Of the total enrolled during this time, 81 are  kindergarten students and 36 newcomers. Enrollment numbers were verified during the week of September 9, 2013 resulting in 70 students in K-8 classrooms confirmed attending school out of district. Only four of those  students were in kindergarten classes.  Kindergarten classes across the district are above optimal enrollment.  Newcomer programs at the elementary level are at capacity.  Grade 7 has an average class size of 26.7 across the district.  Grade 8 has an average class size of 27.6 across the district. Central office administrators, principals, and early childhood specialists have discussed possible remedies to address the large class sizes, including the addition of class size reduction teachers, additional paraprofessional support, and creating new classes at the Rogers School. Central to all discussions was the need to maintain a safe learning environment where children receive a high quality education. Consideration was given to the potential impact to students and families if students were reassigned to a new school, as well as additional transportation costs that may be incurred. Recommendations:  Hire one additional kindergarten teacher and paraprofessional for the Rogers School.  Monitor kindergarten enrollment numbers to ascertain the need for a second kindergarten  Cap the kindergarten class size in all schools and offer a transfer to families with siblings teacher and paraprofessional with school committee authorization.  Hire one additional K-4 newcomer teacher and one paraprofessional for the Rogers attending the Rogers School.  Enroll Grade 1 students at the Rogers School to align numbers with Grade 1 class size School.  In 2012-2013, the school committee supported the hiring of four tutors for each middle throughout the district. school. Those tutors remain in place to support class size at the middle school level. Proposal Cost: Position FTE Cost per Position Total Teacher 2 $ 47,669. $ 95,338. Paraprofessional 2 $ 19,251. $ 38,502. Total 4 $ 133,840. We are recommending the funding for these four (4) additional positions be approved and provided from the school committee suspense account at this time. The suspense account has an unobligated balance of $ 143,086. Over the 2012/13 school year, the New England School Development Council (NESDEC) performed a demographic and enrollment projection for the Lowell Public Schools. We have been in contact and are having discussions with NESDEC representatives to determine why the projection for Kindergarten was significantly lower than the actual number of students we have registered at this time. NESDEC will be updating their enrollment projection for 2014/15 school year and beyond with the actual 2013/14 enrollments. Franco, Superintendent of Schools From: Jeannine M. Durkin, Assistant Superintendent for Student Support Services Date: September 13, 2013 Re: 21st CCLC Grant Award The McAuliffe School received news this past week of their successful grant application for a 21st Century Community Learning Center Program (CCLC). The school was awarded $145k per year for the next three years to develop and implement a 21st CCLC Program. This was a competitive DESE grant with only nine of the twenty-seven applicants funded. The McAuliffe School joins the following seven programs currently in place offering before and after school and summer programs:   Morey School  Greenhalge School  Shaughnessy School  Robinson School  Stoklosa School LHS Freshman Academy The overall program goal of the 21st CCLC Program is to provide high interest and engaging learning opportunities for students to help them prepare for success in school and beyond to college and the workforce. Programming includes homework assistance and tutoring, academic enrichment, physical activity, STEM (Science, Mathematics, Engineering and Technology) programs, as well as performing and visual arts. Strong partnerships have been developed with agencies in the community including the Tsongas Industrial History Center, Audubon, Lowell Recreation, Lowell Parks and Conservation Trust, Lowell Taekwondo, and the New England Quilt Museum. I want to thank and congratule Coordinator of Special Programs, Carolyn Rocheleau, and the staff of the McAuliffe School for their efforts to secure this grant.
