Mayor Anita Kane called the meeting to order at 6:00 pm.

OPEN DISCUSSION
Ms. Dianna Babington expressed ongoing concerns regarding drainage issues in her area with
regards t0 the severity of the flooding, noting that recent heavy rains have exacerbated the
problem. Staff explained that the Town is currently in the process of repairing the culverts but
is facing challenges with residents’ driveways. Over the past 30 to 40 years, residents have
installed culverts at varying elevations, with some being too high or improperly placed, which
has contributed to the drainage issues. Furthermore, the Town’s code enforcement department
is actively working with residents to address drainage issues. However, the Town cannot enter
private property and make changes without permission. This is a common issue throughout the
Town, as many subdivisions rely on residents to maintain their drainage swales and culverts.
Town Manager Ramaglia provided an update on a draft ordinance that would allow the Town
to declare flooding a nuisance issue, which would give the Town authority to intervene, fix
drainage problems, and assess the costs to the affected property owners. The first draft of this
ordinance was previously rej ected, but a revised version has been prepared and is scheduled to
go before the Council in the next 30 days.

Councilmember Maniglia referenced a past incident on Brian Road and questioned Why the
Town does not have the necessary equipment to clear clogged culverts and suggested that
purchasing such a tool should be a priority. Staff confirmed that the Town has explored
contracting With a company that provides culvert cleaning services. In the past week alone, the
Town has received approximately 4O calls from residents about flooding on nearly every road
in the community. They acknowledged the urgency of the situation but noted that the Town
does not have the staff, budget, or equipment to fix every drainage issue simultaneously. They
reiterated that property owners have a responsibility to maintain their drainage systems and that
the Town can only step in under specific circumstances. Town Manager Ramaglia stepped in
to acknowledge the concems and noted that the Council will be reviewing proposals to allow
the Town to intervene in cases where flooding is a persistent issue. She reminded residents that
filling in historic drainage ditches worsens water flow and emphasized the importance of
consulting Town Hall before making any changes to existing drainage systems.
Mr. Eric Green, a member ofthe CERT group, addressed the Council regarding a budget concem.
He stated that it had come to the group’s attention that a budget item for CERT was either
eliminated or left out of the most recent budget. However, he had been informed that the unused
funds from the 2024 budget would carry over into the new fiscal year and sought confirmation on
whether this information was accurate. Staff confirmed that the carryover was correct, explaining
that approximately $4,400 in unused funds from previous years remained available. It was also
noted that ifadditional funds were needed, the Council would be open to discussing and potentially
approving additional allocations, as they value the CERT team’s contributions to the Town. A
Council member added that when the budget was reviewed, it was observed that CERT had more
carryover funds than what is typically budgeted for them annually, which is why no new allocation
was made in this cycle. Mr. Green clarified that while CERT does not require a large amount of
funding, they do have occasional supply needs, particularly for resupplying their trailers with
necessary equipment. Staff reassured him that the Town insures the CERT trailers and would be
willing to assist with any additional needs, such as paint or other supplies, should the group require
them.
The conversation then shifted to Emergency Management planning, where it was noted that the
Town is working closely with CERT on a new Emergency Management Plan. As part ofthis effort,
the Town plans to hold a tabletop exercise, a pre—storm preparedness event designed to simulate
emergency response scenarios. Mr. Green inquired whether this exercise had been scheduled. Staff
responded that while the event had not yet been scheduled, they would ensure he was informed
once a date was set.
Mr. Robert Austin, emphasized his concern with the Recreational Vehicle issue in the community.
The Town is a single-family rural residential neighborhood and not intended to function as a KOA-
style campground, a trailer park, or a seasonal stop for northem RVers. While he agreed with the
Council’s decision to rej ect a high—end RV park due to its large number of sites, high nightly rates,
and lack of community amenities, he pointed out that many residents seemed primarily concemed
about the additional traffic it would bring to Southem Boulevard. He supports allowing equestrian
properties to host a few seasonal RV sites, but he expressed frustration over year-round RV rentals.

