1. CALL TO ORDER
Mayor Scott Korthuis called to order the June 16, 2025 regular session oftheLynden City Council
at 7:00 p.m. in the city council chambers.
PLEDGE OF ALLEGIENCE
ROLL CALL
Members present: Councilors Gary Bode, Lee Beld, Gary Vis, Brent Lenssen, Nick Laninga,
and Kyle Strengholt.
Councilor Wohlrab absent with notice.
Staff present: Finance Director Laura Scholl, Fire Chief Mike Noonan, Interim Police Chief
JeremyBos, Public Works Director Jon Hutchings, City Clerk Pam Brown, and City Administrator
John Williams.

SUMMARY REPORTS AND PRESENTATIONS - None.
APPROVAL OF MINUTES
Councilor Strengholt moved and Councilor Beld seconded, to approve the May 19, 2025
regular council minutes. Motion approved on 7-0 vote.
CITIZEN COMMENT
Trish Mullen, Lynden
• Spoke on the possibility of creating sections of open space in Homestead for pedestrian
and bike paths.
• Spoke on the possibility of citizen advisory vote regarding fluoride issue.

Award Bid for Guide Meridian Water Main Replacement
The City solicited bids for the replacement of approximately 845 linear feet of water main
along Guide Meridian Road between Monumenta Cemetery and Duffner Ditch. Work to be
performed under this contract shall include the installation of the water main and
appurtenances and restoration.
Three (3) responsive bids were received on May 29, 2025, as shown on the Bid Tabulation.
The Public Works Committee reviewed the bid results at their June 11, 2025, meeting and
concurred with the project engineer to award the contract to Western Refinery Sen/ices, Inc
who provided the lowest responsive bid in the amount of $ 295,608.00, which includes
Washington State Sales Tax. Engineer's Estimate Base Bid: $236,911.50
Dickinson Park House Lease (Bierlink)
RES-25-1122, Authorizing for CERB Loan for the Wastewater Treatment Plant MLE Upgrade
Community Economic Revitalization Board (CERB) funds are available to support economic
development projects that create and retain jobs. The City desires to fund up to $5M to increase
industrial capacity of its Wastewater Treatment Plant. This CERB loan opportunity is made
possible by Premier Packing's proposed investment in a new facility that will expand Lynden
employment opportunities. This loan will supplement loans secured through Department of
Ecology's State Revolving Fund for $2.28M to design and $18.3M to construct, as well as
Whatcom County's Economic Development Investments Program grant of$1.3M and loan of
$0.7M. The Public Works Committee supported the loan application to CERB at their meeting
on June 11, 2025.
Councilor Vis moved and Councilor Beld seconded, to approve the Consent Agenda.
Motion approved on 6-0 vote.

Councilor Vis - The Farmer's Day Parade was a success. There were approximately
12,000 visitors in attendance.
