Chairman Linnehan called the meeting to order at 6:31pm. I. Minutes for Approval September 3, 2020 September 10, 2020 R. Malavich motioned and C. Cheng seconded the motion to approve the September 3, 2020 minutes. The motion passed unanimously, (4-0). C. Cheng motioned and R. Malavich seconded the motion to approve the September 10, 2020 minutes. The motion passed unanimously, (4-0). II. Continued Business Site Plan Review & Special Permit: 671-683 Rogers Street 01852 Pure Lowell, Inc. is seeking Site Plan Review and Special Permit approval to open a recreational marijuana dispensary at 671-683 Rogers Street. The property is in the Regional Retail (RR) zoning district and the use requires Site Plan Review approval under Section 11.4.2(8), Special Permit approval under Section 12.4.o, and any other relief required of the Lowell Zoning Ordinance. The applicant has requested a continuance to the October 5, 2020 Planning Board meeting. On Behalf: None Speaking in Favor: None  Speaking in Opposition: None Discussion: None Motion: R. Malavich motioned and R. Pandres seconded the motion to continue the petition to the October 5, 2020 meeting. The motion passed (3-0) with C. Cheng recusing himself from the vote. Site Plan Review and Special Permit: 1201 Westford Street 01851 Full Harvest Moons (FHM), Inc. is seeking Site Plan Review and Special Permit approval to open a recreational marijuana dispensary at 1201 Westford Street, Ste. G1-A. The property is in the Office Park (OP) zoning district and the use requires Site Plan Review approval under Section 11.4.2(8), Special Permit approval under Section 12.4.o, and any other relief required of the Lowell Zoning Ordinance.
