Continued Discussion – Hiring Report and Practices At previous meetings of the Personnel Subcommittee on May 2, 2013 and June 17, 2013, the topic of the district’s hiring practices were reviewed, in particular the composition and use of Personnel Selection Committee’s in the hiring process. At the Personnel Subcommittee Meeting on June 17, 2013, the following motion was approved and recommended by the subcommittee members to be acted upon by the full school committee: 1. Motion by Kim Scott, seconded by David Conway, to request the administration provide at the regular meeting of the school committee in July, 2013, a recommendation outlining the classification/category of each administrative positions in the district along with the composition of either a formal or informal selection committee that will be used in the screening and review process of candidates for job openings (Approved 3-0).. The materials attached were provided to the school committee members in attendance at the subcommittee meeting. Motion by David Conway, seconded by Kim Scott, to accept the report as a report of progress (Approved 3-0). 2.) Permission to Post: Coordinator of Leadership Support and Development Superintendent Franco provided and Deputy Superintendent Lang presented a proposed job description for a new position within the organization titled Coordinator of Leadership Support and Development. A copy of the proposed job description is attached (pages 16 - 18). The proposed position is a modification of the former Coordinator for Staff Development Programs (pages 19 – 21) position refined to address the district’s current need to develop programs designed to support the continued development of individuals currently in school based leadership positions, as well as to support building level evaluators in the new aspects of the teacher evaluation system including self-assessment, goal setting, plan development, collection of evidence and formative and summative assessments. The position will also support first year principals/assistant principals, assistant principals who aspire to be principals, and school and district leaders who aspire to be assistant principals. Funding for this proposed position in FY2014 would come from the Race to the Top Grant. The position of Coordinator of Race to the Top grant was vacated June 30, 2013 and allows for the reallocation of this funding to support the proposed position of Coordinator of Leadership Support and Development as the district moves to fully support the schools in the roll-out of the new teacher evaluation process during the 2013/14 school year. Subcommittee members requested additional time to review the materials and to continue discussion on the topic. Introduction of Policy BCC Nepotism Chairperson Scott provided the subcommittee members with a proposed policy that she developed pertaining to nepotism. A copy of the proposed policy is attached. Ms. Ross- Sitcawich suggested that Section 4 be amended to include an annual disclosure by school committee members of immediate or extended family members employed in the Lowell Public Schools. Motion by Kim Scott, seconded by David Conway, to recommend to the full school committee that the proposed policy be referred to the City of Lowell Law Department for review and recommendations (Approved 3-0). 2. Planning for review of policy manual going forward Chairperson Scott asked City Solicitor Christine O’Connor to discuss the status of the contract request with the Massachusetts Association of School Committees (MASC) to perform a review of the Lowell Public Schools policy manual. City Solicitor O’Connor discussed conversations she has had with MASC counsel pertaining to contract language. City Solicitor O’Connor also suggested that if terms could not be reached between the City of Lowell and the MASC to perform the service, a lawyer from the City of Lowell Law Department could be assigned to assist with the review. She brought forward a motion to the Committee as a whole to recommend the approval of the position of a Director of Alternative Education for the Career Academy. The motion was approved and the subcommittee minutes were then submitted to the Committee and were accepted as a report of progress. At that time a vote was not taken regarding the name for the proposed Career Academy. Franco, Superintendent FROM: M. Claire Abrams, Assistant Superintendent DATE: August 13, 2013 RE: 2013 IDEA Camp Update We are excited to report that our first IDEA Camp was very successful! Students were challenged and engaged by the workshops and outcomes. We had a large turnout of parents, grandparents and siblings for our design show at the end of the programs. One highlight worth sharing is from a pair of sisters that attended from Queens, NY. Their father searched online for a “fun and educational science program” and found IDEA Camp. The family stayed in a nearby hotel while the girls attended. Although there were students from near and far, the breakdown reveals a strong showing from Lowell Public Schools. In the future, we would like to offer the tuition rate to any student living in Lowell rather than just Lowell Public Schools. This year we limited it to in district students and feel that by opening it up to Lowell residents, we can offer more opportunities to the parochial schools in Lowell. Total enrollment:  155 total students attended with 120 of them from Lowell Public Schools.  63 of the LPS students attended with a scholarship.  35 students attended from out of the Lowell Public School district.  5 Lowell Public School teachers were able to train to do the programs as afterschool programs for this upcoming school year. Those teachers will be paired up with additional teachers as we move the programs forward.  4 UTEACH students from UMASS Lowell also worked as trainees to support the students and programs. A copy of the proposed job description is attached. The proposed position is a modification of the former Coordinator for Staff Development Programs position refined to address the district’s current need to develop programs designed to support the continued development of individuals currently in school based leadership positions, as well as to support building level evaluators in the new aspects of the teacher evaluation system including self- assessment, goal setting, plan development, collection of evidence and formative and summative assessments. Funding for this proposed position in FY2014 would come from the Race to the Top Grant. The two plumbers have exceeded my expectations and earlier this week completed the water fountain repair and/or replacement project well ahead of schedule and well under budget. Each of the district’s 224 water fountains have been inspected, repaired to working order or were replaced as part of this capital initiative. The total equipment and parts expenditure for the project is slightly under $ 45,000 out of the $ 171,250 budget that was allocated to this project. Given the existing challenges we currently face with addressing the day-to-day plumbing concerns throughout the city and schools with the limited plumbing staff currently employed by the City DPW, I am recommending we extend the employment of the two temporary plumbers from October 31, 2013 through the remainder of the fiscal year, June 30, 2014, and continue utilizing the remainder of the FY13 capital budget allocated to plumbing repair and/or replacement to get caught up on outstanding plumbing repairs in the schools and maintain our investment in the new water fountains. The extension will provide better employment certainty for the two plumbers as well as provide the district with an extended opportunity to track the effectiveness and efficiency of employing plumbers directly serving school facilities. I propose to utilize funding within the custodial and security services line item 4000 of the FY14 local budget to fund the approximate $ 60,000 in combined salaries for the two plumbers through the remainder of the fiscal year, June 30, 2014, as capital funds cannot be used for salaries. The use of school facilities revolving fund (1108) would be an alternate source of funding if savings do not materialize in the custodial and security services line item 4000 of the FY14 local budget during the fiscal year. Our K-12 building administrators and staff have been very appreciative of the work of the two temporary plumbers and look forward to additional capital plumbing upgrades utilizing the balance of the capital budget as well as a more timely response to regular maintenance provide by dedicated to service the public schools. I recommend the school committee take the following action at the regular meeting of August 21, 2013 as follows:  Approve the extended employment of two (2) temporary plumbers in the Lowell Public Schools at an annual salary of $ 47,863 ($ 920.44 weekly) through June 30, 2014.
