CALL TO ORDER
Mayor Shorr called the meeting to order at 7:02 p.m.
PLEDGE OF ALLEGIANCE
Mayor Shorr led the Pledge of Allegiance.
MOMENT OF SILENCE
Mayor Shorr led a prayer.
ROLL CALL
Mayor Robert Shorr, Vice Mayor Laura Danowski, Councilmembers Phillis Maniglia, Marianne
Miles, and Margaret Herzog, Town Manager James Titcomb, Town Attorney Elizabeth Lenihan,
Esq., Town Planning Consultant James Fleishmann, Town Engineer Randy Wertepny and Town
C lerk Lakisha Burch.
ADDITIONS, DELETIONS AND MODIFICATIONS
Town Clerk Burch stated that item 4 on the agenda should be removed. Town Manager Titcomb
backup for item four is for item 3.
Motion was made by Vice Mayor Danowski seconded by Councilmember Maniglia to
approve agenda as modified; it was voted as follows: Ayes: Mavor Shorr, Vice Mayor
Danowski, Councilmembers Herzog, Maniglia and Miles. Motion passed unanimously.
COMMENTS FROM THE PUBLIC ON NON-AGENDA ITEMS
There were public comments made by the fo llowing: Betty Argue and Joannie Hopkins.

Motion was made by Vice Mayor Danowski seconded by Councilmember Herzog to approve
the Consent Agenda; it was voted as follows: Ayes: Mayor Shorr, Vice Mayor Danowski,
Councilmembers Herzog, Maniglia and Miles. Motion passed unanimously.
REGULAR AGENDA
2. Update on Legislative Matters by Mary McNicholas, Town Lobbyist.
Mary McNicholas from Geoff Sluggett and Associates, Town Legislative Coordinator gave an
update on Legislative Matters and presented a handout of Town of Loxahatchee Groves FY 2022-
23 Appropriation Request which was received and filed by Town Council. There was discussion
among Town Council and Town Lobbyist. Mayor Shorr asked for a timeline. Ms. McNicholas
responded by stating that Governor has until July 1st to sign which has to go through session which
ends March 3151•
3. Update on Groves Town Center.
Dan Zimmer, treasure of Solar Sport Systems who is the owner of the Groves Town Center. Mr.
Zimmer asked if Mr. Case Bethel could speak, then he would present his presentation. Case Bethel
owner of Culvers addressed Town Council. Mr. Zimmer stated that he had a hard copy of the
PowerPoint Presentation.
Motion was made by Vice Mayor Danowski seconded by Councilmember Maniglia to receive
and file the hard copy PowerPoint Presentation; it was voted as follows: Ayes: Mayor Shorr,
Vice Mayor Danowski, Councilmembers Herzog, Maniglia and Miles. Motion passed
unanimously.
Mr. Zimmer then preceded to state that he will be giving Town Council updates and introduce the
following: Taylor Parker, P.E. of Bohler, Diane Jenkins, Realtor, Matt Barnes of WGI and Bradley
Miller.
There were public comments from the following: Paul Coleman, Nina Corning, Ken Johnson, and
Kate Lakeman.
James Fleischmann addressed Town Council by giving an update on Groves Town Center. There
was discussion among Town Council, Groves Town Center, and Town staff. Town Council all
gave Mr. Zimmer from Groves Town Center their concerns regarding Groves Town Center: such
as tree removal and replacement, barbwire fencing (should be taken out), will like a timeline on
the trail.
Motion was made by Councilmember Maniglia seconded by Councilmember Herzog to
approve the clearing of the Master phase 1 and Pod B and return within 30 days with an
updating the footing of the trail, removing all debris and relocation of the bridge: Aye: Vice
Mayor Danowski, Councilmembers Herzog, Maniglia, and Miles. Nay: Mayor Shorr.
4. Update from Kim Delaney, Treasure Coast Planning Agency. REMOVED FROM THE

