PLEDGE OF ALLEGIANCE The Committee began the meeting by reciting the Pledge of Allegiance, led by Chairperson Schiola. ROLL CALL (Please note there is a vacancy in Seat 2) Present Members: o Frank Schiola, Chairperson o Darcy Dean Murray, Vice Chairperson o Katie Lakeman, Committee Member o Ashley Bruce, Committee Member Present Staff: 0 Craig Lower, Public Works Superintendent (Via Zoom) o Ennya Blaise, Assistant to the Town Clerk/ Admin Item 1. APPROVAL OF THE MEETING MINUTES 10/02/25- Roadway, Equestrian Trails & Greenway Committee Meeting Minutes MOTION: COMMITTEE MEMBER BRUCE/ COMMITTEE MEMBER LAKEMAN MOVED TO APPROVE 10/02/25 MEETING MINUTES. MOTION PASSES (3-1). WITH VICE CHAIR DEAN MURRAY DISSENTING. 1 1/20/25— Roadway, Equestrian Trails & Greenway Committee Meeting Minutes MOTION: COMMITTEE MEMBER DEAN MURRAY/ COMMITTEE MEMBER LAKEMAN MOVED TO APPROVE 10/02/25 MEETING MINUTES. MOTION PASSES (4—0). PUBLIC COMMENTS There was a public comment from Mary McNicholas regarding LOxahatchee Groves Park and whether the committee had any ideas for the park besides maintenance of its trails. The committee responded, stating they would enjoy a more equestrian style park that includes places to jump, cross country obstacles, a water area, trailer parking area, mounting blocks, cross ties, water hoses. Nicole Hornstein Park was brought up as an example 0f a park that is similar to what the committee is looking for. The park has picnic tables and arenas and places with shade for the horses. REGULAR AGENDA Agenda Item: Update on F Rd Multi — Use Trail Rules Signs Public Works Superintendent Craig Lower updated the committee that he had added three Signs along F road. He has ordered more and plans tO install them in the lilture. He has also ordered yellow horse trail Signs that are soon to be implemented at road crossings. Agenda Item: Update 0n North Rd Horse Trail Signs Public Works Superintendent Lower has been communicating with Wellington to bring similar flashing signs to the Town. The signs are in the process of being reviewed by engineers. Yellow horse Signs have been installed where there are Town culvert pipes crossing the North Road Canal. The Signs help delineate that there is a horse trail on North Rd. Item 7 4 Town ofLoxahatchee Groves January 15, 2026 R0adway,EqueStrian Trails and Greenway Advisory Committee Page Nos 3 COMMITTEE MEMBERS COMMENTS Committee Member Katie Lakeman had no comments. Committee Member Ashley Bruce had a question about moving dirt/materials that are sitting on the fence of F Road and Collecting Canal because it creates a dead end. Public Works Superintendent Lower said he would move it so that it creates a clear path. As well as a potential future agenda item that pertains to horse bridges. Vice Chair Darcy Dean Murray brought up that the committee should begin moving forward with naming some of the trails, and expressed her interest in improving trail connectivity. Chair Frank Schiola had a question regarding when culvert pipes will go in on Collecting Canal. CONFIRMATION OF THE NEXT MEETING DATE o The next Roadway, Equestrian Trails and Greenway Advisory Committee meeting will be on February 19, 2026 at 5:00 PM. ADJOURNMENT Committee Member Bruce moved to adjourn the meeting at 5:38 PM. Ramaglia Board Liaison: Craig Lower, Public Works Superintendent Board Clerk: Gabriella Croasdaile, Assistant to the Town Clerk Civility: Being "civil" is not a restraint on the First Amendment right to speak out, but it is more than just being polite. Civility is stating your opinions and beliefs, without degrading someone else in the process. Civility requires a person to respect other people's opinions and beliefs even if he or she strongly disagrees. It is finding a common ground for dialogue with others. It is being patient, graceful, and having a strong character. That is why we say "Character Counts" in Town of Loxahatchee. Civility is practiced at all Town meetings. Special Needs: In accordance with the provisions of the American with Disabilities Act (ADA), persons in need of a special accommodation to participate in this proceeding shall within three business days prior to any proceeding, contact the Town Clerk’s Office, 155 F Road, Loxahatchee Groves, Florida, (561) 793-2418. Quasi-Judicial Hearings: Some of the matters on the agenda may be "quasi-judicial" in nature. Town Council Members are required to disclose all ex-parte communications regarding these items and are subject to voir dire (a preliminary examination of a witness or a juror by a judge or council) by any affected party regarding those communications. All witnesses testifying will be "sworn" prior to their testimony. However, the public is permitted to comment, without being sworn. Unsworn comment will be given its appropriate weight by the Town Council. Appeal of Decision: If a person decides to appeal any decision made by the Town Council with respect to any matter considered at this meeting, he or she will need a record of the proceeding, and for that purpose, may need to ensure that a verbatim record of the proceeding is made, which record includes any testimony and evidence upon which the appeal will be based. Consent Calendar: Those matters included under the Consent Calendar are typically self-explanatory, non controversial, and are not expected to require review or discussion. All items will be enacted by a single motion. If discussion on an item is desired, any Town Council Member, without a motion, may "pull" or remove the item to be considered separately. If any item is quasi-judicial, it may be removed from the Consent Calendar to be heard separately, by a Town Council Member, or by any member of the public desiring it to be heard, without a motion.
