Golden, Jr. City Manager School Building Committee Meeting Meeting Minutes Date: April 26th, 2023 Time: 6:00 P.M Location: Zoom / Virtual Participation School Building Committee Members Present: Thomas Golden (School Building Committee Chair), Mike Vaughn (Chief Procurement Officer), Michael Fiato (Head of School), Conor Baldwin (Chief Financial Officer), David Peaslee (Captain LPD), Maryann Manzi (LPD), Maria Sheehy, Erica Harvey, Mark Byrne City Staff Present: Shawn Machado (Assistant City Manager), Paul St. Cyr (DPW Commissioner), Austin Ball (Deputy CFO) Perkins Eastman Consultants Present: Joe Drown, Robin Greenberg Skanska Consultants Present: Jim Dowd Suffolk Consultants Present: Pannha San Chung The order of business was as follows: I. Attendance / Roll Call: Meeting Called to order at 6:01 P.M by Manager Golden and asked to accept and place on file remote / zoom participation, roll call showed 9 present. City of Lowell: Manager Golden noted that there was no quorum and would defer this section to the end of meeting if a quorum was present. II. Suffolk: Phase 2 – Construction Update Pannah – Some project milestones from April include, beginning spray proofing work at Building F as well as started underslab utilities. Structural steel has started at Building D and they will be substantially complete with steel work at the South Bridge at the end of the month. In May, they will be substantially complete with all structural steel in Building D and F. At the end of May, they will begin exterior framing and sheathing, begin slab work at main entrance and begin roofing at Building F. In June, façade work with start as well as roofing on Building D. Showed the committee and public some progress pictures. III. MBE/WBE: Pannah - The numbers have not changed much from last month. Total construction minority workforce is at 24.7%, the female workforce is 3.8%, total Lowell workforce is 10.7%. These numbers should start to go up shortly as they bring in more trades over the coming months. IV. Perkins Eastman - Designer Update: Joe – No update this month. V. Skanska – Budget / Cash Flow Update Jim - The total budget for the LHS project is $381.9 million dollars and in construction contingency have $19.4 million remaining. MSBA has reimbursed the city $76.8 million to date. Last month’s invoices total $5.4 million. Spoke about cash flow and how Skanska works with the City’s Finance team to determine the cash needs of the city. VI. Motions Manager Golden noted that due to the lack of a quorum we would defer accepting last month’s minutes and motions from the SBC Committee to the May meeting. Questions / Comments: Manager Golden – Asked if anyone in the committee had any questions. None at this time. Motion to Adjourn by Conor Baldwin, 2nd by David Peaslee. Meeting adjourned at 6:13 P.M.
