CALL TO ORDER
Mayor Kane called the meeting to order at 6:00 PM.
PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENCE
Mayor Kane led the Pledge of Allegiance followed by a moment of silence.
ROLL CALL
Mayor Anita Kane, Vice Mayor Margaret Herzog, Councilmember Paul Coleman, Councilmember
Lisa El-Ramey, Councilmember Todd McLendon, Town Manager Francine Ramaglia, Town Attorney
Glen Torcivia (via Zoom), Public Works Superintendent, and Project Coordinator Jeff Kurtz were
present.
OPEN DISCUSSION
Mary McNicholas provided an update regarding the Northlake Boulevard closure, noting that the
Town and surrounding community have coordinated effectively to ensure a smooth transition. She
thanked the Public Works Director and Town Manager for the assistance and stated that the
construction project is progressing on schedule. Ms. McNicholas reported that there were a couple of
minor accidents at Southern Boulevard and C Road, and at Southern Boulevard and D Road which
may have been weather-related. She indicated that traffic is moving well despite the high volume,
referring to the current flow as streamlined congestion. She invited anyone with questions or concerns
to speak with her following the meeting.
Robert Austin addressed the Town Council regarding ongoing concerns with the increased number of
occupied RVs, illegal apartments, and non-residential uses within single-family residential areas. He
expressed frustration that these issues have persisted for years without meaningful resolution and
appear to be worsening. Mr. Austin stated that numerous recreational vehicles and tiny homes are now
occupied year-round throughout the Town, often advertised on social media for full-time rental,
contrary to the original intent of allowing limited, equestrian-related occupancy during season. He also
referenced illegal apartments still operating at full capacity and actively recruiting new tenants online.

He emphasized that such uses would not be permitted in other municipalities and urged the Town to
enforce restrictions on year-round RV occupancy, foreclose on chronic violators, and limit permits to
legitimate equestrian-season applicants. Mr. Austin further expressed safety concerns, citing incidents
of strangers photographing children, and stated that some residents have resorted to keeping their
garages closed and dogs on guard for protection. He concluded by urging the Town to take stronger
enforcement action to restore safety and residential integrity in the community.
Victor Lehto expressed appreciation for the update provided by Mary McNicholas regarding the
Northlake Boulevard closure and acknowledged the coordinated efforts between the Town, public
works, and surrounding agencies. He commended the cooperation that had contributed to maintaining
traffic flow and ensuring safety during the project. Mr. Lehto emphasized the importance of continued
communication between the Town and residents throughout the construction period and expressed
confidence that the project would be completed on schedule. He thanked staff and law enforcement
for their active involvement and responsiveness to community concerns.
ADJOURNMENT
There being no further business before the Council, Mayor Kane adjourned the meeting at 6:10 PM.

Civility: Being "civil" is not a restraint on the First Amendment right to speak out, but it is more than just being polite.
Civility is stating your opinions and beliefs, without degrading someone else in the process. Civility requires a person
to respect other people's opinions and beliefs even if he or she strongly disagrees. It is finding a common ground for
dialogue with others. It is being patient, graceful, and having a strong character. That is why we say "Character Counts"
in Town of Loxahatchee. Civility is practiced at all Town meetings.
Special Needs: In accordance with the provisions of the American with Disabilities Act (ADA), persons in need of a

Quasi-Judicial Hearings: Some of the matters on the agenda may be "quasi-judicial" in nature. Town Council
Members are required to disclose all ex-parte communications regarding these items and are subject to voir dire (a
preliminary examination of a witness or a juror by a judge or council) by any affected party regarding those
communications. All witnesses testifying will be "sworn" prior to their testimony. However, the public is permitted
to comment, without being sworn. Unsworn comment will be given its appropriate weight by the Town Council.
Appeal of Decision: If a person decides to appeal any decision made by the Town Council with respect to any matter
considered at this meeting, he or she will need a record of the proceeding, and for that purpose, may need to ensure
that a verbatim record of the proceeding is made, which record includes any testimony and evidence upon which the
appeal will be based.
Consent Calendar: Those matters included under the Consent Calendar are typically self-explanatory, non
controversial, and are not expected to require review or discussion. All items will be enacted by a single motion. If
discussion on an item is desired, any Town Council Member, without a motion, may "pull" or remove the item to be
considered separately. If any item is quasi-judicial, it may be removed from the Consent Calendar to be heard
separately, by a Town Council Member, or by any member of the public desiring it to be heard, without a motion.
