MINUTES BOARD OF COMMISSIONERS REGULAR MEETING MAY 12, 2020 6:00 p.m. A regular meeting of the C ity of Madeira Beach Board of Commissioners was held at 6:00 p.m. on May 12, 2020, in the Patricia Shontz Comm ission Chambers at City Hall , located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: John B. Hendricks, Mayor Doug Andrews, Vice Mayor/Commissioner District 3 Helen " Happy'· Price, Commi ssioner Di strict Nancy Hodges, Commissioner District 2 John Douthitt, Commiss ioner District 4 (via telephone) MEMBERS ABSENT: CITY STAFF PRESENT: Robert Daniels, City Manager Clara VanBlargan, City Clerk Deputy City, Patty Kord is Ralf Brookes, City Attorney (v ia telephone) 1. CALL TO ORDER Mayor Hendricks ca lled the meeting to order at 6:00 p.m. 2. INVOCATION AND PLEDGE OF ALLEGIANCE Co mmissioner Hodges gave the Invocation and led the Pledge of Allegiance. 3. ROLLCALL City C lerk C lara YanBlargan called the roll. 4. APPROVAL OF THE AGENDA City Manager Robert Danie ls asked to remove Agenda Item A, Renewal of Active IT Advanced Security Agreement (6/ 15/202 - I42/ 15/2020), from under the contracts and agreements section of the agenda and to place it on the workshop agenda for discussion. Commissioner Price asked if the correspondence received that day from Pinellas County would impact the discussion on the Gui f Boulevard undergrounding project that is li sted on the Consent Agenda. The City Manager said he wou ld be speaking to the Coun ty administrator who offered the memo because it did change somewhat. The recommended option two would still be the way to vote. May 12, 2020, BOC Regular Meeting Page 1 of 6 Commissioner Price said she wanted to reiterate to the residents that the funding is coming from Penny's for Pinellas and there is no fiscal impact to the City. Vice Mayor Andrews motioned to approve the Agenda. Commissioner Hodges seconded the motion. PROCLAMATIONS/PRESENTATIONS - MAYOR/ CITY CLERK 5.1. PROCLAMATIONS A. Municipal Clerks Week (May 3-9, 2020) City Manager Robert Daniels read a proclamation proclaiming the week of May 3, 2020 through May 9, 2020 as Municipal Clerks Week. City Clerk Clara VanBlargan and Deputy Clerk Patty Kordis accepted the proclamation. B. National Public Works Week (May 17-23, 2020) City Manager Robert Daniels read a proclamation proclaiming May 17, 2020 through May 23, 2020 as National Public Works Week. Public Works Director Jamie Arhens accepted the proclamation. C. National Safe Boating Week (May 16-22, 2020) Public Information Officer Curt Preisser read a proclamation proclaiming May 16, 2020 through May 22, 2020 as National Safe Boating Week. No one was available to accept the proclamation. D. National Marina Days (May 25, 2020- September 7, 2020) Public Information Officer Curt Preisser read a proclamation proclaiming May 25, 2020 through September 7, 2020 as National Marina Days. No one was available to accept the proclamation. 5.2. PRESENTATIONS 6. PUBLIC COMMENT Curt Preisser, Public Information Officer, read comments received by email for the meeting: Jeri Davis, 749 Sunset Cove, stressed concern that the City is wanting to raise the parking fees during a pandemic crisis. The City controls choices which will impact the success of local businesses. The City needs to promote and encourage visitors to give back to the community and May 12, 2020, BOC Regular Meeting Page 2 of6 small businesses instead of discouraging people from coming. Robert Preston, 425 S. Bayshore Drive, commented that parking fees should not be raised. He asked why the City was paying employees that were not working during COVID-19 and what constituted essential employees. He stressed concern that the City allowed Fire Chief Darryl O'Neal's to resign instead of terminating him. Rees Noren, 363 Medallion Boulevard, praised the City in its effort to keep the website and Channel 640 operational during the pandemic. 