1. CALL TO ORDER
Mayor Korthuis called to order the March 3, 2025 regular session of the Lynden City Council at
7:00 p.m. in the city council chambers.
PLEDGE OF ALLEGIENCE
ROLL CALL
Members present: Councilors Gary Bode, Gary Vis, Brent Lenssen, Kyle Strengholt, and Mark
Wohlrab.
Members absent: Councilors Beld and Laninga absent with notice.
Staff present: Community Development Director Heidi Gudde, Finance Director Laura Scholl,
Police Chief Steve Taylor, Public Works Director Jon Hutchings, City Clerk Pam Brown, City
Administrator John Williams, and City Attorney Bob Carmichael.
OATH OF OFFICE - None.
SUMMARY REPORTS AND PRESENTATIONS
APPROVAL OF MINUTES
Councilor Vis moved and Councilor Lenssen seconded, to approve the February 18,
2025 regular council minutes. Motion approved on 5-0 vote.

2. CONSENT
Schoolvard Park Restroom Design Proposal
The Parks department proposed and reviewed the ability to provide a restroom facility at
Schoolyard Park due to the growing list of amenities on site and the lack of facilities for the

community to use in the area if they are visiting the park. Greg Robinson (GRA) responded
with a proposal for the design project to match the overall themes of the other two structures
that he also designed with great success.
Award Bid for Pepin Creek/Pine Street Bridge - Item was pulled from the Consent Agenda.
Reichardt & Ebe Enciineering - Pine Street Bridge CM- Item was pulled from the Consent
Agenda.
Reichardt & Ebe Engineering - 1st and Main Street Overlay
Reichhardt & Ebe Engineering shall provide design and related documents for the resurfacing
of the roadway at 1st Street and Main Street. The contract cost shall not exceed $55,559.
Pacific Survevinq & Enaineering - Riverview Road Extension
Pacific Surveying & Engineering shall provide consulting services related to the potential
project to extend Riverview Road from Hannegan Road to Hampton Road. Work will include
a study of the feasibility of permitting, designing, and constructing this roadway extension.
The contract cost shall not exceed $53,371.
Pacific Survevina & Enaineering - Hanneaan/Riverview
Pacific Surveying & Engineering shall provide consulting services related to the potential
project to construct a northbound left-turn lane on Hannegan Road at Riverview Road. Work
will conclude with a report of findings related to the permit process and a technical letter
providing the rough order of magnitude for construction cost of this project. The contract cost
shall not exceed $35,335.
Councilor Vis moved and Councilor Strengholt seconded, to approve the Consent
Agenda. Motion approved on 5-0 vote.
Councilor Vis moved, Councilor Strengholt seconded to table the award bid for Pepin
Creek/Pine Street Bridge and the Reichardt & Ebe Pine Street Bridge agreement to the
March 17, 2025 council meeting. Motion approved on 5-0 vote.
3. PUBLIC HEARING - None.
4. UNFINISHED BUSINESS
Ordinance 25-1707, Annexation of Gosal Farms Property
On September 3, 2024, the City Council approved Resolution 24-1103, a resolution of intent
to annex the Gosal Farms property. Located at 8700 Double Ditch Road, this agricultural
property is contiguous and adjacent to incorporated portions of the City of Lynden including

the Benson Park property and recently annexed Weg Property. The 21.3 acres of the Gosal
Farms property is associated with the infrastructure of the Pepin Lite plan. Per the Pepin
Creek Subarea plan it is slated to join the city with a zoning category of Residential Mixed
Density (RMD). A category that allows single-family and duplex housing types. After the
Council voted its intention to annex, the city submitted a complete Notice of Intention to the
Whatcom County Boundary Review Board which was accepted for filing on December 17,
2024. The subsequent 45-day review period was completed without comment on January 30,
2025.
Councilor Lenssen moved and Councilor Wohlrab seconded, to approve the Ordinance
25-1707 annexing the Gosal Farms property and associated right-of ways as depicted
and described in Exhibit A, and to authorize the Mayor's signature on the document.
Motion approved on 5-0 vote.
5. NEW BUSINESS - None.
6. REPORTS
Berthusen Park Annual Report for 2024.
Councilor Vis reviewed draft Parks Committee meeting minutes which were included in the
council packet.
Mayor Korthuis reminded Council of the decision to postpone the fluoride discussion
until the April 21, 2025 council meeting to ensure that all members can be present.
7. EXECUTIVE SESSION
Council did not hold an executive session.
8. ADJOURNMENT
March 3, 2025 regular session of the Lynden city council adjourned at 7:29 p.m.
