A quorum of the Board was present. Chairman Linnehan called the meeting to order at 6:30pm.
I. Minutes for Approval
January 3, 2022
G. Frechette motioned and C. Cheng seconded the motion to approve the minutes. The motion passed
unanimously, (5-0).

Site Plan Review: 663 Lawrence Street 01852
Standish Green Group, LLC has applied to the Lowell Planning Board for Site Plan Review approval to
operate an Adult Use Marijuana Cultivation and Product Manufacturing Facility at 663 Lawrence Street.
The subject property is located in the Light Industrial (LI) zoning district. The proposal requires Site Plan
Review approval pursuant Section 7.10 and Section 11.4 from the Lowell Planning Board, and any other
relief required under the Lowell Zoning Ordinance.

Discussion:
Jeff Thomas, 76 Bowden Street
J. Thomas said that he is a resident and chair of a neighborhood group. He would like the applicant to
meet with the neighborhood group at their meeting on February 7. T. Linnehan suggested that he ask
the applicant to request a continuance to the February 24 Planning Board meeting in order to meet at
their neighborhood meeting on February 7. The other Board members concurred with T. Linnehan.
Motion:
R. Lockhart motioned to continue the petition to the February 7 Planning Board meeting, seconded by.
G. Frechette. The motion passed unanimously, (5-0).

VI. Further Comments from Planning Board Members
R. Lockhart said the Historic Board has been very quiet and has their next meeting on February 14.
S. Gallivan provided an update on the Community Preservation Committee. The Committee met on
January 13 and reviewed proposals for CPA funding. Out of 13 projects, 11 were recommended by the
Committee to receive some level of funding. These are just recommendations and the City Council votes
to authorize issuance of the funding. The Committee recommended to bond two projects, including
Rollie’s Farm. The Committee had approximately $2.6 million of funding to allocate. The stained glass
window project at City Hall was also bonded.
G. Frechette provided an updated from NMCOG. The organization had selected a new Executive
Director, but unfortunately they resigned.
VII. Adjournment
R. Lockhart motioned to adjourn the meeting, seconded by C. Cheng. The motion passed unanimously,
(5-0). The time was 6:48PM.
