Golden, Jr. City Manager School Building Committee Meeting Meeting Minutes Date: February 15th, 2023 Time: 6:00 PM Location: Zoom / Virtual Participation School Building Committee Members Present: Michael Vaughn (Chief Procurement Officer), Dr. Joel Boyd (Superintendent of Schools), Conor Baldwin (CFO), Mark Byrne, James Hall (COO), William Samaras (Former Mayor of Lowell), Edward Kennedy (MA Senator), Rodney Elliot (State Representative), City Staff Present: Dr. Jillian Rothschild (Associate Head of School), Shawn Machado (Assistant City Manager), Austin Ball (Deputy CFO) Perkins Eastman Consultants Present: Joe Drown Skanska Consultants Present: Jim Dowd Suffolk Construction Consultants Present: Pannha San Chung The order of business was as follows: I. Attendance/Roll Call Meeting called to order at 6:01 PM by S. Machado on behalf of Manager Golden and asked to accept and place on file remote / zoom participation, roll call showed 9 present. II. Suffolk/Skanska/PE Presentation: Phase 2 – Construction Update Pannaha – Continuing structural steel at building F (Freshman Academy), and will start structural steel at building D. Also in February, there will be first deck turnover at the new main entrance and will complete concrete foundations at building D. In March, will begin first concrete slab placement in north connector and in April will be substantially completed with steel and exterior framing and sheathing will begin. Showed photos of structural steel at Building F and North Connector. IV. Suffolk - MBE/WBE and Workforce Progress Pannaha – Maintained the number of female workforce from previous meeting. Minority workforce has increased and is exceeding goal. Currently at 10.7% of Lowell construction workforce. V. Perkins Eastman – Designer Update Joe - Informed the body and public as of now there is no update in this section. W. Samaras – Have there been any safety issues with the ongoing construction? Pannah – No, when there is a major delivery they will have a police detail and also have blackout delivery times so they don’t disrupt education. VI. Skanska - Budget Update Jim- The overall budget is $381,967,231. $20 million remaining in construction contingency which is a number being tracked and is in good shape. $664k has been spent in the construction management contingency and have not used any money in the owner’s contingency budget. Currently processing $1.1 million in change owners out of the construction contingency, which is currently being vetted by Skanska, Perkins Eastman. W. Samaras – This is great information, how do we make this more readily available to the public? Jim – These presentations are posted to the website after every meeting. W. Samaras – Can we go beyond posting this? Jim – We will work with the City Manager to make this more accessible. Golden, Jr. City Manager E. Kennedy – Am I correct in saying we have used about 10% of the contingency so far? Jim – We have used about 5% E. Kennedy – In terms of the whole construction project what percent completed would you say we are? Jim – About 34% complete E. Kennedy – What phase do you believe will use the most contingency? Jim – The most challenging part of construction will be the renovation of the 80 building, 22 building, and above the auditorium. VII. Skanska – Next Steps Jim- Keep an eye on the construction progress and steel completion in March into April. The MEP’s already progressing. Questions / Comments: R. Elliot – Are you running into any supply issues? Pannaha – No not at the moment R. Elliot – Do you anticipate running into any elevate costs due to the supply chain? Jim – No, it is on the subcontractor to provide it at the cost bid on. E. Kennedy – Is there any way we can move these off of Wednesdays so we don’t conflict with the School Committee meeting? C. Baldwin – Is there any committee member that would like to suggest a new date? E. Kennedy – Several member are on both committee’s we should revisit. S. Machado – Will make sure next meeting is not on same night of School Committee meeting. S. Machado – Any other questions? None at this time. Motion to adjourn by C. Baldwin, 2nd by W. Samaras.
