Minutes: Special Meeting Approval of the Minutes of the Special Meeting of the Lowell School Committee Meeting of Thursday, June 7, 2018 Ms. Martin made a motion to accept the minutes and to place them on file; seconded by Mr. Nutter. 7 yeas APPROVED 4. Finance Subcommittee: Report and Approval of the Minutes of the Meeting of Monday, June 4, 2018 [Gerry Nutter, Chairperson] The Finance Subcommittee reviewed the end of the year budget process and many of the reports presented tonight were discussed at the subcommittee meeting. Mr. Nutter made a motion to accept the minutes of the Finance Subcommittee as a report of progress; seconded by Mr. Descoteaux. 7 yeas APPROVED 7. REPORTS OF THE SUPERINTENDENT 7.I. Food Service Audit Update A food service audit was conducted by the Department of Elementary and Secondary Education (DESE) for the 2016-2017 school year. The audit was split into two (2) phases. The first phase was to review and determine if the food program requirements were met. The second phase was to determine the available revenues and incurred expenses for the school year. Currently, the DESE has completed a review of the records and had site visits to five (5) schools, and held informal staff interviews. The district is in the review phase and responding to questions and initial comments provided by the DESE. The district has until June 21, 2018 to formally respond to the indicators for the second phase. When the food services audit is finalized the documents will be shared with the Committee. Mr. Descoteaux made a motion to accept the following Reports of the Superintendent 7.I through 7.V as reports of progress; seconded by Mr. Nutter. 7 yeas APPROVED 7.II. International Baccalaureate Program Marianne Busteed, Lowell High School Head of School provided the Committee with a report that stated that in order to offer one (1) or more International Baccalaureate (IB) programmers of education, Lowell High School would have to complete an authorization process. The time needed to go through the process is variable, but it usually takes between two (2) and three (3) years for a school to get through successfully. Ms. Desmond, Assistant Superintendent of Curriculum and Assessment added that the costs can run quite high and due to our budgetary issues we are not pursuing this at this time. Personnel Report The Personnel Report officially informs the Committee of all retirements, resignations, promotions and new hires. Mr. Descoteaux made a motion to accept the following Reports of the Superintendent 7.I through 7.V as reports of progress; seconded by Mr. Nutter. 7 yeas APPROVED 7.IV. Enrollment Figures The district enrollment report provided to the Committee showed the breakdown by school and grade through June 8, 2018. Mr. Descoteaux made a motion to accept the following Reports of the Superintendent 7.I through 7.V as reports of progress; seconded by Mr. Nutter. 7 yeas APPROVED 7.V. Report On Motions Superintendent Khelfaoui provided the most updated report on outstanding motions and welcomed any questions. Mr. Nutter asked about the motion on Blizzard Bags and if we are moving forward for the next school year. A Subcommittee meeting to discuss this further will be held. Mr. Descoteaux made a motion to accept the following Reports of the Superintendent 7.I through 7.V as reports of progress; seconded by Mr. Nutter. 7 yeas APPROVED 8. NEW BUSINESS Superintendent Khelfaoui informed the Committee that Mr. Frisch, Assistant Superintendent of Finance submitted his resignation to be effective July 8, 2018 to become the CFO for the Gloucester Public Schools. The Superintendent asked that the Committee approve Mr. Frisch’s departure on July 8, despite the sixty (60) day clause in his contract. The Committee expressed concern with the end of the fiscal year and all the necessary financial work that needs to be done. The Superintendent assured the Committee that he felt that Mr. Frisch could leave. The Superintendent has potential interim candidates visiting the district and would like to make a recommendation for an interim after July 4th. Circuit Breaker Transfer Request The 2017-2018 budget includes a transfer amount of $4,691,000 from the Circuit Breaker Fund to the General Fund. There have been additional special education students requiring residential placements and additional special education students placed by DCF in group homes in Lowell. This has impacted the budget and requires the need to transfer additional funds to cover Out-of-District Tuition expenses from the Circuit Breaker Fund. It was recommended that an additional $849,118 be transferred from the Circuit Breaker Fund. Mr. Descoteaux made a motion to approve the transfer from the Circuit Breaker fund in the amount of $5,540,118; seconded by Mr. Hoey. 7 yeas APPROVED 8.II. Approval Of Final Budget 2017-2018 The final budget for the 2017-2018 school year needs to be approved before the end of the fiscal year. The City appropriated $162,073,324 for the school department in May of 2017. An additional $250,000 was provided to the school department based upon the request by the School Committee and Superintendent. The new budget total is $162,323,324. Mr. Descoteaux made a motion to approve the 2017-2018 final budget in the amount of $162,323,324; seconded by Mr. Hoey. 6 yeas, 1 nay APPROVED 8.III. Student Activity Audit Update Mr. Nutter made a motion to refer the Student Activity Audit Update to a Joint Finance and Policy Subcommittee; seconded by Mr. Descoteaux. 7 yeas APPROVED 8.IV. Trip- McKiernan To San Diego, CA Request permission for Elizabeth McKiernan, Director of the Abisi Adult Education Center, to attend the annual GED Testing Service Conference in San Diego, CA from July 24th through the 27th.
