The Lowell Public Schools is in need of expanding and improving physical education curriculum and instruction as well as awareness to childhood health and obesity. Being awarded this grant would assist the district in ensuring that all students have access to a well articulated physical education program from PreK-12. The cost for students, will not exceed $700, and will be paid by student fundraising [new: and contributions from the 1826 School Store]. A substitute teacher is needed for 3 days at a cost of $300 to be funded by the Perkins Grant. 24. 2013 / 163 Robinson School teacher Sarah Newcomb to attend the Adventures Basics Training from Wednesday, April 24th through Friday, April 26th, 2013 in Brattleboro, Vermont. The cost for the conference, travel and lodging will be self-paid. The cost of $300 for the substitute teacher will be paid by the Robinson School Individual School Funds. 25. 2013 / 166 Lowell High School teacher Miriam Morgenstern to participate in the Educational Enrichment Program in Berlin, Germany from Saturday, June 8th through Wednesday, June 22nd, 2013. Ms. Morgenstern will be responsible for air travel, room and board and all other expenses will be paid for by Checkpoint Charlie Foundation. No substitute teacher is needed and there is no cost to the School Department budget. 26. 2013 / 169 LHS International Club is requesting permission for 50 students and 5 LHS Staff [Mary Ann Dyson, Ann Bienvenue, William Donaghey and Philip Maia and Danielle Lessard] to travel to Quebec City, Canada from Friday, February 7th through Monday, February 10, 2014. No substitute teachers are needed and there is no cost to the School Department budget. The report informs the Committee that at the March 13, 2103 Joint Facilities/Finance Subcommittee meeting, the Massachusetts School Building Authority (MSBA) Statement of Interest (SOI) process was discussed as it pertains to the submission of the Lowell High School science classrooms/lab for upgrade and/or renovation. At the March 20, 2013 regular meeting of the Lowell School Committee, the members approved the Superintendent filing a SOI by the April 10, 2013 deadline for funding consideration. Further, at the March 26, 2013 regular meeting of the Lowell City Council, the Council approved the Superintendent filing a SOI by the April 10, 2013 deadline for funding consideration. Upon a vote of both elected bodies approving the minutes of each meeting referenced above, a SOI will be submitted to the MSBA for funding consideration to renovate science labs as well as to repair and/or replace the heating and ventilation system and roof at Lowell High School. Further, the school committee approved a transfer from the suspense account to fund the salaries of these two (2) temporary plumbers for the remainder of the FY13 fiscal year. I inadvertently referenced an incorrect salary schedule pertaining to the two (2) temporary plumbing positions in my previous correspondence. The weekly salary of $ 664.29 that the school committee approved should have been $ 876.09. While the job description does not change, I recommend the school committee re-authorize the posting of two (2) temporary plumbing positions at the April 17, 2013 regular meeting of the school committee to remedy this oversight as follows:  Approve the posting to hire two (2) temporary plumbers at a pro-rated annual salary of $ 45,557 ($ 876.09 weekly) for the duration of the capital project.  Approve the transfer of $ 2,483.82 from the Lowell School Committee Suspense Account to the new Plumbers Salary account. The transfer of $ 13,285.80 was approved at the April 3, 2013 meeting, however is short the amount specified due to the incorrect weekly salary previously referenced. This will provide salary through June 30, 2013 to compensate the two temporary plumbers. Job Title: Plumber Department: Lowell Public Schools Reports To: Director of Operations and Maintenance SUMMARY Assembles, installs, and repairs pipes, fittings, and water fountain fixtures and drainage systems by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Studies building plans and working drawings to determine work aids required and sequence of installations. Inspects structure to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of pipe. Locates and marks position of pipe and pipe connections and passage holes for pipes in walls and floors. Cuts openings in walls and floors to accommodate pipe and pipe fittings. Cuts and threads pipe. Bends pipe to required angle by use of pipe-bending machine or by placing pipe over block and bending it by hand. Assembles and installs valves, pipe fittings, and pipes composed of metals, such as iron, steel, brass, and lead, and nonmetals, such as glass, vitrified clay, and plastic. Joins pipes by use of screws, bolts, fittings, solder, plastic solvent, and caulks joints. Fills pipe system with water or air and reads pressure gauges to determine whether system is leaking. Installs and repairs plumbing fixtures such as water fountains. Repairs and maintains plumbing by replacing washers in leaky faucets, mending burst pipes, and opening clogged drains. Welds holding fixtures to steel structural members. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Murphy, Assistant Superintendent for Student Support Services Date: April 11, 2013 =============================================================== Program Overview The Alternative Diploma Program (ADP) is a partnership between the Lowell Public Schools and the United Teen Equality Center that provides an alternative pathway to a Lowell High School diploma for students at risk of dropping out. ADP utilizes hands on, project-based learning to engage students and provides a highly supportive learning community. The program offers trimesters during the school year as well as a summer session. Each trimester culminates with an awards ceremony to celebrate students who have successfully completed courses or earned enough credits to graduate. To be eligible for the program, students must be enrolled at Lowell High School and have earned a minimum of 35 high school credits. All referrals by Lowell High School housemasters and guidance counselors are processed through the Lowell High School Office of Student Services. Program Highlights Summer 2012  Student Success: 8 students completed 12 courses and 2 students completed the program to earn a diploma.  Collaboration with LHS: ADP Director worked closely with LHS Office of Student Services to create and execute a referral protocol for admitting new students.  Professional Development: ADP teaching staff attended the Responsive Education Alternative Lab (REAL), a week-long summer institute at Boston Day & Evening Academy that focuses on competency based education.  Curriculum Development: ADP hired two additional teachers who developed new course curricular for English, Math, and Science. Fall 2012  Student Success: 20 students completed 45 courses and 2 students completed the program to earn a diploma.  Trimester System Launched: ADP moved to a trimester calendar to provide greater structure and establish clear academic expectations for course completion.  MassGrad: Lisa Harney from the Department of Elementary and Secondary Education conducted a site visit to ADP, attending one of the weekly Talking Circles and interviewing students about their barriers to education.  Financial Aid Advising: a partnership was developed with uAspire (formerly known as ACCESS) to provide students with one-to-one financial aid counseling. Continued Progress and Plans  Winter 2013: 24 students completed 50 courses and 7 students completed the program to earn a diploma. One student is participating in the Dual Enrollment Program at Middlesex Community College to complete his final high school English class.  Spring 2013: Depending on the course needs of new students, at least 4 students are expected to complete the program by June.  Summer 2013: ADP will offer an intensive and engaging 4-week summer session for students who want to earn additional credit. Staff will continue developing curriculum for the upcoming year.  The total number of graduates earning a LHS diploma for the 2012-2013 is expected to be 15. Franco, Superintendent of Schools From: Jay Lang, Deputy Superintendent of Finance and Operations Date: April 12, 2013 Re: Food Service Management Contract – Authorize RFP Our 3-year contract with Aramark Educational Services, LLC, for the administration and management of the district’s food service program is set to expire on June 30, 2013. Federal and state regulations require the district to issue a Request for Proposals (RFP) to engage the services of a food service management company to continue the day-to-day management of our program under a management contract. As previously reported, the administration and management of the district’s food service program by a food service management company has been very successful and I recommend continuing such an arrangement. I request the school committee vote at the regular meeting of April 17, 2013 to authorize the issuance of an RFP for the administration and management of the Lowell Public Schools food service program beginning July 1, 2013 through June 30, 2016. In accordance with the Massachusetts Department of Elementary and Secondary Education guidelines, the RFP and resulting contract would be for a maximum three (3) year period, with annual review and contract extensions in year 2 and year 3.
