdoor Public Entertainment," for the ‘15th Annual Khmer New Year's Celebration,’ to be held on Saturday, April 19, 2025, from 11:00 AM to 6:00 PM at Pailin Sports Complex at Clemente Park, 803 Middlesex Street. Rain date 4/20. Mr. Cheam appeared before the Commission in Council Chambers. Move approval by Commissioner Mercier; seconded by Commissioner Donahue. 1 absent (C. Taing), 4 yeas, APPROVED. 3 Application for a Charity Wine Pouring License & Charity Wine Auction by Heather Kring for the American Lebanese Syrian Associated Charities, Inc. (ALSAC) of Memphis, TN, for the event “Fitness for a Cure benefiting St. Jude Children’s Research Hospital” to be held at Lowell Memorial Auditorium, 50 East Merrimack St., Saturday, March 22, 2025. City of Lowell License Commission | 375 Merrimack St. Lowell, MA 01852 Page 1 of 3 Lowell License Commission | Meeting Minutes for 2025.03.06 Ms. Kring joined the meeting via Zoom. Commissioner Howe noted that ALSAC has been holding this annual fundraiser for St. Jude’s Children’s Hospital for a number of years, and thanked the organizers, Sherri Sarrouf and ALSAC for that service. Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 1 absent (C. Taing), 4 yeas, APPROVED. 4 Application by Carl Maib for 3 "Special One Day Licenses to sell/dispense Malt Beverages & Wines" and for 3 "Amplified Outdoor Public Entertainment" permits for the 2025 Grecian Festival. Event to be held Friday, May 30th through Sunday, June 1st, 2025, at the Transfiguration Greek Orthodox Church, 25 Fr. Sarantos Way. Mr. Maib, the chairman of the event’s organizing committee, participated in the meeting by Zoom. Move approval by Commissioner Krieger; seconded by Commissioner Donahue. 1 absent (C. Taing), 4 yeas, APPROVED. 5 Application by Ashleigh Mutty, manager of Free Spirits Events Company, for a "Special One Day License to sell/dispense Wines and Malt Beverages only," for the Lowell Community Charter Public School 'Learners to Leaders.’ Event to be held on Thursday April 17, 2025, from 5:30 to 8 PM at Mill No. 5, 250 Jackson Street. Ms. Mutty joined the meeting on Zoom. Commissioner Howe confirmed that Ms. Mutty has held this license before (annually for the last 3 years). Commissioner Krieger confirmed with Ms. Mutty that she would not be offering spirits for free. Move approval by Commissioner Krieger; seconded by Commissioner Mercier. 1 absent (C. Taing), 4 yeas, APPROVED. 6 Applications by Steve Syverson, for two "Special One Day Licenses to sell/dispense Wines only," for the following events at Arts League of Lowell, 307 Market Street: • Saturday, March 15, 2025, 3-5 PM: "Panorama" Reception. • Saturday, April 12, 2025, 3-5 PM: "Seeing Mother Earth" Reception. Mr. Syverson appeared before the Commission in Chambers. Commissioner Howe recognized that Mr. Syverson and ALL have been before the Commission countless times over the years. Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 1 absent (C. Taing), 4 yeas, APPROVED. 7 Application by Robert Dorris for Aramark at Tsongas Center, for a "Special One Day License to sell/dispense Malt Beverages and Wines only," for a retirement Party at Allen House, 2 Solomont Way, on Tuesday, March 11, 2025, from 4 to 5 PM. City of Lowell License Commission | 375 Merrimack St. Lowell, MA 01852 Page 2 of 3 Lowell License Commission | Meeting Minutes for 2025.03.06 Mr. Dorris explained to the Commission that he anticipated 40 persons and would have 2 TIPS Certified employees at this event. Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 1 absent (C. Taing), 4 yeas, APPROVED. 8 Public hearing for an application by Pho & Grill LLC [d/b/a] Pho & Grill, Tiffany Truong, proposed license manager for a new "All Alcoholic Beverages" restaurant license for 475 Chelmsford Street. Ms. Truong appeared before the Commission. She reviewed her experience in food service and with alcohol, and explained that her partner is TIPS Certified, and that she would be too. At the hearing, no one spoke in favor or in opposition to the application. Move approval by Commissioner Mercier; seconded by Commissioner Kreiger. 4 yeas, 1 absent (C. Taing), APPROVED. 9 Request for a public hearing for an application by L&G 2004 Inc. [d/b/a] Mandarin Asian Bistro, Shiliang Lin, proposed license manager for transfer of an "All Alcoholic Beverages" restaurant license for 24 Market Street. It is requested that legal notice be published in the local newspaper, and the public hearing be held on March 27, 2025, at 6 PM. Motion to schedule the public hearing for the next meeting of the Lowell License Commission by Commissioner Donahue; seconded by Commissioner Mercier. 4 yeas, 1 absent (C. Taing), APPROVED. ADJOURNMENT: Commissioner Krieger made a motion to adjourn at 18:12, seconded by Commissioner Donahue. 4 yeas, APPROVED.
