LOWELL SCHOOL COMMITTEE REGULAR MEETING MINUTES Date: August 16, 2017 Time: 6:30PM Location: City Council Chamber, 375 Merrimack Street, 2nd Floor, Lowell, MA 01852 1. SALUTE TO FLAG 2. ROLL CALL On a roll call at 6:34 p.m.; all members were present, namely,: Mr. Gendron, Mr. Gignac, Mr. Hoey, Mayor Kennedy, Ms. Martin, Mr. Descoteaux and Ms. Doherty. 3. SPECIAL ORDER OF BUSINESS 3.I. Introduction of Marianne Busteed, Lowell High Head of School and Kevin McLaughlin, Robinson School Principal. Superintendent Khelfaoui introduced and welcomed Marianne Busteed, Lowell High School’s new Head of School and Kevin McLaughlin, Robinson School Principal. Ms. Busteed and Mr. McLaughlin thanked the Committee for this opportunity and are excited to get to work. 3.II. Spotlight on Excellence: Laura Lee School Teacher Sarah Foster The Spotlight on Excellence highlighted Sarah Foster, a teacher at the Laura Lee Therapeutic School who was recently recognized as a finalist for the Massachusetts Teacher of the Year Award. The Committee congratulated Ms. Foster and thanked her for all her hard work. Ms. Sandra McNamara addressed the Committee and thanked the Administration for their help and participation in the National Night Out. 4. MINUTES 4.I. PERMISSION TO ENTER 5.I. Permission to Enter: August 16, 2017 The contract for NRT Bus, Inc. was listed originally on the Permission to Enter as $0, but was approved for the amount of $12,680,120 and was included in the Permission to Enter. Mr. Gignac made a motion to approve the Permission to Enter; seconded by Ms. Martin. 7 yeas APPROVED 6. MOTIONS 6.I. [by Robert Gignac]: Request the Superintendent provide a report on all repairs, facility improvements and maintenance efforts that occurred during the summer in preparation for the school year. Superintendent Khelfaoui said that the Department of Health gave a very positive report regarding the high school and the Department of Health said they would be happy to present a report to the Committee at a Subcommittee or at a School Committee meeting. Mr. Gignac made a motion to approve; seconded by Ms. Doherty. 7 yeas APPROVED 6.II. [by Robert Gignac]: Request the Superintendent provide a report on all federal grant cuts facing the district. The report should include a detailed financial reporting on how the funds are being used and any proposed changes Mr. Gignac made a motion to approve; seconded by Mr. Gendron. 7 yeas APPROVED 6.III. [by Robert Gignac]: Request the Superintendent provide a report on the feasibility of providing translation and interpretation for Ch.22 educational programming managed by the Lowell Public Schools. The report should include information regarding the possible use of Comcast Revolving Account funds to pay for such a service. Ms. Martin made an amended motion to approve that reads: Request the Superintendent immediately take the steps necessary to retain outside counsel and seek a Declaratory Judgment from the Court as to whether the School Committee has the authority to determine the siting of a new Lowell High School and to ask the Superintendent to proceed with this as soon as possible and to continue discussion at the Joint Policy & Personnel Subcommittee meeting on Monday, August 21, 2017, and to not allow the bid to exceed $10,000 dollars;ddd seconded by Mr. Hoey. 5 yeas, 2 nays APPROVED 6.V. [By Jacqueline Doherty]: Request the Superintendent provide the committee with a report regarding professional development plans for school leadership (principals and administrators) including activities prior to and throughout the 2017/18 school year. [By Jacqueline Doherty]: Request the Superintendent provide the committee with a report of professional development plans for teachers for the 2017/18 school year specifically including details about how and when the newly added day will be used to advance district goals for our teaching staff. Hoey]: Motion to have the Lowell School Committee approve a change in job title, from Director of Human Resources to Assistant Superintendent for Human Resources Mr. Hoey made a motion to approve; seconded by Mr. Gendron. Finance: Report of the Meeting of Monday, August 7, 2017 [Robert Gignac, Chairperson] Mr. Gignac, Chairperson of the Finance Subcommittee informed the Committee that the three topics that were discussed at the Finance Subcommittee meeting will be addressed later in this meeting. The topics are as follows: 1. Review FY17 Year-End Financials 2. Update on FY18 Budget Discrepancies 3. Response to Motion of February 1, 2017 by Robert Gignac: Organizational Health Survey The report provided to the Committee included copies of surveys that were distributed in May and June of 2017. The results of both surveys are being tabulated and it is anticipated that the results will be shared in September. Response to motion of 01/18/17 by Jacqueline Doherty: Implementation of the ESSA Robin Desmond, Assistant Superintendent of Curriculum, Instruction and Assessment provided the Committee with a report regarding the Implementation of the ESSA. The report states that the Massachusetts Consortium for Innovative Education Assessment (MCIEA) was formed in 2016 and is working towards a new accountability model that champions students, educators and families, and reflects what the community wants to know about the quality of our schools and learning experiences. The MICEA’s system focuses on school quality framework that includes multiple measures of student