Vice-Chairman Frechette called the meeting to order at 6:32pm. I. Minutes for Approval November 1, 2021 R. Lockhart motioned and S. Gallivan seconded the motion to approve the minutes. The motion passed (4-0-1), with G. Frechette abstaining. II. Other Business Minor Modification: 1857 Middlesex Street 01851 The applicant is seeking a minor modification to the traffic analysis portion of their Planning Board approval. On behalf: Raipher Pellegrino, the attorney representing the Collegiate Charter School of Lowell, and Jeffrey Dirk (Vanasse and Associates), the Traffic Analyst for the project, spoke on behalf of this request. They both emphasized that any traffic studies conducted this year would not be an accurate depiction of current traffic patterns. Discussion: Board members agreed with this analysis from Atty. Pellegrino and J. Dirk. S. Gallivan asked for clarification on when the annual traffic monitoring on this project will continue through. R. Pellegrino responded that they will conduct analysis through 2024. Motion: R. Lockhart motioned to classify this proposal as a minor modification, seconded by S. Gallivan. The motion passed unanimously (5-0). G. Frechette motioned to pass the minor modification, seconded by R. Lockhart. The motion passed unanimously (5-0). III. Notices IV. Further Comments from Planning Board Members R. Lockhart spoke about the Historic Board’s discussion of 62 and 80 Gorham Street, which will come for a vote on December 14. S. Gallivan updated the Board on the application status of various Community Preservation Coalition applications. G. Frechette spoke about the retirement of NMCOG Director Beverly Woods. V. Adjournment R. Lockhart motioned and S. Gallivan seconded the motion to adjourn the meeting. The motion passed unanimously, (5-0).
