REGULAR MEETING MINUTES
Date: June 8, 2023
Time: 7:30PM
Location: City Council Chamber, 375 Merrimack Street, 2nd Floor, Lowell, MA 01852
Members of the public may view the meeting via LTC and those wishing to speak regarding a specific
agenda item shall register to speak in advance of the meeting by sending an email to the Superintendent
indicating the agenda item, a phone number and email address so we can provide a zoom link to access

978-674-4324. All requests must be submitted before 2:00 p.m. on the day of the meeting.

On a roll call at 7:35 p.m., members present were, namely: Ms. Chhoun, Ms. Delrossi, Ms. Doherty,
Ms. Martin, Ms. Thompson and Mayor Chau. Mr. Lay via zoom at 7:38 p.m.
3. SPECIAL ORDER OF BUSINESS
3.1. Discussion of process for selecting the Interim Superintendent, consideration of applicants and
selection of applicants for interviews.
Dr. Hall stated that he spoke with the Massachusetts Association of School Committees (MASC) and that
they agreed that they would call the applicants to let them know that this would be a public process. He
stated that all the applicants agreed to their applications being forwarded to the Committee as well as
allowing their application to be public. He stated that at this point the Committee is in full control of the
process. He stated that all Lowell residents that apply should be interviewed and that the Committee
should plan on interviewing three (3) to six (6) applicants and that the candidates should not be publicly
ranked. He stated that Mr. Lay isn’t able to attend any proceedings regarding this until after June 16,
2023.
Ms. Martin made a motion to interview all three (3) internal candidates on June 24, 2023; seconded
by Ms. Doherty. 7 yeas APPROVED
Ms. Doherty made a motion to vote on each of the below candidates one (1) by one (1) and to invite
the chosen candidates to be interviewed; seconded by Ms. Martin. 7 yeas APPROVED

Maureen Binienda, Kevin McCaskill and Jannell Pearson-Campbell are the top three (3) candidates
(per the above vote) and will be interviewed on Saturday, June 24, 2023 starting at 9:00 a.m.
4. ADJOURNMENT
Ms. Delrossi made a motion to adjourn at 8:05 p.m.; seconded by Ms. Thompson. 7 yeas APPROVED