7. CONSENT AGENDA A. Approval of Minutes: 2020-03-31, BOC Special Meeting- Swearing-in Ceremony 2020-03-31, BOC Special Meeting-Emergency Resolutions 2020-04-14, BOC Regular Meeting 2020-04-15, BOC Workshop Meeting 2020-04-21, BOC Workshop Meeting 2020-04-28, BOC Workshop Meeting 2020-04-28, BOC Special Meeting A. Interlocal Agreement with Pinellas County for Water Quality Monitoring and Assessment- Jamie Ahrens, Public Works Director B. Gulf Boulevard Undergrounding- Penny IV Funds-Robert Daniels, City Manager Commissioner Price said the undergrounding item was placed on the agenda for discussion only and there would be no fiscal impact to the City. Mayor Hendricks said Penny's for Pinellas is funding the project. He would like input from the Board on how to vote on it at the Big C Meeting. C. Authorization for purchase of restrooms for Tom and Kitty Stewart Park - Linda Portal, Community Development Director Commissioner Douthirt said there were numerous errors and mistakes throughout the agenda packet and would like the corrections made and brought back to the Board for approval. Commissioner Price motioned to approve the Consent Agenda with the changes mentioned by Commissioner Douthirt. Vice Mayor Andrews seconded the motion. UNFINISHED BUSINESS A. Resolution 2020-07, BOC Policy Handbook- Board of Commissioners City Clerk Clara VanBlargan read Resolution 2020-07 by title only: RESOLUTION 2020-07 A RESOLUTION OF THE CITY OF MADEIRA BEACH, FLORIDA AMENDING THE CITY OF MADEIRA BEACH BOARD OF COMMISSIONERS POLICY HANDBOOK AND PROVIDING FOR AN EFFECTIVE DATE. The Board reviewed the proposed changes to the BOC Policy Handbook and made the following changes. • Page 69, at the top of the page, the first paragraph should not be a bullet point. • Page 84, two-thirds of the way down the page under special meetings, remove "or the City Manager" and insert "or" between the Mayor and the majority of the Commission. Vice Mayor Andrews motioned to pass Resolution 2020-07, adopting the Board ofCommissioners Policy Handbook with the changes mentioned by Commissioner Price. Commissioner Hodges second the motion. Renewal of Active IT Advanced Security Agreement (6/15/2020-12/15/2020)- Walt Pierce, Finance Director; The Network People. This item was moved to the workshop. 10. NEW BUSINESS A. Resolution 2020-11, City-wide Parking Fee increase including Archibald Park to assist in offsetting Coronavirus Revenue Loss- Walt Pierce, Finance Director City Clerk Clara VanBlargan read Resolution 2020-11 by title only: RESOLUTION 2020-11 A RESOLUTION OF THE BOARD OF COMMISSIONERS FOR THE CITY OF MADEIRA BEACH, PINELLAS COUNTY, FLORIDA, ESTABLISHING A CITY-WIDE PARKING FEE INCREASE INCLUDING ARCHIBALD PARK FOR THE PURPOSE OF GENERATING ADDITIONAL REVENUES TO ASSIST IN OFFSETTING REVENUE LOSS EXPERIENCED FROM THE CORONA VIRUS; AND PROVIDING FOR AN EFFECTIVE DATE. Finance Director Walt Pierce explained the item. Director Pierce and City Manager Robert Daniels responded to questions and comments by the Board. The Board opposed to the parking fee increase. There was no motion made for approval and the item died. 11. STAFF REPORTS A. March 2020 Monthly Finance Report- Walt Pierce, Finance Director Finance Director Walt Pierce reviewed the item. Director Pierce and City Manager Robert Daniels responded to questions and comments by the Board. The Board commented in favor of the report formatting. B. Coronavirus Fiscal Impact- Walt Pierce, Finance Director Finance Director Walt Pierce reviewed the item. - May 12, 2020, BOC Regular Meeting Page 5 of6 M ayor Hendricks asked if anyone had bee n searching for grants. Director Pierce said City staff continually searches for grants and are ready to act on any availa ble. C ity Manager Ro bert Danie ls indicated the City was working on a public assis tance grant that would provide federal disaster assistance. Commiss ioner Price asked that the item be placed on the upcoming works hop agenda for discussion. Her concerns focused on the increase in salary, wages, and benefits. T he Board consented. 12. REPORTS/CORRESPONDENCE A. The C ity Manager sa id t he Board approved o ption two when approv ing the Consent Agenda. B. City Attorney No re port. C. City Manager City Manager Robe rt Danie ls said staff received quotes for around $ 15,000 for fireworks and there is only $ 10,000 budgeted. He has been solic iting assistance from other groups and due to COVID- 19, he has not been able to get any additional funding . T he current vendo r agreed to do the fireworks on New Year' s Eve w ith Board approval if the 4 th of July event gets postponed . The consens us of the Board was to discuss the item at the workshop.
