As authorized by Section 551.071 of the Texas Government Code, the City Council may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any item on the agenda at any time during the meeting. Pursuant to Texas Government Code 551.127, one or more members of the governing body may appear via videoconference call. Background Information: E. The City has purchased law enforcement equipment from Axon Enterprise, Inc. for the Lucas Police Department. The purchase includes body-worn cameras for each officer, in-car camera systems for each patrol vehicle, conducted energy devices (TASERs) for each officer, and an interview room camera system. Axon is an approved BuyBoard vendor. BuyBoard is a competitively procured cooperative purchasing program that satisfies the City's purchasing requirements and allows the City to utilize pre-negotiated pricing. Due to the time-sensitive nature of the Police Department's startup schedule and equipment lead times, the equipment was ordered prior to Council approval to ensure timely delivery and implementation. Citizen Input The North Central Texas Council of Governments (NCTCOG) presented the Mike Eastland Regional Cooperation Award to the cities of Frisco, Lucas, McKinney, Melissa, Plano, Richardson, Rowlett, Sacshe, the Town of Fairview, Little Elm, Prosper, the North Texas Municipal Water District, Raftelis, and Carollo Engineers. The award was to recognize cooperative efforts in negotiating the new water rate contract. City Manager John Whitsell presented the award to the City Council. Community Interest 2. WHEREAS, the Texas Local Government Code Chapter 43, subchapter G provides state law and the City of Lucas Home rule Charter provides procedure for disannexation of territory from municipal boundaries; and WHEREAS, the City of Lucas and the City of Parker share a common boundary line along Lewis Lane; and WHEREAS, maintenance of Lewis Lane has been complicated due to the City of Lucas and City of Parker annexations along the roadway, and WHEREAS, it is the desire of the City of Lucas to disannex the tracts of land described in Exhibits “A” and to relinquish any and all extraterritorial jurisdiction it may have in and to said tracts for the sole purpose of such tracts being annexed into the City of Parker. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUCAS, TEXAS THAT: SECTION 1. The City Council finds that the best interest and welfare of the general public of the City of Lucas will be served by disannexing the said tracts of land so that the same may be annexed by the City of Parker and by the relinquishment of extraterritorial jurisdiction of said tracts. SECTION 2. That the following described tracts of land be, and the same are hereby, disannexed and discontinued as a part of the City of Lucas so that the same will no longer be a part of the City of Lucas for any purpose whatsoever, said tracts of land being more particularly described in Exhibits “A” attached hereto and made a part hereof for all purposes. SECTION 3. The City of Lucas hereby relinquishes any and all extraterritorial jurisdiction that it has or may have under the provisions of Chapter 42 of the Texas Local Government Code, and, upon passage of this Ordinance, the said City of Lucas shall no longer have or exercise any right, jurisdiction or control over the above described tracts of land. SECTION 4.
