August 4, 2025
1. CALL TO ORDER
Mayor Scott Korthuis called to order the August 4, 2025 regular session of the Lynden City
Council at 7:00 p.m. in the city council chambers.
PLEDGE OF ALLEGIENCE
ROLL CALL
Members present: Councilors Gary Bode, Lee Beld, Brent Lenssen, Nick Laninga, and Kyle
Strengholt.
Absences: Councilors Vis and Wohlrab absent with notice.
Staff present: Finance Director Laura Scholl, HR Director Kari Heeringa, City Clerk Pam Brown,
and City Administrator John Williams.
OATH OF OFFICE - None.
SUMMARY REPORTS AND PRESENTATIONS - None.
APPROVAL OF MINUTES
Councilor Bode moved and Councilor Lenssen seconded, to approve the July 21, 2025
regular council minutes. Motion approved on 5-0 vote.
CITIZEN COMMENT
Kathy Kelley, Lynden
• Safety concerns surrounding motorized scooters and bikes riding on city sidewalks.
• Request for Council to consider inclusion of a grocery store like Haggen or Fred Meyer
on the east side of Lynden.
• Front Street speed limit, drivers are not adhering to the 25 mph speed limit.
Jonathan King, Lynden
• Concerns about Immigration and Customs Enforcement (ICE) activities in Lynden and
the possible apprehension of residents.

Set Public Hearina (Auaust 18, 2025) for the Lvnden School District Request to Establish
and Collect School Impact Fees- ORD-25-1717

As part of routine financial analysis, the following funds are identified as needing a Budget
Amendment to recognize the revenues and expenditures for 2025. The Funds and the reason
for the adjustments are included below:

ORD-25-1715 - UpdateLMC 5.02.035 - Business License Exemptions
In 2019, the City adopted standard wording and processes for business licenses as part of
RCW 35.90.080. At that time, cities could only require an out-of-city business to pay for a
license if their sales within the city limits exceeded $2,000. This minimum threshold has been
updated by the State to $4,000. Cities are permitted to still require a license for under $4,000

but a fee may not be charged. The standard verbiage also includes language to allow for the
minimum threshold to be updated every 48 months (4 years) and how this will be calculated.
Councilor Strengholt moved and Councilor Bode seconded, to approve the Consent
Agenda. Motion approved on 5-0 vote.

Councilor Lenssen reviewed the Community Development committee meeting minutes
dated July 23, 2025.

Council did not hold an executive session.
August 4, 2025 regular session of the Lynden city council adjourned at 7:18 pm.
