Vice M ayor Da nowski called meeting to order at 6 :00 p.m.
COMM ENTS FROM THE PUBLIC
There w ere public comments made by the foll owing: Robert Austin, Marcia Andrews, and Virginia
Standis h.
Mr. A ustin addressed the Council spoking about the trailer park on Hyde Park- do not reduce the
fine. A irplane no ise- Mr. A ustin stated that he had gone to the A irport Noise Aba tement Meeting.
Councilmember Ma nig lia responded to Mr. A ustin that the Town has been aware of hi s first
compla int. She also stated that s he is upset about the issue and that the RV o rdinance has been
signed. She also stated we had a lobby ist that was loo king into the problem of the a irplane noise.
Vice M ayor Danowski also responded to Mr. Austin's co ncern regarding the Airport nois e. FLC
has a noi se pollution committee, w ill look up document and forward to him. M r. Austin a lso
responded to the RV ordina nce, stated that it shouldn't be year-round. Councilmember Maniglia
responded to Mr. Austin, concern regarding RV.
Marcia Andrews, current District 6 School Board Member addressed the Town Counc il by
introduc ing herself. Ms. Andrews me ntioned the partnership w ith Palm Beach State C ollege,
Loxahatc hee Groves Eleme ntary School (ST EAM school) and the Town. Ms. Andrews stated that
an Education Advisory Board w ith Loxahatchee Groves Ele mentary has started. She also stated
that Loxahatchee Groves E lementary (LGE) is a n A rated school, apprec iate the partnership w ith
the Town and she enjoys wo rking w ith the Tow n. She a lso expresses that she enjoyed being a part
o f the Bookbag-Give-A-Way. Vice Mayor Danowski thanked Ms. Andrews and asked wo uld she
please talk about the expansion and nevv schools in the Western Community. Ms. A ndrews
responded, yes stating that there is a going to be a new elementary schoo l in Westlake , a new high
school right pass Northlake and new e lementa ry school in Arden. Ms. Andrews stated tha t there
are ~xcellent schools in thi s area (Weste rn Communities).
Counc ilmember Herzog asked how the new boundaries would be made - Ms. A nd rews resp onded
that there w ill be a boundaries committee formed, then the Schoo l Board w ill have th e fin a l
decis ion. Counc ilme mber Herzog asked is the re a middle school be ing planned for this area? Ms.
Andrews res po nded stating that w ith the STEAM program would like to keep the stude nts at

Loxahatchee Groves Elementary. Councilmember Herzog asked about the middle school that a re
s urrounding us would it be easier to transport our kids to. Ms. Andrews responded.
Councilmember Manig lia stated she w ished she had Ms. Andrews energy and thanked her for her
work.
Virg inia Standish commented about not having access to Western Pine Middle School.

Civility: Being "civil" is not a restraint on the First Amendment right to speak out, but it is more than just being polite.
Civility is stating your opinions and beliefs, without degrading someone else in the process. Civility requires a person
to respect other people's opinions and beliefs even if he or she strongly disagrees. It is finding a common ground for
dialogue with others. It is being patient, graceful, and having a strong character. That is why we say "Character Counts"
in Town of Loxahatchee. Civility is practiced at all Town meetings.
Special Needs: In accordance with the provisions of the American with Disabilities Act (ADA), persons in need of a
special accommodation to participate in this proceeding shall within three business days prior to any proceeding,
contact the Town Clerk’s Office, 155 F Road, Loxahatchee Groves, Florida, (561) 793-2418.
Quasi-Judicial Hearings: Some of the matters on the agenda may be "quasi-judicial" in nature. Town Council
Members are required to disclose all ex-parte communications regarding these items and are subject to voir dire (a
preliminary examination of a witness or a juror by a judge or council) by any affected party regarding those
communications. All witnesses testifying will be "sworn" prior to their testimony. However, the public is permitted
to comment, without being sworn. Unsworn comment will be given its appropriate weight by the Town Council.
Appeal of Decision: If a person decides to appeal any decision made by the Town Council with respect to any matter
considered at this meeting, he or she will need a record of the proceeding, and for that purpose, may need to ensure
that a verbatim record of the proceeding is made, which record includes any testimony and evidence upon which the
appeal will be based.
Consent Calendar: Those matters included under the Consent Calendar are typically self-explanatory, non
controversial, and are not expected to require review or discussion. All items will be enacted by a single motion. If
discussion on an item is desired, any Town Council Member, without a motion, may "pull" or remove the item to be
considered separately. If any item is quasi-judicial, it may be removed from the Consent Calendar to be heard
separately, by a Town Council Member, or by any member of the public desiring it to be heard, without a motion.
