PLEDGE OF ALLEGIANCE The Committee began the meeting by reciting the Pledge of Allegiance, led by Chairperson Schiola. ROLL CALL (Please note there is a vacancy in Seat 2) Present Members: o Frank Schiola, Chairperson o Darcy Dean Murray, Vice Chairperson o Katie Lakeman, Committee Member o Ashley Bruce, Committee Member Present Staff: 0 Craig Lower, Public Works Superintendent o Sammie Brown, Assistant to the Town Clerk T0wn OfLoxahatchee Groves July 17. 2025 R0adway,Equeslrian Trails and Greenway Advisory Committee Page N0. 2 APPROVAL OF MEETING AGENDA Motion: Vice Chairperson Darcy Dean Murray made a motion to approve the agenda as is. The motion was seconded by Chairperson Frank Schiola. Motion passes 4-0. APPROVAL OF THE MEETING MINUTES Motion: Vice Chairperson Darcy Dean Murray made a motion to approve the minutes from 5/15/25 Roadway, Equestrian Trails and Greenway Advisory Committee meeting. The motion was seconded by Committee Member Katie Lakeman. Motion passes 4-0. ADDITIONS, DELETTIONS, AND/OR MODIFICATION TO THE AGENDA There were n0 additions, deletion or modifications to the agenda. REGULAR AGENDA Agenda Item: Continued Discussion of Signs, Acceptance, and Placement for Town Trails Public Works Superintendent Craig Lower presented sign examples from Wellington and Indian Trails. Comments from the committee regarding signage included helmet safety, simple signage, equestrian safety, and reflectiveness. Overall, the committee liked many of the examples shown but believed that they could work together on creating signs that pertain more to the Town. Such as speciflc equestrian rules, urging helmet use, and removing unnecessary language. Agenda Item: Continued Discussion Regarding Partnership with Seminole Ridge High School Students: Psa on Equestrian Safety Students presented two different PSA drafts about equestrian safety for the committee to consider. A one-minute version and a two—minute version. Committee members expressed: Their likeness for the one—minute version as it appeals to the public rather than riders. Implementing extra braking distance for trailers and agricultural vehicles. Including bicyclists and e—bikes in safety messages. An emphasis on messaging for drivers. This includes notes to slow down, avoid honking, yielding. Including Florida Statutes that are regarding not startling animals. o Including helmet laws. o Using stricter language such as “rules” or “laws” rather than “tips”. The students will return based on feedback and once they have fllmed their parts for the PSA. CONFIRMATION OF THE NEXT MEETING DATE o The next Roadway, Equestrian Trails and Greenway Advisory Committee meeting will be on August 21, 2025, at 5:00 PM. ADJOURNMENT There was a motion t0 adjourn made by Committee Member Katie Lakeman, seconded by Vice Chairperson Darcy Dean Murrav. The meeting was adjourned at 6: 13PM. Brown, FRA-RP, MEDP Committee Staff Liaison: Craig Lower, Public Works Superintendent & Caryn Gardner-Young, MPA, AICP, ESQ, Community Standards Director Civility: Being "civil" is not a restraint on the First Amendment right to speak out, but it is more than just being polite. Civility is stating your opinions and beliefs, without degrading someone else in the process. Civility requires a person to respect other people's opinions and beliefs even if he or she strongly disagrees. It is finding a common ground for dialogue with others. It is being patient, graceful, and having a strong character. That is why we say "Character Counts" in Town of Loxahatchee. Civility is practiced at all Town meetings. Special Needs: In accordance with the provisions of the American with Disabilities Act (ADA), persons in need of a special accommodation to participate in this proceeding shall within three business days prior to any proceeding, contact the Town Clerk’s Office, 155 F Road, Loxahatchee Groves, Florida, (561) 793-2418. Quasi-Judicial Hearings: Some of the matters on the agenda may be "quasi-judicial" in nature. Town Council Members are required to disclose all ex-parte communications regarding these items and are subject to voir dire (a preliminary examination of a witness or a juror by a judge or council) by any affected party regarding those communications. All witnesses testifying will be "sworn" prior to their testimony. However, the public is permitted to comment, without being sworn. Unsworn comment will be given its appropriate weight by the Town Council. Appeal of Decision: If a person decides to appeal any decision made by the Town Council with respect to any matter considered at this meeting, he or she will need a record of the proceeding, and for that purpose, may need to ensure that a verbatim record of the proceeding is made, which record includes any testimony and evidence upon which the appeal will be based. Consent Calendar: Those matters included under the Consent Calendar are typically self-explanatory, non controversial, and are not expected to require review or discussion. All items will be enacted by a single motion. If discussion on an item is desired, any Town Council Member, without a motion, may "pull" or remove the item to be considered separately. If any item is quasi-judicial, it may be removed from the Consent Calendar to be heard separately, by a Town Council Member, or by any member of the public desiring it to be heard, without a motion.
