Call to Order & Roll Call Town Clerk Ms. Burch called the meeting to order and called roll call: Dennis Lipp -Absent; Willliam Ford – Present; Matthew Ortero - Present; Willilam Bell - Absent; Neil O’Neal -Present; Thais Gonzalez – Present; Town Manger Jamie Titcomb - Present; Town Planning Consultant Jim Fleischmann – Present b. Approval of Agenda A motion was made by Mr. O’Neal to approve the Agenda for the LPA Meeting. The motion was seconded by Ms. Gonzlez. The motion passed unanimously. 2. MINUTES – None 3. OLD BUSINESS – None 4. NEW BUSINESS a. Public Hearing: Comprehensive Plan Amendment 2020-2021 1. Staff presentation and recommendation Mr. Fleischmann gave the Committee an overview of the amendments and stated by state law the grant must be reviewed by the LPA. The Amendments include two parts transportation and an overlay district. Documents handed out included background staff used to prepare the comprehensive plan amendments and staff report. The amendment includes a road classification system which identifies 5 service levels. The objective is to prioritize road maintenance, road improvements and repairs in a systematic way to help develop capital projects. Mr. Fleischmann explained the service levels and classifications of the roads. A long discussion pursued. Town Manager Titcomb noted that Dennis Lipp arrived at the meeting. The proposed overlay district along Okeechobee Boulevard will include 5-acre parcels and it provides for use categories and requirements. The current zoning is the CL zone district. Categories include uses allowed in AR zoning district; uses previously allowed by PBC prior to incorporation by the Town; cottage businesses; agricultural tourism business to become a principal use; and residential enterprise. Setback and buffer requirements were discussed. The Comprehensive Plan amendments do not include code revisions and the Unified Land Development Regulations will need to be changed accordingly. Docusign Envelope ID: 31D8E773-9A18-418C-8A8A-D5950B86CB47 Town of Loxahatchee Groves July 30, 2020 Local Planning Agency Public Notice Minutes Page No. 2 The LPA stated they needed more time to discuss the Overlay District and they wished to obtain more public input. A motion was made by Mr. Ford to approve the amendment but not the overlay district. The motion was seconded by (name not recognizable). The motion passed 4-1 vote. A motion was made by Mr. Ford that a recommendation to the Council to delay the first reading of the Ordinance for the Overlay District until there is more public input. Seconded by Mr. O’Neil. Motion passed unanimously approved. A motion was made by Mr. Ford to recommend to Council that Southern Boulevard text amendment include the amended table 1 and 8, policy 1.2.5 policy, 1.2.6 and 2.2.5. The motion was seconded by Mr. O’Neil. The motion passed 3-2 vote. 2. Public Questions and Comments -None 3. Local Planning Agency member Questions and Comments - Mone 4. DATE FOR NEXT PLANNING AND ZONG BOARD MEETING – The LPA determined that a date should not be made for this meeting due to other meetings on calendars and Covid issues. 6. COMMENTS FROM THE PUBLIC -None 7. COMMENTS FROM THE MEMBERS Ms. Gonzales made a motion to recommend to Town Council a mailer be sent to every household to receive a survey on line to get input on the overlay district. The motion failed due to a lack of a second. 8. ADJOURNMENT The meeting was Adjourned no time noted.