He then shifted his attention to the Town’s employee salaries, expressing concern that Loxahatchee
Groves is one of the lowest-paying municipalities in Palm Beach County. He noted that only two
Town employees have been there for five years, which contributes to the staff turnover.
Furthermore, cautioned that if the Town does not take a more strategic approach to expanding its
tax base, future tax hikes could become unavoidable.
Ms. Ruth Menor, addressed the condition of Casey Road and the ongoing drainage issues
affecting her property and those of her neighbors and requested a comprehensive drainage
Public Works Director Gallant explained that all roads scheduled for paving this year have
plans for culvert installations. Ms. Menor offered to host a Casey Road neighborhood meeting
at her house to bring residents together and start working toward a comprehensive drainage
solution with the Town.
Marianne Miles expressed concerns about drainage, road conditions, and the Town’s policies
regarding legal expenses for council members. She reasoned that council members should be
reimbursed for legal fees if they are found not guilty or if the case is dismissed, as they are
acting in their official capacity to represent the Town.

TOWN STAFF COMMENTS
Town Manager Ramaglia provided several updates regarding grants, capital projects, meeting
scheduling, and community outreach efforts. She clarified that while the total grant funding being
pursued is just under $100 million, some individual grants, such as one for $70 million, contribute
to that amount. Additionally, approximately $10 15 million in capital proj ects are included in the
town’s financial planning. She also noted that other grant opportunities are opening up, and the
local mitigation strategy, which was approved by the county, includes ten town projects. She
emphasized that having these proj ects in the town’s capital plan increases their ranking for funding.
She then discussed the October lst meeting agenda, stating her intent to keep it short to allow time
for planning discussions regarding future agendas. Due to recent heavy workloads, she suggested
structuring meetings differently, potentially dedicating a second monthly meeting solely to
planning-related items and applications while keeping the primary business meeting focused on
other municipal matters.
Regarding the town’s vulnerability assessment program, she highlighted the need for community
outreach, similar to previous meetings where residents provided input on infrastructure projects
like paving. The town is tentatively scheduling open community workshops on October 3rd and
October 5th, where residents can discuss critical assets and drainage concerns. A council update
on this initiative is planned for October lst. Francine agreed to explore mailing postcards to
residents, recognizing that many, particularly the elderly population, may not rely on social media
for updates.
Lastly, she mentioned upcoming pre-storm cleanup efforts, also referred to as amnesty days, to
address site triangles and vertical right—of—way overhangs. These cleanups are scheduled for the
first two Saturdays in October. She concluded by thanking the council for passing the budget and
expressing appreciation for their work.
Town Attorney Torcivia
11. Clarification on the Town's Regulation of Building Height
Town Attorney Torcivia opined on the Town’s regulation of building height.
Public comments received by Virginia Standish, Manish Sood, and Cassie Suchy.
Public Works Director Gallant provided an update on recent flooding and ongoing infrastructure
projects. He noted that the town experienced significant rainfall last week, with five inches 0f rain
on Wednesday—equating to over 600 million gallons of water and an additional seven inches
on Thursday, bringing the total to more than a billion gallons. He emphasized that flooding is not
unique to Loxahatchee Groves, as he himself experienced standing water at his home in the
northern part ofThe Acreage, which sits at one ofthe highest elevations in the area. Despite limited

