TOWN OF LOXAHATCHEE GROVES TOWN HALL COUNCIL CHAMBERS 155 F ROAD, LOXAHATCHEE GROVES, FLORIDA. 33470 FINANCE ADVISORY AND AUDIT COMMITTEE MINUTES MONDAY, JULY 28, 2025 – 4:04 PM – 5:54 PM Meeting Audio Available Upon Request in the Office of the Town Clerk CALL TO ORDER The July 28, 2025, meeting of the Finance Advisory and Audit Committee was called to order at 5:00 PM by Town Clerk Assistant Sammie Brown. Pledge of allegiance was led by Chairperson Manish Sood. ROLL CALL The roll call was called by Town Clerk Assistant Brown. Present:  Manish Sood – Chairperson (Seat 4)  Tracy Raflowitz – Vice Chairperson (Seat 2)  Samuel Harrity – Seat 1  Frederick Hoo – Seat 3 Absent:  Peter A. Lomuto – Seat 5 Staff Present:  Anita Kane – Town Mayor  Jeff Kurtz – Project Coordinator/ Committee Staff Liaison  David DiLena – Chief Finance Officer  Francine Ramaglia – Town Manager  Sammie Brown – Town Clerk Assistant Town of Loxahatchee Groves July 28, 2025 Finance Advisory and Audit Committee Meeting Page No. 2 ADDITIONS, DELETIONS, AND/OR MODIFICATIONS MOTION: COMMITTEE MEMBER RAFLOWITZ/ COMMITTEE MEMBER HOO MODE A MOTION TO APPROVE THE AGENDA. MOTION PASSED (4-0). REGULAR AGENDA 1. Oath of Office – Swearing-in of Newly Appointed Finance Advisory and Audit Committee Member – Samuel Harrity Town Clerk Assistant Brown administered the Oath of Office. Mayor Kane provided a copy of the Town Council training and emphasized some of the directions within the training. Specifically the expectation for conduct and governance. 2. Fiscal Year 2025 3rd Quarter Financial Reports Chief Finance Officer David DiLena presented the item. Committee and staff discussion ensued to understand the budget vs actuals reports. One of the main discussion points was the legal expenses that were incurred within the fiscal year. DiLena explained that often legal expenses are hard to predict and budget for due to the changeable nature of legal fees. The proposed budget is based off a 3.0 millage rate. Concerns from the committee included the budget imbalance as well as the increased expenditure with limited revenue. They would like a more conservative spending tactic that focuses on essential services. COMMENTS FROM THE PUBLIC Public Comment received from Mary McNicholas. COMMENTS FROM COMMITTEE MEMBERS: Committee Chairperson Manish Sood advised keeping the 2025 budget expenses, increase only by what can be afforded, and to reduce road and drainage funds by $350,000. He would like to work together with the Town to implement cost cutting options. Committee Vice Chairperson Tracy Raflowitz expressed her concerns about ongoing comments suggesting they limit others’ opportunities to speak. She clarified that in the specific instance mentioned they had a meeting with presenters and then had a follow-up meeting with them to allow for more conversation. Committee Member Frederick Hoo had no comments. ADJOURNMENT With no further business, a motion to adjourn was made by Committee Member Raflowitz and seconded by Committee Member Harrity. Brown Committee Staff Liaison: Jeff Kurtz, Project Coordinator Town’s Finance Consultant: David DiLena, Projected Point, Inc Civility: Being "civil" is not a restraint on the First Amendment right to speak out, but it is more than just being polite. Civility is stating your opinions and beliefs, without degrading someone else in the process. Civility requires a person to respect other people's opinions and beliefs even if he or she strongly disagrees. It is finding a common ground for dialogue with others. It is being patient, graceful, and having a strong character. That is why we say "Character Counts" in Town of Loxahatchee. Civility is practiced at all Town meetings. Special Needs: In accordance with the provisions of the American with Disabilities Act (ADA), persons in need of a special accommodation to participate in this proceeding shall within three business days prior to any proceeding, contact the Town Clerk’s Office, 155 F Road, Loxahatchee Groves, Florida, (561) 793-2418. Quasi-Judicial Hearings: Some of the matters on the agenda may be "quasi-judicial" in nature. Town Council Members are required to disclose all ex-parte communications regarding these items and are subject to voir dire (a preliminary examination of a witness or a juror by a judge or council) by any affected party regarding those communications. All witnesses testifying will be "sworn" prior to their testimony. However, the public is permitted to comment, without being sworn. Unsworn comment will be given its appropriate weight by the Town Council. Appeal of Decision: If a person decides to appeal any decision made by the Town Council with respect to any matter considered at this meeting, he or she will need a record of the proceeding, and for that purpose, may need to ensure that a verbatim record of the proceeding is made, which record includes any testimony and evidence upon which the appeal will be based. Consent Calendar: Those matters included under the Consent Calendar are typically self-explanatory, non controversial, and are not expected to require review or discussion. All items will be enacted by a single motion. If discussion on an item is desired, any Town Council Member, without a motion, may "pull" or remove the item to be considered separately. If any item is quasi-judicial, it may be removed from the Consent Calendar to be heard separately, by a Town Council Member, or by any member of the public desiring it to be heard, without a motion.
