Those that could not attend were: Patrick Painter; Paul Coleman; and Matthew Tacilsuskas (alternate). Those that represented the trail project include: Sergio Martinez (Briteworks, developer's agent); and Joe Whitten (HJC Contracting that performed the trail work). Generally, the Committee had a favorable impression/response to the trail (i.e. "beautiful" or "A+ asset to the Town). Comments/recommendations from the members included: 1. A horse trailer parking area should be incorporated on the property. A potential site is within the Town Commons Development Pod. 2. Equine access to the retention ponds should be prohibited for safety purposes and maintenance of the trail. Signs and other features (e.g. landscaping and berms etc.) can be incorporated to discourage access. 3. Check with Florida Statutes to determine whether or not liability signs need to be periodically placed along the interior of the trail. 4. Consider controlled access to the trail via a permit and coded access gates. (NOTE: Section 11 of the Restrictive Covenant and Limited Access and Conservation Easement states that the equestrian trail shall be available to the public free of charge.) 5. Consider incorporating designated equine water stops at a few locations along the trail. (NOTE: The approved Site Plan dated May 18, 2018 states that a minimum of 3 hitching post/rest areas shall be provided along the trail). 6. Consider placing a gate on the south side of the equine bridge over Collecting Canal to assist in limiting access. 7. Consider placing mounting blocks that cannot be moved at the "B" and "C" Road entrances. 8. The trail should not be sodded with the exceptions of the retention pond banks. In addition to the above comments, Brian Mc Neil offered individual comments which are included in the attachment. It is a very impressive capital improvement for the equestrian community and a tangible beginning towards the presence of a true Town Center for Loxahatchee Groves. Jim asked me to share some of my observations and questions. I am not being at all negative and can endorse 95% completion, full speed ahead with endorsing the Trail, with some provisions: 1. after probing the Trail to sample density/compaction of the base in place and assess the surface, I have some concerns: a. the first half-mile of the trail is pretty inconsistent as far as footing(loose material) depth and sub-base density. It would be wise to power-rake/Harley rake the 10' wide track from end to end. This will expel larger stones, root debris, and provide a uniform loose footing depth of a few inches. This is a simple process and will leave the Trail ready for use and free of debris. Once the Trail passes the stake marker# 275, it is much more consistent and the probe was not able to penetrate the sub-grade; the first half of the Trail was less dense and I worry that the footing is going to get very deep very quickly. b. I was shown a copy of some sub-base specifications @ 12 11 , topsoils @ 2 11 , and sod. By pulling the topsoil and sod from the program, it would be wise to ask the contractor how many cubic yards of sub-base were installed along the total length, including bridge accessway spurs, of approx. 5461 feet. Having been told that the overall cost for the Trail, including bridges, is about 750K, and backing out the costs for soils/sod, there should be ample budget left for the contractor to attend to the punch-list concerns expressed by the RETAG participants. c. be aware that as we enter the dry season the section of the Trail near Seth's equestrian facility will generate dust and it could become an issue. 2. Drainage concerns expressed by several members, merit concern. At marker# 275 there is a very low dip with wetland and retention pond sandwiching the Trial. This will fail over time. Why not add another 12" of sub-base and mono-slope this small, vulnerable section of the Trail so surface waters drain to the retention pond and the wetland side is much higher/stronger/less prone to flooding? Simple fix and good insurance. These observations/suggestions are not criticisms - but I work in the equestrian industry and safety is job #1. And we know folks will howl if the Trail becomes a safety issue, regardless of hold-harmless signs and limits of liability. I hope the contractor understands that they are almost there, that this is a wonderful community resource, but that they do need to listen carefully. Water retention ponds should be just that, water retention. Letting horse and rider swim or cross such water could potentially be an unsafe liability to the property owner ,horse and rider. If someone got hurt it might possibly discourage future developers from wanting to incorporate a horse/ nature/ walking trail in there site development plans. This commercial property is not a park, owned, maintained and operated by a town or city. Water troffs placed on the trail could become a stagnant mosquito breeder so I feel wouldn't be a good idea. There should be a no littering sign placed at each enterence to the trail system so the nature area can stay clean of trash. I hope the developer could arrange the property so the water retention ponds don't encroach on the trail system and make it a muddy mess. The first part of the trail has that potential depending how much rain we get. It would be nice if the trail could stay dry for horse and rider, a horse carriage, someone who wants to take a nature walk. The barb wire fence should be removed from the site. We talked about putting concrete bollards at the entrance so only horses could fit thru, however that poses a problem if a person wants to use a horse carriage or if an emergency vehicles is needed to assist someone on the trail. Entrances should have a gate that could be opened and closed with each rider entering the trail system. If a horse gets spooked, looses it's rider the horse could keep running, following the trail and get out onto the road which could become an issue. This site is a commercial center consisting of several businesses and a trail system for our recreation that I feel will be an asset to our town. Only one member was opposed to the horses swimming in the water. We actually asked if the developer could provide us with an enterable pond for those purposes, slope, demucking etc. The town of Davie has Wolf Lake which is a commodity were horses have been swimming there for years. Also, I distinctly stated they the permit can be free and the purpose of said permit would be in reference to liability issues and "ride at your own risk". They fill out the "permit" and sign the rules and regulations and the receive a gate code for access to the trails, much like ERM does with their natural areas. I also suggested gates with codes be at all entrances for said reason and to keep people out at night to prevent vandalism. Thank you for considering my two-cents. Policy 1.16.3: The Maximum Floor-Area-Ratio of a development within the OR Overlay, with the exception of residential and agriculture uses shall not exceed 0.10.