manpower and budget constraints, the Public Works team is actively working to address drainage
Issues.
Additionally, the Local Mitigation Strategy (LMS) ordinance was recently passed by the county,
and all municipalities, including Loxahatchee Groves, will be required to adopt it. He attended an
emergency management meeting at the Emergency Operations Center, where it was confirmed
that this ordinance will function similarly to the Statewide Mutual Aid Agreement. He anticipates
bringing it before the Town Council for adoption by November.
Regarding ongoing road projects, he reported that the first half of 161st Street has been paved.
However, due to an unforeseen issue a family emergency involving the contractor’s foreman
the paving of the second half has been delayed but is expected to resume next week. He invited
residents to inspect the completed portion of the road, noting that he has already received positive
feedback from about a dozen residents who are pleased with the quality of the work.
Town Clerk Oakes had no report.
TOWN COUNCILMEMBER COMMENTS
Councilmember Maniglia (Seat 1) announced the passing of the late Mayor Fred Pinto and
emphasized the town’s intent to extend its condolences. Once funeral arrangements are confirmed,
the town will arrange for a tribute to be sent in his honor. Additionally, the mayor or a designated
representative will attend the next Village of Royal Palm Beach Council meeting to formally
express the town’s sympathies. Councilperson Maniglia also announced the passing ofcommunity
advocate Cynthia Gardener.
Councilmember Danowski (Seat 2) provided several updates and comments during the meeting.
She began by highlighting an upcoming fundraiser for The Outsiders, a local mounted drill team
specializing in precision movements used in battle fonnations and crowd control. The event, called
Flapjacks and Tax Swap, will be held at Red Barn in October. She noted that Katie Lakeman is
actively involved in organizing the fundraiser and can be contacted for further details. Then she
inquired about the FAAC committee’s scheduling. Town Manager Ramaglia noted that staff
would be reaching out to committee members the following day. Councilmember Danowski
proceeded to voice support for Virginia Standish’s comments regarding the Agritourism
Committee, acknowledging that while the topic may be controversial, she agreed with the concerns
raised. Finally, Danowski expressed relief that the RV ordinance process had concluded, though
she noted she was not entirely satisfied with the outcome. She acknowledged that any future
council could amend the ordinance, but emphasized that the process had taken approximately 14
months since its initial discussions in May of the previous year. She concluded by asking whether
The Outsiders drill team has a website where residents can find more information.
Councilmember Shorr (Seat 4) expressed frustration regarding the ongoing infrastructure
concerns, particularly the recurring sinkhole near the church on Okeechobee. Public Works
Director Gallant confirmed that the county, who is responsible for the culvert, had filled it in and
compacted the area but likely did not dig it up for a full repair. Councilmember Shorr then
commented on waste management efforts. He also addressed concems raised by residents about
drainage and culvert maintenance, noting that community advocacy led to $150,000 being

allocated to a specific project after residents spoke up at a meeting. Shorr urged residents with
long—clogged driveway culverts to reach out to the town for assistance, highlighting that the permit
fee for addressing these issues is $ 1 00. He concluded by encouraging a town-wide effort to address
drainage problems rather than focusing solely on individual complaints.
Vice Mayor Herzog (Seat 5_) suggested that when drafting the letter to the county regarding road
infrastructure issues, the town should specifically address the deteriorating culvert at the western
entrance to the fire station, where caution barriers have been placed due to its collapse. She noted
that the county is already aware of the issue, as they had previously contacted the town to request
repairs, but she emphasized that it is the county’s responsibility to address it. She also
recommended inquiring whether the county plans to clear out clogged culverts, as blockages may
be contributing to drainage problems. If necessary, she suggested exploring options for renting
equipment to assist with the clearing process.
She then mentioned a Best Management Practices for Horses and Water Resources guide from
Wellington, which she offered to the town for review, suggesting it might be a useful resource for
managing equestrian—related environmental concems.
Regarding infrastructure improvements, Herzog commended the paving work on 16lst Street but
expressed concerns about drainage along the roadway. She observed that while water is flowing
effectively near the A-Road Canal, it becomes obstructed by overgrown vegetation and failing
driveway culverts further along the road. Richard Gallant, the Director of Public Works, assured
her that this issue is already being addressed in the town’s plan. He explained that trees need to be
removed first, and funds from the new budget cycle will be used to continue the project.
Additionally, he noted that two properties have fences encroaching into the town’s easement, one
of which is already collapsing and will be cleared as part of the project.
Lastly, Herzog announced that the town is in the early stages of developing a program to support
elderly residents by hosting monthly luncheons at Town Hall. These gatherings would provide an
opportunity for seniors to discuss their needs and explore ways the town can assist them. She
mentioned that the Loxahatchee Groves Landowners ’ Association (LGLA) had previously raised
the idea, and after discussing it with the Town Manager, they agreed it was worth pursuing. While
the town does not currently have direct connections for meal deliveries, they plan to reach out to
the county to see if they can become an approved meal distribution site for seniors.
Mayor Kane (Seat 3) acknowledged that there were a few tense moments during the meeting but
expressed appreciation that the council was able to work together and reach a resolution. She then
announced that she would be attending the Mayor ’s Literacy Luncheon the following day and
hoped to bring back valuable news and opportunities for the town.