Phillis Maniglia (Seat 1)
Councilmember Maniglia spoke about the following:
• Churches that are on Okeechobee Blvd. and the fairness of permits- Mr. Fleischmann
responded to Councilmember Maniglia' s concerns. Mr. Paul Coleman also commented.
• Millings- why are they being stocked piled- Mr. Peters, Director of Public Works
responded.
• Gave thanks to Mary McNichols
• Supporting of Indian Trail Improvement District- there was discussion among Town
Council.
There was consensus from Town Council to have Town Manager Titcomb reach out the
Indian Trail Improvement District (ITID) to inquire what support they seek from the Town
of Loxahatchee Groves.
Laura Danowski (Seat 2)
• Stop signs
• Ingress/Egress from the City of Westlake- asked Town staff to do whatever can be done
please do.
• Alam1ed that an applicant can stand the podium and state they do not get a respond from
Town's vendor. How do we fix our codes regarding this issue? Town Attorney Lenihan
responded to Vice Mayor Danowski's question. There was discussion among Town
Council and Town staff.
• Stated she had a conversation with Everglades to have a lady's night at Everglades. This
will be an event for ladies to learn the basics about working on the farm. How does Town
Council feel about this being a Town event? There was discussion among Town Council.
Marianne Miles (Seat 3)
• Stated she will not post on the Facebook unofficial site. If residents have a question or
concerns, please contact her, please don't bagger her. She continued to express her
concerns. Please watch what you say about Town Council and if you have any concerns,
please contact Town Council. It takes all the Town Council to a decision. She also spoke
about roads. She thanked everyone and wished all a great evening.
Marge Herzog (Seat 5)
• Thankful for the conversation with Groves Town Center- knowing where the breakdown
in communication has occurred. There was discussion among Public Director Peters and
Town Council.
Motion was made by Councilmember Miles seconded by Councilmember Maniglia to extend
the meeting; it was voted as follows: Aye: Mayor Shorr, Vice Mayor Danowski,
Councilmembers Herzog, Maniglia, and Miles. Motion passed unanimously.

TOWN STAFF COMMENTS
Town Manager
• Gave Town Council notification of when he will be out of the office. Also, announced his
wedding anniversary that will be tomorrow. Thanked Town Council who traveled to
Tallahassee.

• Asked for a Client/Attorney Session to be held on February 11 th at 8:30 a.m.

Civility: Being "civil" is not a restraint on the First Amendment right to speak out, but it is more than just being polite. Civility is
stating your opinions and beliefs, without degrading someone else in the process. Civility requires a person to respect other people's
opinions and beliefs even if he or she strongly disagrees. It is finding a common ground for dialogue with others. It is being patient,
graceful, and having a strong character. That is why we say "Character Counts" in Town of Loxahatchee. Civility is practiced at
all Town meetings.
Special Needs: In accordance with the provisions of the American with Disabilities Act (ADA), persons in need of a special
accommodation to participate in this proceeding shall within three business days prior to any proceeding, contact the Town Clerk’s
Office, 155 F Road, Loxahatchee Groves, Florida, (561) 793-2418.
Quasi-Judicial Hearings: Some of the matters on the agenda may be "quasi-judicial" in nature. Town Council Members are
required to disclose all ex-parte communications regarding these items and are subject to voir dire (a preliminary examination of a
witness or a juror by a judge or council) by any affected party regarding those communications. All witnesses testifying will be
"sworn" prior to their testimony. However, the public is permitted to comment, without being sworn. Unsworn comment will be
given its appropriate weight by the Town Council.
Appeal of Decision: If a person decides to appeal any decision made by the Town Council with respect to any matter considered
at this meeting, he or she will need a record of the proceeding, and for that purpose, may need to ensure that a verbatim record of
the proceeding is made, which record includes any testimony and evidence upon which the appeal will be based.
Consent Calendar: Those matters included under the Consent Calendar are typically self-explanatory, non-controversial, and are
not expected to require review or discussion. All items will be enacted by a single motion. If discussion on an item is desired, any
Town Council Member, without a motion, may "pull" or remove the item to be considered separately. If any item is quasi-judicial,
it may be removed from the Consent Calendar to be heard separately, by a Town Council Member, or by any member of the public
desiring it to be heard, without a motion.