engagement, student achievement and school environment and emphasizes performance assessments in the classroom to measure students’ deeper mastery of content and skills. MCIEA’s governing board is comprised of Superintendent’s and teacher union presidents from Attleboro, Boston, Lowell, Revere, Somerville, and Winchester. The Lowell Public Schools will be sending learning teams from six (6) schools on August 16th and August 17th to MCIEA professional development focused on developing performance-based assessments. Anne Sheehy, Director of Human Resources provided the Committee with a report that showed the following: Teachers Open Positions: 111 Teachers Hired: 92 Remaining Open Positions: 19 Paraprofessionals Open Positions: 114 Paraprofessionals Hired: 98 Remaining Open Positions: 16 The Human Resources office fully expects all of the above positions to be filled prior to the start of the 2017-2018 school year. Response to motion of 10/05/16 by Robert Gignac: District-wide Technology Plan Robin Desmond, Assistant Superintendent of Curriculum, Instruction and Assessment provided the Committee with a report regarding the Lowell Public Schools Technology Plan for 2015-2018. The plan was created by the Center for Educational Learning and Technology (Celtcorp.). The plan addresses the Department of Elementary and Secondary Education’s (DESE) technology benchmarks and demonstrates Lowell Public School’s level of alignment to the DESE Technology Plan benchmarks. The Lowell Public School’s Technology Department will seek assistance during the 2017-2018 school year to develop a timeline and plan to assess the progress made towards the completion of the plan and the development of a new long range plan for 2019 through 2021. Middle School Bubble Planning Gary Frisch, Assistant Superintendent for Finance provided the Committee with a report that addressed the Middle School bubble. In 2017-2018, the district will be adding four (4) classrooms at the Rogers STEM Academy to handle the estimated 75-100 additional students. In 2018-2019, the district is planning on adding four (4) new classrooms at the Rogers STEM Academy to handle the estimated 75- 100 additional students. In 2019-2020, the district is planning on adding six (6) new classrooms at the Rogers STEM Academy to handle the 100 – 155 additional students. The district will be adding three (3) module units behind the gymnasium. In 2020 thru 2022, the middle school enrollment decreases and therefore no classrooms are planned. In 2022-2023, the plans are to move the STEM Academy to the Freshman Academy building. The purpose is to have one (1) building accommodating the K – 8 STEM Academy School and to be under one roof. This year, Lowell Pubic School administrators, during monthly leadership professional development, will focus on analyzing teaching for improved students’ results. This work will be done in collaboration with the organization, Research for Better Teaching (RBT). Each month, district leaders will meet in either cohort A or cohort B groupings to unpack the critical components of instructional leadership to include: high expectations for adults, analysis of data focused on teaching and learning, knowledge about teaching and effective communications. LPS New Principal Mentoring Program Robin Desmond, Assistant Superintendent of Curriculum, Instruction and Assessment provided the Committee with a report regarding the Lowell Public Schools New Principal Induction Program 2017- 2018. Ms. Desmond reported that in 2001, the Massachusetts Department of Elementary and Secondary Education released guidelines for mentoring programs both for teachers and administrators. These guidelines state that all school districts are required to provide an induction program for administrators. This summer, the Office of Curriculum, Instruction and Assessment developed a comprehensive induction program for new principals in order to both meet DESE’s guideline requirements and provide a strong support system for new building leaders. School Building Committee Gary Frisch, Assistant Superintendent for Finance provided the Committee with the Lowell High School Project Schedule summary. Transportation Update Gary Frisch, Assistant Superintendent for Finance informed the Committee that the Family Resource Center is working on mailing the bus passes out on Wednesday, August 23rd. The bus passes will be received by parents on Thursday, Friday and Saturday. This information will also be on the district’s website and a Connect Ed message will be sent out as well. Eilish Connaughton, former principal at the Butler will work during the first two (2) weeks of the school year communicating with parents about transportation issues and working with the two (2) Family Resource Center clerks that have expertise with the transportation routing software. The district has agreed to pay the two (2) clerks, who will process the transportation data and make bus routes $75.00 per day for six (6) week. Deputy Superintendent is in the process of interviewing candidates for the Family Resource Center Coordinator who will be in charge of the registration of new students and placing students into schools. In the interim, Attorney Jane Mosher-Canty, staff counsel for the Student Support Services office will be assisting the Family Resource Center staff. The report also provided answers to questions that were asked at the Finance Subcommittee meeting that was held on Monday, August 7, 2017.
