BOARD OF COMMISSIONERS MEETING MINUTES BUDGET WORKSHOP MEETING June 13, 2018 Page 1 of2 A budget workshop meeting of the City of Madeira Beach Board of Commissioners was held at 10:00 a.m. on June 13, 2018 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor Deby Weinstein, Vice-Mayor/Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 John Douthirt, Vice-Mayor/Commissioner District 4 MEMBERS ABSENT: Commissioner Hodges joined the meeting at 12:24 p.m. CITY STAFF PRESENT: Jonathan, Evans, City Manager Clara VanBlargan, City Clerk Walter Pierce, Finance Director 1. CALL TO ORDER Mayor Black called the meeting to order at 10:00 a.m. 2. ROLLCALL City Clerk Clara VanBlargan called the roll. 3. PUBLIC COMMENT There were no public comments. 4. TOPICS FOR DISCUSSION A. Taxable value estimate from Property Appraiser - to be used for FY2019 Budgeting purposes Finance Director Walt Pierce gave an overview of the taxable value estimate received from the Property Appraiser. He said the roll back rate had not been calculated yet. City Manager Jonathan Evans said they can calculate the roll back rate and report back to the Board. The budget is balanced now based on the existing millage rate. Staff does not recommend considering the roll back rate. B. Millage Rate Discussion Finance Director Walt Pierce said p. 7 of the FY 2018 budget provides a graphic showing that in 2017 they started to get back to the revenue rate in 2008, prior to the recession. They realized that based on market indicators they anticipate some hiccups in the economy. They need to maintain status quo to be stable. The City Manager and Director Pierce answered questions from the Commission. The City Manager asked if the Board was fine continuing to build the budget based on the millage rate of2.2000 mills and the Board consented in favor. C. Community Value Survey Presentation City Manager Jonathan Evans provided a status of the community value survey and said he will be presenting that at an upcoming meeting. The Mayor called a recess at 11 :59 a.m. and reconvened at 12:23 p.m. D. Departmental Narratives and Goals & Objectives City Manager Jonathan Evans, Finance Director Walt Pierce, Recreation Director Jay Hatch, City Clerk Clara VanBlargan, Planning and Development Director Linda Portal, and Fire ChiefDerryl O'Neal gave an overview of their department narratives, goals, and objectives for FY 2019 and answered questions from the Commission. Mayor Black invited John Hendricks to speak. John Hendricks, 569 Normandy Road, said there are some things like repairing a tence and boards on a dock that can only be done by folks on a Sunday. If these types of activities can't occur on Sunday things are going too far. The City Manager said they are adhering to an ordinance on the books. If the Board would like to deviate from that then it would be their decision. They have to exercise discretion. Mr. Hendricks said this needed to be figured out because people need to be able to do some activity on a Sunday. The City Manager said construction is different than small maintenance. The goal is to get in compliance, so they will talk with people to ensure they have a permit for construction. Every situation will be looked at on a case by case basis.
