Golden, Jr. City Manager School Building Committee Meeting Meeting Minutes Date: June 2, 2022 Time: 6:00 PM Location: City Council Chambers School Building Committee Members Present: Tom Golden, Jr. (City Manager, School Building Committee Chair), State Senator Ed Kennedy, Conor Baldwin (CFO), Mike Vaughn (MCPPO), Mark Byrne (DPW), Jay Mason (Community Member – Architect), Maryann Manzi (LPD) City Staff Present: None Perkins Eastman Consultants Present: Joe Drown, Robin Greenberg Skanska Consultants Present: Maryann Williams, Jim Dowd Suffolk Construction Consultants Present: Rex Radloff, Pat DeBennedetto Meeting called to order at 6:00 PM by T. Golden, Jr. Roll call showed 8 present. City Manager opened the meeting and welcomed those in attendance. The order of business was as follows: I. City - Accept Minutes of May 5, 2022 Meeting Editor’s note: Due to lack of a quorum, this item was deferred to the next meeting. II. Suffolk - Schedule: a. Phase 1 Construction Update Mary Ann – Discussed site walk thru that took place at 5pm (On June 2). Rex- Reviewed construction progress to date via photos in presentation, see attached. Focused on main gym (including wood and rubber flooring), kitchen and locker rooms and finishes throughout. Fixtures are now being installed in restrooms. Façade progress was reviewed and noted that focus is now on storefront and curtainwall. Rex- Reviewed Phase 1 remaining milestones broken down by June and July milestones, see attached. Rex discussed bleacher procurement/install issue with current delivery date at last week of August with install first week of September. Sen. Kennedy- Asked when the site tour is taking place. Mgr. Golden- Stated tour was at 5pm today. Jay Mason- Inquired if gym is solar ready. Joe- Yes, solar ready has been included from the start of design. b. Phase 2 – Update Rex - Reviewed Phase 2 logistics, see attached presentation. Provided detailed review of how start of Phase 2 will proceed this summer and made note of lots of interior demolition/abatement pre-work before building is taken down end of August. Reviewed temporary duct bank from new gym to 1980’s building that will provide temporary MEP service to the occupied portion of the 1980’s building during Phase 2. c. Timeline for All Phases Rex - Presented timeline of all phases with Phase 1 noted as on schedule and projected start and completion of Phase 2, 3 and 4. III. Suffolk - MBE/WBE and Workforce Progress a. Comparison to similar Projects Rex- Discussed MBE/WBE and Workforce progress to date including comparison to Somerville as previously requested, see attached presentation. Explanation was provided for MBE/WBE vs. workforce as they are often confused. Mgr. Golden- Asked if there were any Phase 2 questions which there were none. Perkins Eastman – Designer Update Joe- Provided Designer’s presentation and review the number of classrooms that will be offline in Phase 2. It was explained that the number of classrooms will be reduced by 21 for Phase 2 but the reduction is being accommodated by school operations by teachers not having their “own” classrooms which are unused part of the day. With more than 1 teacher using an individual classroom over the course of a day fewer classrooms are required. It was noted that with MSBA requirement of 80% efficiency for each classroom the school is moving to an operational model that will be required when the construction project is complete. The Library will be relocated to the gymnasium wrestling room and the TV Studio program will be utilizing LTC’s facilities. Sen. Kennedy- How is the high school partnering with LTC. Joe- Utilizing the LTC facilities and utilizing LTC programming. Sen. Kennedy- How is MSBA participating in monitoring progress. Joe- OPM meets with MSBA in monthly LSBA site walk meetings, currently virtual on Zoom. Robin- Reviewed the revised graphics design package for the gymnasium that was developed with a working group of administration, PE/Athletics Departments and students, see attached presentation. Jay Mason- What is the status of the Sustainability Subcommittee. Joe- Sustainability Subcommittee was established for design input, has completed its work and has been disbanded as have other subcommittees which were established for design input. IV. Skanska - Budget Update Jim- Reviewed Project Budget status to date, see attached presentation. Explained that Change Order’s will be funded from Owner Contingency that is part of the updated $381.9M budget, therefore when people see “Change Orders” that doesn’t mean the $381.9M is being exceeded. Noted that $72M has been billed to date and $38.8M has been paid by the MSBA. Noted that Final GMP was just presented to Skanska and Perkins Eastman and is currently under review. Mark Byrne- Asked how much Owner Contingency has been spent to date? Jim- Zero has been spent. Golden- Discussed Community Meeting to be held on July 14th in combination with next SBC. Jim - Reviewed plans for informing the school community of the changes that will take place this summer for the start of Phase 2 and how the school will be set up for next school year, see attached presentation. This phasing information will be communicated to the school community through various means, including posted signage, school website, email distributions, etc. b. Ph. 2 Logistics Communications to School Community Pat- Presented a detailed description of how the occupied part of the school will be set up and will function for Phase 2. See attached presentation. Major changes noted are the Main Entrance is now at North end of 1922 with new Security Desk as well as Main Office in 1922, new Gym open, Field House closed, South end of 1980’s (kitchen, library, Tv studio closed) and South tunnel closed. Pat explained actual trials that were run with school closing South bridge to see how students moved and made revisions to plan based on observations of trials. Mgr. Golden- Asked if there were any action items for the next meeting. There were none. Motion to adjourn by M. Byrne, 2nd by Senator Kennedy. Meeting adjourned at 6:45PM
