PRESENTATION BY KATHY TILL, FLORIDA LEAGUE OF CITIES TO COMMISSIONER ELAINE POE FOR THE "HOME RULE HERO AWARD" Kathy Till: This is the highest award that the Florida League of Cities gives out to elected officials. Elaine is the definition of advocate, passionate, and compassionate. She showed a lot of hard work and resilience in the issue of Short Term Rentals. A bill that was sponsored by one of our state representatives was to be heard this past legislative session as Ms. Till and Commissioner Poe were travelling up to Tallahassee. On the way up, we thought we had the votes to move the issue to the next committee stop but that was not the case upon arrival. We went to the capital and knew the Democratic Caucus was meeting. Immediately upon their exit, she and Commissioner Poe were waiting to address the representatives. Poe was able to talk with a Representative Rouson. Prior to the meeting he was not going to support the bill, but they were able to express some information on why it was important. When the meeting began, they were slated to lose the vote. However, supporters of the bill, including Commissioner Poe, had an opportunity to get up and speak on the issue. Once all of the elected officials had an opportunity to speak in favor, the Committee Members continued to debate the issue - Representative Rouson actually used information delivered to him by Commissioner Poe herself. The end vote was 10-3 in favor and the bill continued. She then continued to praise Commissioner Poe for all of her hard work for the City and read aloud the Plaque Award she received. Mayor Palladeno: Kathleen Peters asked the Mayor to formally congratulate Commissioner Poe in her stead. BOC Regular Meeting 08/12/2014 2. PRESENTATION TO PINELLAS COUNTY DEPUTY PATRICK KREAGER, FISH AND WILDLIFE CONSERVATION COMMISSION, BIO SCIENTIST ANNA PAN/KE, AND HADA HERRING, STRANDING BIOLOGIST, CLEARWATER MARINE AQUARIUM VOLUNTEER BY MAYOR PALLADENO Mayor Palladeno: Introduced the recipients of the Certificates of Merit. Deputy Kreager: On the Fourth of July, the deputy and the two volunteers went into the water and aided a baby dolphin that was in distress. Anna Panike: Concerned citizens called the Clearwater Marine Aquarium about the baby dolphin. Another Clearwater volunteer, Lynn, updated her on the situation that was observed to have difficulty swimming and catching her breath. It was decided the dolphin needed to be taken in for rehabilitation. Hada Herring: They were called at lunch time and she is now recovering at the Clearwater Marine Aquarium. She is actually an Atlantic spotted dolphin - it's different to get a different species. 3. PRESENTATION BY MAGGIE C/NELLA, LIBRARY DIRECTOR GULF BEACHES PUBLIC LIBRARY FOR AN UPDATE ON THE LIBRARY. Maggie Cinella: There are five municipalities that fund the library. This past May, the Library Board voted on a budget that totaled $501,560. Each of the municipalities funds a portion of the budget. There was an increase to $280,000 to be split between the five cities that support the library. Other funding is also provided from the County, revenue, donations, and different events held at the library. She continued to give an update of the last nine months. There are many people who come and visit the City and there are non-resident and temporary library cards. Since the beginning of the fiscal year, over 98,000 items have been checked out. They just finished up their Summer Reading Program. They've added about 2300 items to their collection and have withdrawn a little over 2,000 items. We have had over 800 volunteer hours-they also get a lot of teenagers working on service hours for scholarships and academic awards. The overall volunteer hours have greatly increased. About 70% of Madeira Beach residents have an active library card-your residents are using the library. It is a convenient location and easy access. Madeira Beach is also the highest percentage of residents that have active cards out of the five supporting municipalities. Tonight you are also going to appoint a new Library Board Member. They are going to try to do new fund raisers. Food for Thought will be put on the back-burner and new ideas are being discussed. We are continuing on with our computer classes. Mayor Palladeno: Thanked the Library Director and all of her hard work. BOC Regular Meeting 08/12/2014 F. PUBLIC COMMENT (limited to 3 minutes) Allen Martinez: The City of Treasure Island and Madeira Beach Chamber of Commerce. They have just completed a major membership drive and he wanted to give the Board an update. As a result, 61 new members signed up for over $16,000.00 in membership dues. The membership is the highest it has ever been at 310-311 members. He thanked the City for their support of the chamber. They will continue to do events in Treasure Island and Madeira Beach. The top team delivered 21 new memberships - it was a great effort by everyone. They will also send out a survey to see what and how many businesses are members of the Chamber. He also asked the Board August 20th will be a red carpet reception for all new and previous members. Mayor Palladeno: It is important for cities to support their Chambers. He thanked Mr. Martinez for his update. G. CONSENT AGENDA 1. APPOINTMENT OF CANDY MATTHEWS TO THE LIBRARY BOARD OF TRUSTEES. 