LOWELL SCHOOL COMMITTEE SPECIAL MEETING MINUTES Date: July 8, 2024 Time: 7:00PM or immediately after executive session. Location: City Council Chamber, 375 Merrimack Street, 2nd Floor, Lowell, MA 01852 Members of the public may view the meeting via LTC and those wishing to speak regarding a specific agenda item shall register to speak in advance of the meeting by sending an email to the Superintendent indicating the agenda item, a phone number and email address so we can provide a zoom link to access the meeting. Email address is lbedoya@lowell.k12.ma.us. If no access to email you may contact us at 978-674-4324. All requests must be submitted before 2:00 p.m. on the day of the meeting. 1. SALUTE TO FLAG 2. ROLL CALL On a roll call at 7:26 p.m., all members present were, namely: Mayor Rourke, Mr. Bahou, Mr. Conway, Mr. Lay and Ms. Martin. Ms. Doherty was on Zoom. Ms. Delrossi joined the meeting via Zoom at 7:27 p.m. 3. SPECIAL ORDER OF BUSINESS 3.1. Introduction of Assistant Superintendent for School Leadership, Wendy Crocker-Roberge Ms. Crocker-Roberge thanked the Superintendent and the Committee for the opportunity and is looking forward to continuing her work as the Assistant Superintendent for School Leadership. 3.2. Introduction of Assistant Superintendent for Academics and Instruction, Oneida Fox Roye Mr. Gomez registered and spoke on this agenda item. Mr. Gomez spoke about the interview process and how he was a member of the screening committee and is in support of this appointment. Ms. Roye thanked the Superintendent and the Committee for the opportunity and is looking forward to starting her new position as the Assistant Superintendent for Academics and Instruction. 3.3. Introduction of Assistant Superintendent for Student Support Services, Alice Brown-Legrand Ms. Brown-Legrand thanked the Superintendent and the Committee for the opportunity and is looking forward to starting her new position as the Assistant Superintendent for Student Support Services. Introduction of Title 1 Director, Carolyn Rocheleau Feeney Ms. Feeney thanked the Superintendent and the Committee for the opportunity and is looking forward to returning to the central office and starting her new position as the Title 1 Director. 4. PERMISSION TO ENTER 4.1. Contract Approval for Assistant Superintendent for School Leadership, Wendy Crocker-Roberge Mr. Bahou made a motion to approve the contract for the Assistant Superintendent for School Leadership, Wendy Crocker-Roberge with the agreed upon and approved changes; seconded by Mr. Lay. 7 yeas APPROVED 4.2. Contract Approval for Assistant Superintendent for Academics and Instruction, Oneida Fox Roye Mr. Bahou made a motion to approve the contract for the Assistant Superintendent for Academics and Instruction, Oneida Fox Roye with the agreed upon and approved changes; seconded by Ms. Martin. 7 yeas APPROVED 4.3. Contract Approval for Assistant Superintendent for Student Support Services, Alice Brown-Legrand Mr. Conway made a motion to approve the contract for the Assistant Superintendent for Student Support Services, Alice Brown-Legrand with the agreed upon and approved changes; seconded by Mr. Lay. 7 yeas APPROVED 4.4. Permission to Enter: July 8, 2024 Ms. Martin made a motion to approve the Permission to Enter; seconded by Mr. Lay. 7 yeas APPROVED 5. REPORTS OF THE SUPERINTENDENT 5.1. Update on Hiring for Assistant Superintendent of Finance Superintendent Skinner provided an update to the Committee informing them that it has been very difficult to find and hire someone for the role of the Assistant Superintendent of Finance. He stated that he offered someone a contract for the position, but it was declined because the candidate received a better contract in the district they were in. He stated that currently there are thirty-five (35) vacancies in Massachusetts for this position. He stated that the position has been reposted and he would like to increase the salary to attract more candidates. Ms. Martin asked if he tried looking at retired CFO’s or if he has reached out to MASC. Superintendent Skinner stated that he has done both and that he also believes that we should also post for a School Business Administrator. NEW BUSINESS 6.1. Vote To Approve Memorandum of Agreement Regarding Cambridge College Stipends Ms. Martin made a motion to approve the Memorandum of Agreement regarding Cambridge College Stipends; seconded by Mr. Bahou. 7 yeas APPROVED 7.
