10. Community Input: Meeting Open to the Public:
(Limit comments to 5 minutes per person)
The City of Luna Pier operates under rules of parliamentary procedure, which states, “Citizens have the right to
attend the meetings and be permitted to address the body on matters that are relevant to business. Citizens must
observe all of the rules that are set. Members of the public attending the meetings of the governmental body DO
NOT have the right to interrupt or heckle. During public comment time, they have the right to ask to be heard by
requesting permission of the body through the Mayor. All questions, comments and remarks must ALWAYS be
addressed through the Mayor.” Public Comment time is just that—an opportunity for the public to comment. It is
NOT a time for a debate, exchange of ideas, or opportunity to harass board members, all of which will not be
permitted at the City of Luna Pier Council meetings.
11. Council Action Needed:
A. Gun Range Sub-committee recommendation
• A proposed motion to approve/deny the recommendation from the
Sub-committee to keep Luna Pier Shooting Range open with no charge
to Law Enforcement and implementing a ($10.00) ten-dollar fee per
use or a ($50.00) calendar year fee for Luna Pier residents. The fees
will begin Jan. 1, 2024. Any non-residents (must be accompanied by a
resident) fee will be ($15.00) per use, no yearly fee option for them,
as presented, waiving the reading.
B. 2024 Meeting Dates
• A proposed motion to approve/deny the 2024 City Council Meeting
Dates as presented, waiving the reading.
C. Resolution No. 970-Poverty Exemption Guidelines for 2024 Assessments
• A proposed motion to approve/deny the Resolution No. 970-Poverty
Exemption Guidelines for 2024 Assessments as presented, waiving the
reading.
D. Committee Members to Re-appoint
• A proposed motion to approve/deny the re-appointment of Tiffany
Holbrook to the Tax Board of Review for the term of (4) four years
with the term expiring on 1-15-2028 as presented, waiving the
reading.
• A proposed motion to approve/deny the re-appointment of Rick
Stump to the Planning Commission for a (3) three-year term expiring
on 1-15- 2027 as presented, waiving the reading.
• A proposed motion to approve/deny the re-appointment of Rick Stump
to the Zoning Board of Appeals for an (3) three-year term expiring 1-
15-2027 as presented, waiving the reading.
• A proposed motion to approve/deny the re-appointment of Mike
Briskey to the DDA for an (4) four-year term expiring 1-15-2028 as
presented, waiving the reading.
• A proposed motion to approve/deny the re-appointment of Willagene
Prater to the Housing Commission for a (5) five-year term expiring 1-
15-2028 as presented, waiving the reading.
E. Agreement between John Gaynier and the city for farming land
• A proposed motion to approve/deny the Agreement between John
Gaynier 3943 Kelly Rd and the City of Luna Pier to farm property #
706439.00 in the amount of ($200.00) two hundred dollars as
presented, waiving the reading.
F. Rice letter-Hall Rental request money back
• A proposed motion to approve/deny the request from Sharon Rice
for compensation for their rental because hall was not cleaned in
the amount of $_________ as presented, waiving the reading.
G. 2022/23 Audit