2. INTERLOCAL AGREEMENT FOR CREATION OF THE METROPOLITAN PLANNING ORGANIZATION (MPO). 3. INTERLOCAL AGREEMENT FOR PLANNING AND MAPPING SERVICES BY THE PINELLAS PLANNING COUNCIL. 4. APPROVAL OF EXPENDITURES FOR AT-DOCK PURCHASE FOR FIRE DEPARTMENT TRAINING AND EVENTS. 5. AUTHORIZATION BY THE MADEIRA BEACH CITY COMMISSION TO AUTHORIZE THE CITY MANAGER AND/OR CITY PERSONNEL ATTORNEY TO EXECUTE BUYOUT AGREEMENT WITH THE SIX EMPLOYEES WHO HAD INDICATED INTEREST IN THE BUYOUT PROGRAM. 6. RENEWAL OF AGREEMENT FOR SPECIAL MAGISTRATE APPOINTMENT. 7. RENEWAL OF CONTRACT WITH PINELLAS COUNTY SHERIFF'S DEPARTMENT FOR LAW ENFORCEMENT. A motion to approve Alcoholic Beverage Use Permit #14.05 was made by Commissioner Shontz and seconded by Commissioner Poe. sl BOC Regular Meeting 08/12/2014 Mayor Palladeno: The owner has spent a lot of money to upgrade the establishment. He has not heard any complaint by law enforcement and doesn't see any negatives. Bianca Plaza: Owns a vacation rental near the establishment. The tavern has always been a little nuisance to us because her condo sits right near the site. Having been there for 20 years, it has been in need of improvement. Mayor Palladeno: Recommended that she should meet the new owner and understands what it used to be. He thinks that he will make improvements. Ms. Plaza: There have been ten (10) calls to the property. They are right next to the bar and CA: There are several code provisions in regards to this. The code says that in determining whether or not this will be approved there are five items to be considered: 1. The extent to which the proposed license location retracts from the character of the neighborhood. 2. The extent of traffic congestion/safety hazard around said property. 3. The proposed use is compatible with the area covered by the alcoholic beverage license. 4. The extent on the effect on Public Safety. 5. No application will be considered until owner pays all fees according to the Code. CM: From a staff standpoint, they could find no reason to recommend denial. A motion to approve Beverage Use Permit 14.06 was made by Commissioner Poe and seconded by Commissioner Shontz. Commissioner Poe: Do they meet the requirements? CM: From a staff standpoint, there is no reason to recommend denial. Anita Miller: Owner of Mad Beach Billiards. It will be a very quiet place; there are two pool tables and a dart board. V-M Hodges: Is this a family-oriented business? Ms. Miller: She supposes they could, but she doesn't think people will really bring their kids to a bar. REPORTS/CORRESPONDENCE • CITY COMMISSION Mayor Palladeno: Mr. Muller gave an update on EMS and water rescues. They are requesting money to improve and expand their water safety equipment at the Big-C. Commissioner Shontz: The Exchange Club from St. Petersburg have donated their time to help with th 9/11 Memorial. There will be a Corn Hole Tournament on September 6 at Archibald Park to raise money for the memorial. There will be music and food/drinks from the Snack Shack. You can sign up at City Hall. They are also working on the Dedication for the 9/11 Memorial. • CITY ATTORNEY CA: They have received a couple of responses to the cease and resist letters to websites. The responses are saying that this is not their problem. The CA explained that they have a legal obligation in their contract to meet all local regulations: permits, licenses, occupational license tax, etc. They are basically not going to stop advertising- but they will notify the property owners who use the website that they need to be in compliance with City regulations. He will provide copies of these letters to the Board. • CITY MANAGER CM: There is a press junket for ROC Park and Bill Karnes. There will be food, refreshments, and a 3D showing of what the park will look like. th Also Cafe Alma's ribbon cutting ceremony is August 13 from 5:00 p.m. to 7:00 p.m. Everyone is invited to dine there afterwards. Mayor Palladeno: This used to be in St. Pete - he and his wife would travel there to enjoy the food. He is excited for the new location. He also commended the owners on all their hard work and great restaurant. • CITY CLERK - None K.
