Date: May 2nd, 2024

School Building Committee Members Present:
Thomas A. Golden, Jr. (City Manager / School Building Committee Chair), Michael Vaughn (
Chief Procurement Officer), Michael Fiato (Head of School), Conor Baldwin (Chief Financial
Officer), Mark Byrne (Former DPW Commissioner), James Hall (COO LPS), William Samaras
(Former Mayor of Lowell), Edward Kennedy (State Senator), Rodney Elliot (State
Representative), Maryann Manzi (Public Safety Research & Planning Director), Jay Mason
(Former Lowell Sustainability Council Member), Benjamin Opara, (Community Member), Erica

The order of business was as follows:
I. Attendance / Roll Call:
Meeting Called to order at 6:04 P.M by T. Golden and asked to accept and place on file remote /
zoom participation, roll call showed 14 present.
City of Lowell:
T. Golden asked the committee to review the minutes from the last meeting and to make a
motion to place on file. Minutes passed by roll call, motion by B. Opara and 2nd by C. Baldwin.
T. Golden introduced two new student members (Kendrick Del Obre and Jannaca Lang). Motion
by E. Kennedy to approve the two new members by affirmation, 2nd by C. Baldwin. Motion
passed unanimously by vote.
II. Suffolk:
Phase 2 – Construction Update
Pannha – In May new metal windows and roof will begin in Building C and also will start metal
copings on green roof and Building D. Mechanical startups in Building F in the next couple
weeks will commence as well as starting sitework on the foundation. Later in May, we will start
the punchlist as well as complete interior finishes. In June, finishes in Building D will conclude
as well as starting the punchlist in Buildings C and D. The major milestone in June will be
starting the steel at the quad canopy.
Pannha – Showed progress photos.
III. Suffolk – MBE Workforce Update:
Pannha – Currently exceeding the goal of the minority workforce, the goal is 15.3% and we are
currently at 24.2%. Project goal for female workforce is 6.9% and currently we are at 4.6%.
Lastly, the Lowell resident workforce is at 9.36%. Currently working with DEI consultant to
increase these numbers.
B. Opara – Thank you for taking us through these numbers and trying to increase them. The 4.6
percent for woman represents how many individuals?
Pannha – 112
R. Elliot – How are we trying to reach out to actively recruit new members?
Pannha – We actively recruit through the various construction unions.
IV. Perkins Eastman - Designer Update:
Robin – No update this month.
K. Obre – Do the summer construction plans include creating a “glass curtain wall” similar to
last year? Also, I saw a demo window and wanted to get a little more information regarding
them.
Robin – Yes, this will happen again this summer. In terms of the windows, we worked with the
historic commission to maximize the efficiency of the windows while allowing the maximum
level of features.
M. Fiato- You mention one of the bridges coming down as the other goes up, what is the
difference in bridges between the two and can you explain the features.
Robin – The main difference is upgrades related to helping the warm sun stay out by having
double pained windows as well as making it more of a bridge rather than a “tunnel”. It is also
heated, has lighting and has outlets.
M. Fiato – Will these bridges be bigger?
Robin – Yes
V. Skanska – Budget / Cash Flow Update
Kevin - The total budget for the LHS project is $381.9 million dollars and the MSBA has
reimbursed the city $128 million to date. The main thing we are currently tracking is the
contingency line items which has $16.9 million remaining. There have been 20 change orders to
date totaling $4.2 million. Last month’s billing to the city was $5.1 million and total invoiced to
date is $195.7 million.
C. Baldwin – Can you please provide the city with a cash flow projection as we get closer to the
end of the year.
Kevin - Yes
W. Samaras – Asked about contingency and if it is on track.
Kevin – We are doing great, more than 50% complete with project and have only spent approx..
$4 million out of the $21 million approved.
T. Golden – Any other questions? (None at this time).

Kevin – Move forward to summer work and transitioning from phase 2.
