Golden, Jr. City Manager School Building Committee Meeting Meeting Minutes Date: November 9th, 2022 Time: 6:00 PM Location: Mayor’s Reception Room School Building Committee Members Present: Tom Golden, Jr. (City Manager, School Building Committee Chair), Michael Vaughn (Chief Procurement Officer), Richard Underwood (Operations and Maintenance Director), Conor Baldwin (CFO), Mark Byrne (DPW Commissioner), James Hall (COO), David Peaslee (Police Captain), William Samaras (Former Mayor of Lowell), Edward Kennedy (MA Senator), Rodney Elliot (State Representative), Maryann Manzi (LPD), Jay Mason (Community Member – Architect), Maria Sheehy City Staff Present: Shawn Machado (Assistant City Manager), Paul St. Cyr (DPW Commissioner), Austin Ball (Deputy CFO) Perkins Eastman Consultants Present: Robin Greenberg Skanska Consultants Present: Jim Dowd Suffolk Construction Consultants Present: Rex Radloff The order of business was as follows: I. Attendance/Roll Call Meeting called to order at 6:01 PM by T. Golden, Jr. Roll call showed 13 present. Manager Golden opened the meeting and welcomed those in attendance and asked the body to take a look at last month’s meeting minutes and accept the minutes. City of Lowell Motion to accept and place on file the minutes from October 19th, 2022 SBC meeting, by E. Kennedy and seconded by M. Vaughn. III. Suffolk/Skanska/PE Presentation: a. Phase 1 - Completion Update Rex – Since last update, Suffolk has completed the concrete pad, final paving and put in all plantings in the loading dock area. They’re currently working with Perkins Eastman to finish punch-list and the bleacher and temporary striping have been installed. b. Phase 2 – Construction Update Rex – Demolition has been completed, and the next step is site work and to finalize the building pad. Once completed these steps are completed, concrete will start followed by steel. The subcontractor is currently touching up the site so the foundation pouring process can begin. Showed pictures of construction equipment utilized in Phase 1. IV. Suffolk - MBE/WBE and Workforce Progress Rex – Values have gone up in the data but the percentages have remain the same. Minority workforce has gone up slightly from the last update. V. Perkins Eastman – Designer Update Robin - Informed the body and public as of now there is no update in this section. T. Golden – Any questions or comments? None at this time. VI. Skanska - Budget Update Jim- Reviewed project budget status to date. Currently have a $6M request in to MSBA for reimbursement. Also, have sent in PFA bid amendment to MSBA to update budget in line with GMP. T. Golden- Any questions on the budget update? None at this time. Skanska - Next Steps Jim – Building has come down, will finalize punch-list and concrete will be going in soon and steel will follow after the New Year. T. Golden – Mr. Hall / Mr. Underwood any issues on the school side? None at this time. Questions / Comments: M. Byrne – Do you anticipate any problems with any products due to the supply chain? Rex – No, we do not. W. Samaras – MBE / WBE have stayed the same, are we doing anything to try to enhance these numbers? Rex – Minority and Lowell workforce categories are on target, working with their DEI consultant to look to enhance the woman workforce. No significant changes will be seen until the Spring / Summer due to low level of construction. T. Golden – Any other questions? None at this time. If next month’s agenda is light would the body be open to a zoom? E. Kennedy – Yes, zoom would be fine but requested the meeting be after the 12th. Motion to adjourn by W. Samaras, 2nd by E. Kennedy.
