Notice is hereby given that a meeting of the Lucas City Council will be held on Thursday, July 16, 2026, beginning
at 6:05 PM, or immediately following the Lucas Fire Control, Prevention and EMS Board Meeting, at Lucas City
Hall, 665 Country Club Road, Lucas, Texas 75002-7651, at which time the following agenda will be discussed. As
authorized by Section 551.071 of the Texas Government Code, the City Council may convene into closed Executive
Session for the purpose of seeking confidential legal advice from the City Attorney on any item on the agenda at any
time during the meeting. Pursuant to Texas Government Code 551.127, one or more members of the governing body
may appear via videoconference call. The presiding officer and a quorum of the City Council will be physically
present at this meeting.

Background Information:
E. The City has purchased law enforcement equipment from Axon Enterprise, Inc. for the Lucas
Police Department. The purchase includes body-worn cameras for each officer, in-car camera
systems for each patrol vehicle, conducted energy devices (TASERs) for each officer, and an
interview room camera system.
Axon is an approved BuyBoard vendor. BuyBoard is a competitively procured cooperative
purchasing program that satisfies the City's purchasing requirements and allows the City to
utilize pre-negotiated pricing.
Due to the time-sensitive nature of the Police Department's startup schedule and equipment lead
times, the equipment was ordered prior to Council approval to ensure timely delivery and
implementation. In accordance with the City's purchasing policy, Council ratification of the
purchase is now requested.

The North Central Texas Council of Governments (NCTCOG) presented the Mike Eastland
Regional Cooperation Award to the cities of Frisco, Lucas, McKinney, Melissa, Plano, Richardson,
Rowlett, Sacshe, the Town of Fairview, Little Elm, Prosper, the North Texas Municipal Water
District, Raftelis, and Carollo Engineers. The award was to recognize cooperative efforts in
negotiating the new water rate contract. City Manager John Whitsell presented the award to the City
Council.

Estimated Amounts and Contract Terminations. Any amounts stated as due under existing or terminated contracts — including contract transfer balances carried forward to
new or pending contracts — are estimates based on payments received as of the calculation date. These estimates may be adjusted if new contracts are not executed on the
anticipated dates or if expected payments are not made.
Refresh Shipment Timing
Technology Assurance Plan (TAP) Refresh Prior to Renewal. For Customers with expiring agreements that include TAP refresh rights, Axon may, in its discretion, ship
refresh hardware under the existing contract while renewal or replacement agreements are in progress. Any such shipments will be deemed made under the terms of the
existing contract until the new contract is fully executed, after which any applicable updates, fees, or adjustments will apply.
Shipment Timing
Shipment Variance. Estimated shipment dates are provided for planning purposes only and are not guarantees. Axon may ship hardware before or after the estimated
shipment date, and failure to meet an estimated shipment date will not, by itself, constitute a breach, provided Axon uses commercially reasonable efforts to meet estimated
shipment dates.

ORDINANCE NO. 2026-06-01048
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LUCAS,
TEXAS, DISANNEXING THE TRACTS OF LAND DESCRIBED IN
EXHIBITS “A” FROM THE CITY OF LUCAS; PROVIDING THAT THE
CITY OF LUCAS RELINQUISHES ANY AND ALL EXTRATERRITORIAL
JURISDICTION; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Texas Local Government Code Chapter 43, subchapter G provides state law
and the City of Lucas Home rule Charter provides procedure for disannexation of territory from
municipal boundaries; and
WHEREAS, the City of Lucas and the City of Parker share a common boundary line along
Lewis Lane; and
WHEREAS, maintenance of Lewis Lane has been complicated due to the City of Lucas and
City of Parker annexations along the roadway, and
WHEREAS, it is the desire of the City of Lucas to disannex the tracts of land described in
Exhibits “A” and to relinquish any and all extraterritorial jurisdiction it may have in and to said tracts
for the sole purpose of such tracts being annexed into the City of Parker.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF LUCAS, TEXAS THAT:
SECTION 1. The City Council finds that the best interest and welfare of the general public
of the City of Lucas will be served by disannexing the said tracts of land so that the same may be
annexed by the City of Parker and by the relinquishment of extraterritorial jurisdiction of said tracts.
SECTION 2. That the following described tracts of land be, and the same are hereby,
disannexed and discontinued as a part of the City of Lucas so that the same will no longer be a part
of the City of Lucas for any purpose whatsoever, said tracts of land being more particularly described
in Exhibits “A” attached hereto and made a part hereof for all purposes.
SECTION 3. The City of Lucas hereby relinquishes any and all extraterritorial jurisdiction
that it has or may have under the provisions of Chapter 42 of the Texas Local Government Code, and,
upon passage of this Ordinance, the said City of Lucas shall no longer have or exercise any right,
jurisdiction or control over the above described tracts of land.
SECTION 4. These tracts of land are being disannexed solely so that they may be annexed
into and become a part of the City of Parker, Texas, and should any other City annex or attempt to

annex any part of said tracts, this disannexation and waiver of extraterritorial jurisdiction shall be null
and void and of no further force or effect.
SECTION 5. That the official map of the City of Lucas shall hereby be amended to reflect
the territory disannexed from the City of Lucas.
SECTION 6. That if any section, paragraph, clause or provision of this ordinance shall for
any reason be held invalid or unenforceable, the invalidity or unenforceability of such section,
paragraph, clause, or provision shall not affect any of the remaining provisions of this ordinance.
SECTION 7. That all Ordinances of the City of Lucas, Texas, in conflict with the
provisions of this Ordinance are hereby repealed.
SECTION 8. This Ordinance shall take effect upon its passage and the publication of the
caption, as the law and charter in such cases provide.

John Whitsell, as the authorized representative for an application to the Water Supply and
Infrastructure Grant from the Texas Water Development Board.
Background Information:
The Texas Legislature appropriated $1.038 billion in funds for infrastructure projects to be
administered through the Texas Water Development Board (TWDB). City Council gave staff
direction at the March 5, 2026, meeting to pursue this grant opportunity once the application
became available. The 0.9 Million Gallon Ground Storage Tank at the McGarity Pump Station
will be the city’s proposed project.
The grant application is now available. The City Council must adopt a resolution authorizing the
submission of this application and designating an authorized representative to allow staff to
submit the grant application.

from account 11-8209-301, Improvement Roads.
Background Information:
Texas Materials Group, Inc. (DBA TexasBit) provided a quote to perform this work at a package
price based on active contracts available to the City of Lucas via interlocal agreements with
Dallas County and Ellis County.
The overall cost of this contract is $704,079. This exceeds the remaining budget balance of the
road improvement fund (11-8209-301) by $308,807. Staff expects to receive reimbursement
from Collin County in the amount of $208,267 for work performed on Aztec Trail in accordance
with an interlocal agreement. The City has not received this reimbursement from Collin County
as of the date of preparation.
In addition, the quoted price includes haul-off as an optional item. Staff does not intend to utilize
the haul-off except in locations where it is strictly necessary. The project does involve the
relocation of some excess material on Hickory Hill Street to be used as fill material on Estates
Road. The project also includes fill material to convert the 'donut' on the end of Cedar Bend
Circle into a cul-de-sac.
