Golden, Jr. City Manager School Building Committee Meeting Meeting Minutes Date: December 14th, 2022 Time: 6:00 PM Location: Zoom / Virtual Particpation School Building Committee Members Present: Tom Golden, Jr. (City Manager, School Building Committee Chair), Michael Vaughn (Chief Procurement Officer), Richard Underwood (Operations and Maintenance Director), Michael Fiato (Head of School), Conor Baldwin (CFO), Mark Byrne (DPW Commissioner), William Samaras (Former Mayor of Lowell), Edward Kennedy (MA Senator), Rodney Elliot (State Representative), Maryann Manzi (LPD), Jay Mason (Community Member – Architect) City Staff Present: Shawn Machado (Assistant City Manager), Paul St. Cyr (DPW Commissioner), Austin Ball (Deputy CFO) Perkins Eastman Consultants Present: Joe Drown, Robin Greenberg Skanska Consultants Present: Jim Dowd Suffolk Construction Consultants Present: Rex Radloff The order of business was as follows: I. Attendance/Roll Call Meeting called to order at 6:05 PM by T. Golden, Jr. and asked to accept and place on file remote / zoom participation, roll call showed 11 present. Manager Golden opened the meeting and welcomed those in attendance and asked the body to take a look at last month’s meeting minutes and accept the minutes. City of Lowell Motion to accept and place on file the minutes from November 9th, 2022 SBC meeting, by W. Samaras and seconded by M. Byrne. III. Suffolk/Skanska/PE Presentation: a. Phase 1 - Completion Update Rex – Since last update, Suffolk has made progress with installing the butcher block benches, striping inside the gym and currently working on finishing the punch list. At the beginning there were 1600 punch list items created and 1434 have been completed. Most of the remaining punch list is on the outside of the building. b. Phase 2 – Construction Update Rex – Currently in the middle of construction with phase two. The rest of December will be completing ground improvements and with continuing the concrete foundation. In January, steel will begin to be installed and this will continue into the upcoming months. The concrete foundation will be completed in January. RAP installation ongoing at night to not disturb the students. RAP is about 80% completed at this point and are drilled into the ground about 10-24 feet. After RAP installed the next step is to go right into foundations. Visual shown on screen to indicate where all the RAP’s have been installed and will be installed. IV. Suffolk - MBE/WBE and Workforce Progress Rex – The total work hours and total workers have increased in all categories from the previous meeting, however percentages have remained the same. V. Perkins Eastman – Designer Update Robin / Joe - Informed the body and public as of now there is no update in this section. VI. Skanska - Budget Update Jim- The overall budget is $381,967,231. Currently going through change orders each month and have spent, to date $102M and the MSBA has reimbursed the city $68M. Also, there is currently a $6M request in to the MSBA for reimbursement. Kennedy – The striping has not been completed in the gym in time for the holiday basketball tournament, was this a mistake? Jim – No, due to the delay with the bleachers could not get all the lines painted. As a solution, we have had the courts professionally taped. E. Kennedy – Will the tape always be used? Jim – No, we are just waiting until the summer and are currently in communication with the Athletic Director regarding completing the line painting. J. Mason – Was at the City Council meeting and saw an image of the roof of the high school with the equipment on there, would like to know if there is going to be a professional study done to organize the equipment on the roof? Robin – At the gym all the equipment that is there is permanent. On the high roof the focus was keeping all the equipment to the east and as compact as possible to maximize the ability for solar. M. Fiato – Just want to thank the Skansa for being so responsive. T. Golden – Any other questions? None at this time. Motion to adjourn by W. Samaras, 2nd by E. Kennedy. Meeting adjourned at 6:26 PM
